BM 1984-04-19 PZMinutes of April 19, 1984 The Planning and Zoning Commission of the City of Coppell met in regular session at 7:30 p.m. on the 19th day of April, 1984, at the Coppell High School Administration Building. The following members were present: Frank Pope, Commissioner Peyton Weaver, Commissioner Gary Adams, Commissioner Also present were Planning Coordinator Scott Barnett and Secretary Debbie Layton. The meeting was called to order and everyone asked to stand while Commissioner Adams gave the invocation. Since both Chairman Ray Smedul and Co -Chairman Geren Burton were not present, it was the consensus of the Commission that Commissioner Peyton Weaver act as chairman. ITEM 3: Approval of Minutes Commissioner Pope moved that the minutes be approved as submitted; Commissioner Adams seconded and motion carried 3-0. ITEM 4: Consider approval of The Meadows, Phase 4, final plat Mr. Brian McDaniels of Lichliter/Jameson & Associates made the presentation to the Commission representing Braewood Development. He stated that this is a continuation of the present Meadows subdivision which is bounded on the north and east by The Lakes of Coppell and on the west by the Parks of Coppell. They have also met all the requirements of the City engineers. This subdivision has 104 lots. Following discussion by the Commission, Commissioner Adams moved that this final plat be approved; Commissioner Pope seconded and motion carried 3-0. ITEM 5: Consider approval of final plat of The Park Meadow Addition, Phase 1 Mike Allen, representing Univest, made the presentation. This addition has 104 lots and is identical to the preliminary plat with the exception that the lots which back up to the park have been increased in size. There will be 109 lots in the second section. Wiseco Land Co. will be the developers with Univest still retaining control over builders and architectural control. Following discussion, Commissioner Pope moved that this final plat be recommended for approval; Commissioner Adams seconded and motion carried 3-0. ITEM 6: Consider approval of preliminary plat of Foxwood Village Mr. Brian McDaniels of Lichliter/Jameson & Assoc. representing Tompkins Deve- lopment made the presentation. This is approximately 6 acres of Multi -Family located in the Woodridge Subdivision. The density is approximately 16 units per acre. These apartments will be one story and be approximately 850 to 1000 square feet. Following discussion, Commissioner Adams moved that this preliminary plat be recommended for approval; Commissioner Pope seconded and motion carried 3-0. ITEM 7: Public hearing to consider a zoning change request of Gerald Frank for a zoning change from "SF -12", Single Family to "SF -12", Single Family with (SUP), Specific Use Permit for a daycare center on approximately 1.061 acres of land in Abstract 629, located east of Heartz Road, north of the First United Methodist Church site, approximately 630.68 feet north of Bethel School Road. ITEM 8: Consider approval of preliminary plat of above daycare center Mr. Gerald Frank made the presentation. He stated that this will be a licensed daycare center with approximately 150 children ranging in age from 6 weeks to 12 years. The daycare center is adjacent to a 50' Lone Star Gas easement, however, Lone Star Gas has been notified and has no objections to the location. J Commissioner Weaver declared the public hearing open and asked for those persons who wished to speak against the request; There were none. He then asked for those persons who wished to speak for this request. Again, there were none. He then declared the public hearing closed. Following discussion by the Commission, Commissioner Pope moved that this Specific Use Permit and preliminary plat be recommended for approval; Commissioner Adams seconded and motion carried 2-1 with Commissioner Weaver voting against the motion. ITEM N0. 9: Public hearing to consider a zoning change request of Triland Investment Group on property generally located north of Sandy Lake Road, east of The Meadows Subdivision, south of DeForest Road and West of Denton Creek to the following zoning classifications: A. "SF -12", Single Family to "SF -9", Single Family B. "SF -12", Single Family and "C", Commercial to "TH-1", Townhouse C. "SF -12", Single Family to "C", Commercial D. "SF -12", Single Family and "MF -2", Multi -Family to "SF -0", Single Family E. "C", Commercial to "SUP", Specific Use Permit F. "SF -12", Single Family, "C", Commercial, and "R", Retail to "MF -2", Multi -Family Mr. Tim House representing Triland made the presentation. The major north/south through street will be MacArthur Blvd. presently known as Allen Road. Parkway Blvd. will tie into MacArthur. The development will have canal type lakes with an average of 150' width. The development will also include a recreational center. There will be two wells which will feed the canals when necessary and also a fountain system. The canals will be lined. The waterways will be owned and maintained by the Homeowners Association. Following the presentation, the public hearing was declared open and Commissioner Weaver asked for those persons who wished to speak against the proposed change. Those persons speaking were Mr. Ray Warren and Mr. John H. Burns, Jr. He then asked for those persons who wished to speak for the change. There were none. The public hearing was then declared closed. Mr. Dan Sefko, representing J. T. Dunkin and Assoc. (Planning Consultants), then gave a review of this zoning change addressing some concerns and also a comparison of this zoning change to the previous L & N zoning change on this property which came before: the Planning and Zoning Commission in September of 1983. Following this review was discussion among the Commission. Commissioner Adams then moved that this request be tabled for further review; Commissioner Pope seconded and motion carried 3-0. Mr. Dan Sefko of J. T. Dunkin and Associates handed out a schedule for review of the Land Use and Thoroughfare Plan. The meeting was then adjourned.
