The Planning and Zoning Commission of the City of Coppell met with the City
Council in special session on Thursday, December 8, 1983, in the Coppell
Middle School Cafeteria.
The following members were present:
R. W. Smedul, Chairman
Geren Burton, Co -Chairman
Frank Pope, Commissioner
Gary Adams, Commissioner
Peyton Weaver, Commissioner
Mayor Brown called the joint meeting to order and everyone was asked to stand
while Commissioner Pope gave the invocation. He then stated that the zoning
change regulations are being considered in order to strengthen and update the
current zoning district regulations. At this time, there are no changes being
made to the Comprehensive Zoning Map.
The meeting was then declared open to the public and those persons who had
questions concerning the changes or who wished to speak for or against were
recognized. Those persons speaking were Mr. Velton Nisbett with a question
concerning the use of stucco in residential areas, Mr. Jim Moore who had questions
concerning the density factor, Mrs. Martha Jo Cozby who had a question con-
cerning availability of the ordinances, Mr. Tim House who had a question concerning
the front setbacks in the Commercial district and adjoining Agricultural land,
Mr. Glen Hinckley who had a question concerning the density factor and specific
use permits, Mr. Sam Wyse representing General Homes who had a question concerning
the cumulative effect from one district to another and Mr. Ray Warren who had a
question concerning the density factor. There were no people present who spoke
strictly in favor or against the proposed changes. The public hearing was then
declared closed.
Mr. Dan Sefko and Mr. J. T. Dunkin of J. T. Dunkin and Associates reviewed the
list of questions with the Commission and the Council. More specifically he
stated that:
1. All current MF -1 zoning would be converted to MF -2 which would result in
a 22-24 unit per acre density.
2. The setback in Commercial areas is not appropriate when the I-1 use is next
to an Agricultural use. Agricultural is a temporary zoning, therefore, the
setback is required and is similar to an estate district.
3. The density question in the Town Center District can be settled with a planned
development or a change in the density for this one particular district.
4. Stucco is included in the Office District regulations and has been specifically
left out of residential in order for the Council and P & Z to review the plats.
5. The 80% masonry requirement is for that portion that is below the top plate
of the building, regardless of the number of stories in the building.
6. The 8 story requirement in MF -1 and MF -2 has been reduced to 3 stories in
order to be in conformance with Dallas and the surrounding areas.
7. If a developer has already received plat approval, they would have vested
rights under the previous zoning regulations.
8. The cumulative factor from one district to another is still included in the
new ordinance except for Town Center District.
The City Council then recessed and the meeting was turned over to Chairman
Smedul for deliberation by the Planning and Zoning Commission. Following
discussion by the Commission, Commissioner Adams moved that the Zoning Ordinance
be recommended for approval with the following stipulations:
The 60 feet front yard requirement be left as is in the I-1 and I-2 District.
The density per acre be computed on the net acres, and that Section 16.1 (2) and
Section 17.1 (3) be changed to read: "three or more single family attached
dwelling units . . rather than two or more single family attached dwelling
units."; Co -Chairman Burton seconded the motion which carried 5-0.
The meeting was then adjourned.
