The Planning and Zoning Commission of the City of Coppell met in regular
session on August 23, 1984, at 7:30 p.m. in the Coppell High School Admini-
stration Building.
The following members were present:
R. W. Smedul, Chairman
Geren Burton, Co -Chairman
Frank Pope, Commissioner
Gary Adams, Commissioner
Commissioner Peyton Weaver was not present. Also present were City Manager
Ron Ragland, City Secretary Dorothy Timmons and City Administrative Assistant
Mark Sweeney.
The meeting was called to order and everyone asked to stand while Co -Chairman
Burton gave the invocation. Following the invocation, Chairman Smedul questioned
if all Commissioners had read the minutes of the previous meeting. All indicated
they had. Commissioner Adams then moved that the minutes be approved as sub-
mitted; Commissioner Pope seconded and motion carried 4-0.
ITEM N0. 4: Consider approval of final plat of the right-of-way dedications
of MacArthur Blvd., Village Parkway, Parkway Blvd., DeForest Road, Samuel Blvd,
Allen Road and Warren Drive in The Lakes of Coppell
Mr. Lynn Kadleck made the presentation to the Commission. He stated that they
are requesting a variance on a 110' requirement for the right-of-way of Mac-
Arthur Blvd. The variance being requested is to 100'. A report from City
Engineer Wayne Ginn was then requested by Chairman Smedul. Mr. Ginn stated
that their recommendation is that the right-of-way on MacArthur Blvd. be left
at 110' as well as a correction in the right-of-way of Parkway Blvd. from 64'
to 65' being shown on the plat. The City Engineer also recommended dedication
of right-of-way along Sandy Lake Road while the rest of the streets in this
subdivision are being platted. Questions concerning the free right turn lanes
as had been previously discussed on the preliminary plat were again brought to
the applicant's attention. Following discussion on this item, Co -Chairman Burton
moved that this plat be recommended for approval with the stipulations that the
right-of-way of MacArthur Blvd. remain at 110 feet, the right-of-way of Parkway
Blvd. be increased to 65 feet, that the free right turn lanes be installed on
MacArthur Blvd. and Sandy Lake Road, and that the right-of-way for future
widening of Sandy Lake Road be included in this plat; Commissioner Pope seconded
the motion which carried 4-0.
ITEM N0. 5: Consider approval of final plat of The Meadows, Section 5
Mr. Brian McDaniels made the presentation to the Commission. He stated that
the preliminary plat showed the cul-de-sacs of Michelle Place and Clayton Circle
as being reversed with the entrance off of Samuel Blvd. The final plat shows
a living screening wall along the end of the cul-de-sacs on Samuel Blvd. City
Engineer Wayne Ginn noted that the Commission needed to determine who was going
to build Samuel Blvd. He also recommended that in reversing the cul-de-sacs,
an easement for pedestrian traffic needed to be provided for those children
going to the elementary school to the west of this development. Following dis-
cussion on this item, Co -Chairman Burton moved that this plat be recommended
for approval with the living screening wall being placed along Samuel Blvd.
with a pedestrian easement being shown across the two cul-de-sacs of Clayton
Circle and Michelle. Place, that the 15' water easements be shown on the plat,
and that the paving of one half of Samuel Blvd. be included on the plat;
Commissioner Adams seconded the motion which carried 4-0.
ITEM NO. 6: Consider approval of preliminary and development plat for Highland
Meadow
Mr. Mike Allen made the presentation to the Commission. He stated that due to
requests of adjoining property owners during the preliminary discussions, the
minimum house size on Lots 22-47 has been increased. He also stated that an
entry -way feature at Highland Meadow Circle and Sandy Lake Road would be con-
structed as well as a masonry screening wall along that portion of the develop-
ment that fronts Sandy Lake Road. The entry -way on the west of this development
as well as the three court areas would be landscaped with sprinkler systems
installed for .future ease of maintenance. The Homeowners Association would
maintain the greenspace throughout the entire development. All lots would be
completely sodded with grass and landscaped with trees and shrubs. Following
discussion concerning the right-of-way along Sandy Lake Road and the adequacy
of right-of-way at the entrance way to this development, Commissioner Pope moved
that the preliminary plat and development plan be recommended for approval with
the stipulation that the right-of-way along Sandy Lake Road be increased to the
required 25 feet and that the Council be informed of a possible conflict in
right-of-way requirements at the intersection of Sandy Lake Road and Highland
Meadow Circle; Co -Chairman Burton seconded the motion which carried 4-0.
The meeting was then adjourned.
