Minutes of May 15, 1986
The Planning and Zoning Commission of the City of Coppell met in a
regular called session on Thursday, May 15, 1986 in the Coppell High
School Administration Building. The pre -session began at 7:00 p.m. with
the regular called session beginning at 7:30 p.m. The following members
were present:
Ray W. Smedul, Chairman
Joe Munsch, Commissioner
Perry Jasiecki, Commissioner
Steve Eberhardt, Commissioner
Absent: Frank Pope
Also present were Administration Assistant Vivyon Bowman, City Engineer
Ed Powell, Consultant Engineer Gabe Favre, Secretaries Linda Glidewell
and Linda Grau.
PRE -SESSION 7:00 p.m. (Open to the public)
Item 1: Briefing on agenda
A briefing on the agenda was held prior to the regular session.
REGULAR SESSION
7:30 p.m. (Open to the public)
Following the pre -session, the meeting was called to order by Chairman
Smedul who then asked for Commissioner Jasiecki to give the invocation.
Commissioner Eberhardt made the motion to approve the minutes of April
17, 1986. Commissioner Munsch seconded; motion carried 4-0.
Chairman Smedul reviewed the agenda and stated that the agenda had been
amended and a short presentation and statement of fact would be
presented by Mr. Jeff Hurt of Vista Ridge Project. Further changes
were Item 8, which had been withdrawn, Item 9 - request for postponment
to June 19, 1986, Item 10 - request for postponment to June 19, 1986 and
Item 11 - request to withdrawn. Additionally Item 15A was added as an
Emergency item to the agenda.
Vista Ridge Project was tabled by the Planning & Zoning meeting of April
17, 1986 due to the fact that the annexation process had not yet
occurred and was re -scheduled to the May 15, 1986 meeting and
re -scheduled to the City Council meeting of June 24, 1986 which will be
a combination of the City Council and Planning & Zoning Commission.
Mr. Jeff Hurt made the presentation to the Commission. The Vista
Ridge Site Plan was presented by Mr. Dennis Jerkey to the Commission and
had been revised to request Tract A - 10.515 acres for "LI" Light
Industrial Zoning; Tract F - 13.074 acres for "C" Commercial Zoning with
a height restriction of 50' instead of 35'; Tract E - 23.003 acres for
"C" Commercial Zoning with a height restriction of 50' instead of 35'.
and the distances of buffer zones between offices and residential
properties. Mr. Hurt referred to the Deed Restrictions for the entire
development. As property owners they can enforce the Deed Restrictions
and they cannot be changed without the approval of the City
Councilmembers of the City of Lewisville and the same applies for the
City of Coppell. Following further discussion the Vista Ridge Site
Plan. Chairman Smedul referred to the joint session of the Planning and
Zoning Commission and the City Council in June to consider this
annexation. (See attached sheet)
ZONING AND SIGN VARIANCES
Item 6: Zoning Application #86-03-17 - PUBLIC HEARING
To consider approval of a zoning change request for Judy
Troth -Parsons from "SF -12" Single Family - 12 to
"SF-12/S.U.P." Single family - 12 with a Special Use Permit
for stucco construction on property located on Swan Lane,
Block G, Lot #5 in Phase 6 of North Lake Woodlands East.
Judy Parsons and Architect David Shium made the presentation before the
Commission. A request is being made for a plaster finish on the house
on Swan Lane. This processon is a three part plaster process and Mr.
Shium explained this process to the Commissioners. Also presented was a
diagram of the house. Essentially the house will be stone walls and the
three part plaster process. The approximate size of the house is 3,000
square feet. Chairman Smedul then opened the meeting to the public and
asked for those persons wishing to speak in favor of this zoning change.
Mr. Richard Troth 703 Hawk Lane and Judy Troth Parsons spoke in favor of
this change. Chairman Smedul then asked for those person wishing to
speak against the proposal. There were none. The public hearing was
then closed. Following further discussion Commissioner Eberhardt
motioned to approve the zoning application #86-03-17 for Judy
Troth -Parsons from "SF -12" Single Family - 12 to "SF-12/S.U.P." Single
Family - 12 with a Special Use Permit for stucco construction on
properly located on Swan Lane, Block G, Lot #5 in Phase 6 of North Lake
Woodlands East. Motion was seconded by Commissioner Munsch; motion
carried unanimously 4-0.
Item 7: Zoning Application #86-04-14.5 - PUBLIC HEARING
To consider approval of a zoning change request for Pizza Hut
of America, Inc. from "PD -R" Planned Development -Retail to
"PD-R/S.U.P." Planned Development - Retail with a Special Use
Permit for a restaurant on property located on the southeast
corner of Sandy Lake Road and MacArthur Boulevard.
Len Riffel made the presentation to the Commission. Mr. Riffel stated
that they were making a request to operation as a restaurant on the
property located on the southeast corner of Sandy Lake Road and
MacArthur Boulevard. Mr. Riffel presented a color rendition of the
restaurant. The exterior brick will be matched with the Safeway Center
with a metal standing seem roof. The building will be built with a set
back for further expansion and also spoke of trying to salvage as many
trees as possible. Mr. Steve Hunley addressed the issue of expanding
the width of extrance and exit bridges and stated that it would not
affect their plans is this consideration is being considered by the
City Council. Chairman Smedul then opened the meeting to the public and
asked for those persons wishing to speak against this proposed zoning
change. There were none. He then asked for those persons wishing to
speak in favor of the proposed change. Mr. Kurt Wall asked for the
measurements of the restaurant and area of the residential zoning. The
meeting was then closed to the public. Following further discussion
Commissioner Jasiecki motioned to approve Zoning Application #86-04-14.5
from "PD -R" Planned Development -Retail to "PD-R/S.U.P." Planned
Development - Retail with a Special Use Permit for a restaurant and
subject to, or allowing for a forty foot bridge crossing. Motion was
seconded by Commissioner Munsch; motion carried unanimously 4-0.
Item 8: Zoning Application #86-04-14.6 - PUBLIC HEARING
To consider a zoning change request for Pizza Hut of America,
Inc. from "PD -R" Planned Development - Retail to "PD-R/S.U.P."
Planned Development - Retail with a Special Use Permit for a
private club on property located on the southeast corner of
Sandy Lake Road and MacArthur Boulevard.
This item was withdrawn.
Item 9: Zoning Application #86-04-15 - PUBLIC HEARING
To consider a zoning change request from Sandy Lake Road/Moore
Road Joint Venture from "C" - Commercial to "C-S.U.P."
Commercial with a Special Use Permit for a convenience store
on property located on the northwest corner of Sandy Lake Road
and Moore Road. (See attached sheet)
This item was postponed until June 19, 1986.
Item 10: Zoning Application #86-04-15.1 - PUBLIC HEARING
To consider a zoning change request for Sandy Lake Road/Moore
Road Joint Venture from "C" Commercial to "C-S.U.P."
Commercial with a Special Use Permit for a gasoline service
station on property located on northwest corner of Sandy Lake
Road and Moore Road. (See attached sheet)
This item was postponed to June 19, 1986.
Item 11: Zoning Application #86-04-15.7 - PUBLIC HEARING
To consider a zoning change request for Keas Towne Center from
"SF -12" Single Family - 12 to "PD -R" Planned Development -
Retail on property located on the north of Sandy Lake Road,
approximately 1,600 feet east of MacArthur Boulevard.
This item was withdrawn.
Item 12: Zoning Application #86-04-28 - PUBLIC HEARING
To consider a sign variance request for Coppell High School
from Section 10-5-17 of the City of Coppell Sign Ordinance on
property located on southwest corner of Cowboy Drive and
Wrangler Drive.
Betty Mehling made the presentation for a markee for the Coppell High
School. This markee would be the same as the sign at Pinkerton
Elementary School and would not be a lighted sign. Chairman then open
the meeting to the public and asked for those persons wishing to speak
in support of this sign request. There were none. He then asked for
those persons wishing to speak against the proposal. City Engineer Ed
Powell referred to ordinance concerning pole signs in Coppell. The
public hearing was then closed. Following discussion Commissioner
Eberhardt stated that due to the nature of the request of the applicant
as non profit organization and beneficial to the educational community
of the City he motioned that Zoning Application #86-04-28 for a sign
variance be approved. Commissioner Eberhardt withdrew his motion and
motioned once again the Zoning Application #86-04-28 for a sign variance
with the stipulation that it be a one pole sign and the comments from
Texas Power & Light be taken into consideration. Commissioner Jaciecki
seconded; motion carried unanimously 4-0. (See attached sheet)
Item 13: Zoning Application #86-04-25 - PUBLIC HEARING
To consider a sign variance request of Fox and Jacobs -
Shadowridge Estates to Section 10-5-2 and Section 10-5-18 the
City of Coppell Sign Ordinance on property located on the
southwest corner of Bethel School Road and Denton Tap Road.
Ms. Beth Bush made the presentation to the Commission. Ms. Bush is
asking to match the existing sign at the entrance of Shadowridge Estates
at the corner of Bethel School Road and Denton Tap Road. The sign would
display the name of Fox and Jacobs Builders which was not included on
the original sign. Ms. Bush presented pictures showing existing sign.
Commissioner Smedul opened the meeting to the public. He then asked for
those persons wishing to speak in support of the sign variance. There
were none. He then asked for those persons wishing to speak against the
proposal. Against there were none. The public hearing was then closed
to the public. Following further discussion Commissioner Munsch
motioned to deny Zoning Application #86-04-25 for a sign variance
request. Motion was seconded by Commissioner Eberhardt; motion carried
unanimously 4-0.
Item 14: Zoning Application #86-04-08 - PUBLIC HEARING
To consider a sign variance request for Mobil Oil Corporation
from Section 10-5-9 of the City of Coppell Sign Ordinance on
property located on the northeast corner of Denton Tap Road
and Beltline Road.
Commissioner Eberhardt motioned to table this item. Motion was seconded
by Commissioner Jasiecki; motion carried unanimously 4-0.
PLATTING
Item 15: Plat Application #86-03-24
To consider approval of a preliminary plat for Moore Road
Elementary School on property located on the west side of
Moore Road .2 of a mile south of Sandy Lake Road (Tabled from
April 17, 1986 meeting).
Chairman Smedul stated that this item would be placed last on the
agenda.
Mr. Gary Keep and George Tetrault - Architects with S.H.W.C. Inc. made
the presentation to the Commission. Mr. Key presented a drawing to the
Commissioners showing the artist rendition of the new Elementary School.
A screening wall on the east side separating the school and Fire Station
#2 is being considered by the Fire Department. A acreening wall will be
installed on three sides of the school. Mr. Powell, City Engineer
addressed the parking lot area at times of school programs and causing a
traffic hazard on Moore Road and Fire Station #2. Mr. Powell also
suggested working with Dr. Stanfield concerning this problem and stated
that an ordinance is being drawn up at this time addressing sprinkler
systems for any structure over 12,000 sq. ft. and the architect would
have to comply. Commissioner Eberhardt excussed himself because of
conflict of interest. Following further discussion Chairman Smedul
stated that he would like to further study this project because of
questions being raised concerning the 1. Impact study of traffic
problem; 2. Parking; 3. Screening wall. Chairman Smedul then asked for
a special called meeting of the Planning & Zoning Commission be
scheduled for May 22, 1986 to once again consider Plat Application
#86-03-24 for a preliminary plat and Plat Application 86-05-15 for a
final plat. Commissioner Jasiecki motion to table this item until the
special session is held May 22, 1986. Commissioner Munsch seconded the
motion; motioned carried 3-0.
PLATTING - FINAL
Item 15A: Plat Application 486-05-15
To consider approval of a final plat for Moore Road Elementary
School on property located on the west side of Moore Road .2
of mile south of Sandy Lake Road.
Commissioner Munsch motioned to table until Special Session of May 22,
1986. (See above Item 15) Commissioner Jasiecki seconded; motion carried
3-0.
Item 16: Plat Application #86-04-15.5
To consider approval of a preliminary plat for Gateway Park of
Coppell on property situated between Beltline Road and
Freeport Parkway, east and west and/between Gateway Boulevard
(proposed Cotton Road and Southwestern, north and south.
Mr. Mike Koesling with Albert H. Halff Associates made the presentation
to the Commissioners. City Engineer Ed Powell stated that the
Engineering staff was satisfied with this proposal but suggested that
they appear before the City Council for changing the name of the road.
Adjacent property owners have been notified and have no objections to
this request. Mr. Powell explained that all str4eets pertaining to this
project will be four lanes. Albert Halff and Associates, City Engineer
Ed Powell and Consulting Engineer Wayne Ginn would be willing to meet
with the developer to further study the traffic situation involving
Pinkerton Elementary School before a final plat is presented. Following
further discussion Commissioner Jasiecki motion to approve Plat
Application #86-04-15.5 and encourage further study of Street A and
Pinkerton Elementary School. Commissioner Munsch seconded; motion
carried unanimously 4-1.
Item 17: Plat Application #86-04-15.7
To consider approval of a preliminary plat for Northport
Business Park on property located north of Bethel Road and
east of State Highway 121.
Mr. Kerry Hogue and Mr. Bobby Adams with Graham Associates made the
presentation to the Commissioners. Mr. Hogue explained that this is a
master plan development with possibly office showrooms and a hotel. The
eastern portion is in Grapevine and the wstern portion is located in
Coppell and have worked together with both cities addressing all issues.
Mr. Adams stated that the two cities are in agreement for Emergency
Services. Mr. Hogue further explained landscaping, graphics and
signalization are being studied and reviewed at this time and
requirements would be exceeded for both the Cities of Coppell and
Grapevine. Commissioner Munsch motioned to approve Plat Application
#86-04-15.7. Commissioner Jasiecki seconded the motion; motion carried
unanimously 4-0.
Item 18: Plat Application #86-05-01
To consider approval of a preliminary plat for U.S. Postal
Service on property located on the southeast corner of Denton
Tap Road and Bethel School Road.
Mr. Don White and Jim Dervey made the presentation to the Commission.
Mr. White presented the artist rendition of the new Post Office.
Chairman Smedul excused himself from the meeting because of conflict of
interest and turned the meeting over to Commissioner Munsch as acting
Chairman. City Engineer Ed Powell stated that the United States Postal
Service does not have to appear before the City Zoning Commission but
volunteered to do so and will cooperate with the Engineering staff for
an additional 10 foot right -of -Way along Denton Tap Road. Commissioner
Jasiecki motioned to approve Plat Application #86-05-01 for a
preliminary plat for U.S. Postal Service with the stipulation of an
additional ten foot of right-of-way along Denton Tap Road. Commissioner
Eberhardt seconded; motion carried unanimously 3-0.
Item 19: Plat Application #86-05-01.5
To consider approval of a final plat for U.S. Postal Service
on property located on the southeast corner of Denton Tap Road
and Bethel School Road.
City Engineer Ed Powell stated that Developer Fees will have to be paid
prior to appearing before the City Council. Commissioner Jasiecki
motioned to approve Plat Application 486-05-01.5 for a final plat for
the U.S. Postal Service with the stipulation of a ten foot right-of-way
on the east side and Developer Fees being paid. Commissioner Eberhardt
seconded; motion carried unanimously 3-0.
Item 20: Plat Application #86-02-20.5
To consider approval of a final plat for Corners of Coppell on
property located on the southeast corner of Sandy Lake Road
and MacArthur Boulevard.
Mr. Billy Thompson representing Corners of Coppell made the presentation
to the Commissioners. Mr. Thompson stated that he is asking approval of
a final plat for the Corners of Coppell. City Engineer Ed Powell stated
that the entrance and exit bridges be increased from thirty feet to
thirty-seven feet as suggest by the City Council, developer
participation for signalization and the driveways and Kimbel Kourt
(Police Department) be addressed. Following further disucssion
Commissioner Eberhardt motioned to approve Plat Application #86-02-20.5
for a final plat for the Corners of Coppell be approved with the
stipulation that:
1. That the applicant participation in the signalization
of the intersection of Sandy Lake Road and MacArthur
Road to the satisfaction of the city staff.
2. That the bridges which will provide access to the
applicants project be widened to forty feet.
3. That the applicant address the ingress and egress of
the project on Sandy Lake Road to the satisfaction of
the city staff and particular attention be paid to
the alignment of the ingress and egress of the
project relating to Kimbel Kourt.
Commissioner Jasiecki seconded the motion; motion carried unanimously
4-0.

In regards to the sign variance request submitted by the Coppell High
School, (copy of Public Hearing Notice attached), Texas Power & Light
Company currently has overhead power lines in the area and it is our
concern that the location of this sign conforms with clearances set forth
in the National Electrical Code and the National Electrical Safety Code.
Should this variance be granted, I would like to meet with parties
involved with construction of this sign to insure that the location of
this sign meets with clearance requirements.
