BM 1986-01-16 PZPLANNING AND ZONING COMMISSION Minutes of January 16, 1986 The Planning and Zoning Commission of the City of Coppell met in a regular called session on Thursday, January 16, 1986 in the Coppell High School Administration Building. The pre -session began at 7:00 pm. with the regular called session beginning at 7:30 p.m. The following• members were present: R.W. Smedul, Chairman Perry Jasiecki, Commissioner Steve Eberhardt, Commissioner Frank Pope, Commissioner Joe Munsch, Commissioner Also present were City Engineer Edward Powell, Planning and Zoning Coordinator Vivyon Bowman, Consultant Engineer Gabe Favre and Secretary Linda Grau. ITEM NO. 1: Briefing on agenda A briefing on the agenda items was held prior to the regular session. Following the pre -session, the meeting was called to order by Chairman Smedul who then asked for Commissioner Eberhardt to give the invocation. APPROVAL OF MINUTES Commissioner Frank Pope motioned to approve the minutes from December 19, 1985. Motion was seconded by Commissioner Perry Jasiecki and motion carried 5-0. ITEM NO. 2: (Public Hearing) - Consideration of revisions to amendments to the City of Coppell Comprehensive Zoning Ordinance. Chairman Smedul opened the meeting to the public. He asked for those persons wishing to speak in favor of above zoning ordinance. There were none. He then asked for those persons wishing to speak against the zoning ordinance. There were none. Chairman Smedul then closed the public hearing. Following discussion Commissioner Pope made the motion to adopt this amendment as redefined by City Attorney Larry Jackson and recommended the Comprehensive Zoning Ordinance be reviewed by the City Council and voted on. Motion was seconded by Commissioner Munsch and motion carried 5.0. Chairman Smedul then addressed the letter of recommendation received today January 16, 1986 from City Attorney Larry Jackson which will be addressed at the next Planning and Zoning Commission meeting February 21, 1986. ITEM NO. 3: (Public hearing) - Zoning Application #85-12-23 - to consider approval of a zoning change at the request of Riverchase Joint Venture from "SF -12 - S.U.P." Single Family - 12 with a specific use permit for a golf course and clubhouse to "SF-12-S.U.P." Single Family - 12 with a specific use permit for the inclusion of a temporary landfill on property located on the southside of Sandy Lake Road, west of the Elm Fork of the Trinity River and north of Beltline Road. Mr. Jay Patterson of Terra Land Development made the presentation to the commission. He asked for the removal of trash from one area of Riverchase to a new area on the site with and under the direction of the Health Department. City Engineer Edward Powell asked Mr. Patterson if he would notify him when this will be done so he could notify the Fire Department because of the trash being dry trash and old building materials. Commissioner Smedul then opened the public hearing and asked for those persons who wished to speak for the proposed change. There were none. He then asked for those persons who wished to speak against the proposed change. There were none. The public hearing was then closed. After discussion Commissioner Eberhardt motioned to approve the zoning change as defined. Commissioner Jasiecki seconded the motion and motion carried 5-0. ITEM N0. 4: (Public hearing) - Zoning Application #85-12-16.5 - to consider approval of a zoning change at the request of First Assembly of God Church from "SF -12" - Single Family -12 to "SF -12 S.U.P." Single Family -12 with a specific use permit for a gymnasium on property located on the 200 Block of Heartz Road. Planning and Zoning Coordinator Vivyon Bowman stated that applicant requested that this item be tabled. table this item which was seconded by Commissioner Eberhardt Munsch motioned to carried 5-0. h and motion ITEM N0. 5: (Public hearing) - Zoning Application #85-12-13 - to consider a zoning change at the request of Connell/Skaggs Addition from "C" Commercial to "C-S.U.P." Commercial with a specific use permit for a grocery store on property located at the northwest corner of Sandy Lake Road and Denton Tap Road. Mr. Kevin White representative from Connell and Jim Coke Civil Engineer with Connell made the presentation to the Commission. Chairman Smedul then opened the public hearing and asked for those persons wishing to speak in favor of the zoning change. There were none. He then asked for those persons wishing to speak against the zoning change. There were none. The public hearing was then closed. After discussion Commissioner Munsch motioned to approve the zoning change and Commissioner Pope seconded the motion. The motion carried 5-0. ITEM N0. 6: (Public hearing) - Zoning Application #85-12-13.1 - to consider a zoning change at the request of Connell/Skaggs Addition from "C" Commercial to "C-S.U.P." Commercial with a specific use permit for a gasoline station on property located at the northwest corner of Sandy Lake Road and Denton Tap Road. Mr. Kevin White representative from Connell and Jim Coke Civil Engineer with Connell made the presentation to the Commission. They would like to construct an Exxon self-service station with car wash. Commissioner Smedul opened the public hearing and asked for those persons wishing to speak in favor of this zoning change. Dr. Royce Lively requested that the structures on the intersection of Denton Tap Road and Sandy Lake Road stay the same architecturally. Chairman Smedul then asked for those persons wishing to speak against the proposed zoning change. There were none. The public hearing was then closed. After discussion Commissioner Jasiecki motioned to approve the zoning change. Commissioner Munsch seconded the motion and motion carried 5-0. Because of a drainage issue the City Council of the City of Coppell denied a pre-liminary plat and such plat would have to be presented before the Planning & Zoning Commission once again. ITEM 7 (Public Hearing) - Zoning Application #85-10-21.5 - to consider a zoning change at the request of Boardwalk Group from "SF -12" Single Family - 12 to "PD -R" Planned Development -Retail Western tract - the northwest tract (See below for minutes) ITEM NO. 8: on property generally described as of Sandy Lake Road and Lodge Road. (Public Hearing) - Zoning Application #85-10-21.6 - to consider a zoning change at the request of Boardwalk Group from "SF -12" Single Family 12 to "PD -MF -1" Planned Development - Multi -Family - 1 onro ert generally described as Eastern tract - located at the southwest corner of Sherwood Park Addition Section II. Kirk Williams made this presentation to the commission for a one (1) story retail with a two (2) story retail building on the back slope of the property. He also presented plans for two (2) story multi -family units and the improvement of Lodge Road. public hearing and asked for those wishing Chairman speak for the propos a ed change. Mr. Eric Schweitzer from Jenco Nursery was in favorof the zoning change. Chairman Smedul then asked for those persons wishing to speak against the proposed change. Dr. Royce Lively was in opposition to this proposal because of the impact upon the school system in Coppell. Also speaking against the proposed change was Mr. John Kidd. Mr. Kidd explained after a long and careful study that his study proved that Coppell had enough retail zoning and multi -family zoning for 30,000 people at the present time. Chairman Smedul then closed the public hearing. Following discussion Commissioner Jasiecki motion to approve the zoning change of ITEM NO. 7 and motion was seconded by Commissioner Eberhardt. Motion was denied with 2 for and Commissioner Smedul, Commissioner Munsch and Commissioner Pope voting against. Following discussion to approve the zoning change of ITEM NO. 8 Commissioner Munsch motion to deny the proposed change and was seconded by Commissioner Pope. Motion was denied with a 5-0 vote. PLATTING ACTION ITEM NO. 9: Plat Application #85-12-16.1 - to consider approval of a preliminary plat for Lakes of Coppell on property located between MacArthur Boulevard and Village Parkway, north of Sandy Lake Road in the Lakes of Coppell Subdivision. This item was tabled and motion was made by Commissioner Munsch and seconded by Commissioner Eberhardt. Motion carried 5-0. The meeting was then adjourned. R.W. Smedul, Chairman ATTEST: Linda Grau.
