Minutes of May 16, 1985
The Planning and Zoning Commission of the City of Coppell met in regular
session on May 16, 1985 at 7:30 p.m. in the Coppell High School Administra-
tion building in Coppell, Texas.
The following P&Z Members were in attendance;
Ray W. Smedul
Joe Munsch
Frank Pope
Also in attendance were Mr. Mark Sweeney, Administrative Assistant and
Caroline Morris, Secretary. Mr. Geren Burton and Mr. Gary Adams were not
present.
CALL TO ORDER:
The meeting was called to order by Chairman, Mr. Ray W. Smedul.. The
meeting was officially brought to order and the audience was requested
to stand while Mr. Frank Pope gave the Invocation.
ITEM #3: APPROVAL. OF MINUTES:
Mr. Smedul asked for approval of minutes. There was a correction on
Item 5B; Correction on Motion, it was a motion of 3-0 not 5-0 as stated
in the minutes. Mr. Joe Munsch made a motion that the minutes be approved
with correction of Item #5B and Mr. Frank Pope seconded. Motion carried 3-0.
ITEM #4: CASE #85-04-26/SUMMER PLACE; Consider'Final Approval
Mr. Jim Backer of JENNE HODS made the presentation. Upon recommendation
of City, streets will have 60 ft. of "right of way" rather than the regular
50 ft.(as required) and 37 ft. of paved street rather than the normal 28 ft.
Following the presentation and discussion, Mr. Frank Pope moved that this
Final Plat be approved and Mr. Joe Munsch seconded and motion was carried
by 3-0.
ITEM #5: CASE #85-17-04/ WINDANCE: Consider Final Plat Approval
Mr. Justin Smith represented WINDANCE and made the presentation. Mr. Smith
informed members of the board that they plan to put a 37 ft. wide "off -side"
road, which will connect their property to Bethel School Road. Upon the
completion of project, a concrete road the full length of Harris Street will
be connected to Bethel School Road. Upon approval, they will commence
development immediately. After presentation and discussion, Mr. Joe Munsch
made a motion that this plat be approved, Mr. Frank Pope seconded. Motion
carried 3-0.
ITEM #6 CASE #85-13-03 RAINTREE VILLAGE OF THE LAKES OF COPELL: Final Plat Approval
Mr. Bryan Marcus of NELSON ENGINEERING represented RAINTREE VILLAGE. Mr.
Marcus stated that they did not desire to request a variance at this time,
however they would like to reserve the right to request a variance to
Section 32.1(7) of the Zoning Ordinance at a later date. Mr. Sweeney explained
the procedures of returning to the P&Z and City Council and that it would be
on the variance alone. After presentation and discussion, Mr. Pope made a
motion that this case be approved and Mr. Munsch seconded the motion. Motion
carried 3-0.
ITEM #7 CASE #85-04-15 VILLAGE AT COTTONWOOD CREEK, SECTIONS I & II
REQUEST FOR FINAL APPROVAL
Cottonwood Creek was represented by Mr. Tony Delbalzo. Also in attendance was
Mr. Euless Lane. With the exception of "corrected names" (which was requested
by P&Z) the final approval request was the same as in the "preliminary." After
presentation and discussion, Mr. Joe Munsch made a motion that the request be
approved, Mr. Pope seconded. Motion carried 3-0.
ITEM #8 CASE #85-02-20 PARR MEADOW ADDITION, PHASE II: Re -Plat Approval
Mr. Tom Wise made the presentation -Also attending"vas:Mr.Chris Chisholm --
After.presentation and discussion, Mr. Pope made a motion for approval --of
this request. Mr. Munsch seconded. -Motion carried 3-0

ITEM #9 CASE #85-04-16 WATERSIDE ESTATES, PHASE II!Final Plat Annroval
M=, Xadleck represented Waterside Estates. A question as to the "maintenance"
of the lake and surrounding property was raised. Mr. Kadlick replied that
the property owners would be responsible and would be "accessed" for this
maintenance. Also, fencing would be "restricted" as to the type of fence
that could be erected. After presentation and discussion, Mr. Joe Munsch
made a motion for approval and Mr. Pope seconded. Motion carried 3-0.
ITEM #10 CASE #85-03-27 GULF OIL PRODUCTS; Request Approval of Zoning Change;
Mr. F. D. Munsterman represented Gulf Oil. Mr. Munstermon introduced several
photos of "Gulf car washes" for a comparison as to the type they would be
building in Coppell. A letter from Mr. Ginn's office was presented which
recommended approval of the zoning request with SUP.("C" Commercial to "C"
Commercial with a Specific Use Permit SUP). Mr. Smedul opened this case for
Public Hearing; Nobody opposed, and Public Hearing was closed. Mr. Pope
made a motion that this request be approved and Mr. Munsch seconded. Motion
carried 3-0.
ITEM #11 CASE #85-03-23 GULF OIL PRODUCTS CO. Request for Preliminary Plat Approval
Mr. Munsterman_ represented Gulf Oil. A letter from Mr. Ginn 's office was
introduced recommending approval of this request. After presentation and
discussion, a motion was made by Mr. Joe Munsch for approval of this
request and seconded by Mr. Frank Pope. Motion carried 3-0.
* ITEM #12 CASE #85-03-18 NORTSI.ARE WOODLANDS EAST, PHASE 10;Approval of Preliminary
Northlake•was not represented at this time. Mr. Smedul made a motion that
this case be tabled to the next P&Z Meeting (June 20, 1985)as it would be
"unfair" to make a decision without a representative .f rom Northlake. A
was made by Mr. Munsch to table this case and seconded by Mr. Pope. Motion
carried 3-0.
ITEM #13 CASE #85-04-24 RALDON CORPORATION; Request for Variance to Sian Ordinance
Mr. Roy Binder represented RA.LDON CORPORATION. After presentation and
discussion of this case, Mr. Smedul-opened a Public Hearing. There _was:
no persons opposed and -the Public Hearing was closed._ Mr. Joe Munsch made a
motion for this request to be approved, Mr. Frank Pope seconded. Motion
carried 3-0.
*_I_TEM #12 CASE #85-03-18 NORTHLPKE WOODLANDS EAST, PHASE 10; Approval of Preliminary
This case had been tabled to the June 20th meeting, However, Mr. Steve Parsons
arrived after Item #13. _ This case was re -opened with the stipulation that
it satifies the legal requirements of being re -opened. Mr. Sweeney stated that
he would verify this question with the City Attorney, Mr. Larry Jackson. With
this stipulation, Mr. Joe Munsch made a motion that the case be re -opened and
Mr. Pope seconded. Motion carried 3-0.
Mr. Steve Parsons made the presentation. After presentation and discussion
of this case, it was recommended for approval with the stipulation that the
applicant submit a 'STREETSCAPE PLAN' prior to the City Council Hearing.
Mr. Frank Pope made a motion that this preliminary be approved and it was
seconded by Mr. Joe Munsch. Motion carried 3-0.
