BM 1983-04-28 PZ SPECIAL CALLED MEEETINGMinutes of April 28, 1983 The Planning and Zoning Commission of the City of Coppell met in special called session at 7:30 p.m. on April 28, 1983, at the Coppell High School Administration Building. The following members were present: R. W. Smedul, Chairman Geren Burton, Co -Chairman Frank Pope, Commissioner Peyton Weaver, Commissioner Gary Adams, Commissioner Also present was Debbie Shanks, Secretary. The meeting was called to order and everyone asked to hand while Commissioner Pope gave the invocation. Following the invocation, Chairman Smedul asked if all Commissioners had read the minutes of the previous meeting. All indicated they had. Co -Chairman Burton then moved that the minutes be approved as sub- mitted; Commissioner Weaver seconded and motion carried 5-0. ITEM N0. 4: Public hearing to consider a zoning change request of Bobby H. Anglin for a zoning change from "SF -12", Single Family Dwelling to a zoning classification of "SC" '-Shopping Center and being all that certain lot, tract or parcel of land situated in Dallas County, Texas, being part of the B. B. & C. RR Survey, Abstract No. 199 and being a part of the Patience Piles Survey, Abstract No. 1137, and being more particularly described as 916 East Sandy Lake Road containing 4.356 acres of land and 924 Sandy Lake Road being 15,613.249 square feet. Mr. Bobby Anglin made the presentation to the Commission. He stated that there are no immediate plans for the property; however, people have contacted him about putting a daycare nursery on the property. He also stated that Mr. Paul Ford, an adjoining property owner, is in favor of the zoning change. Chairman Smedul opened the public hearing and asked for those per6ons who wished to speak for the proposed change. There were none. He then asked for those persons who wished to speak against the proposed change. Again, there were none. Chairman Smedul then closed the public hearing. Following a discussion by the Commission, Co -Chairman Burton moved that the zoning change be recommended for denial; Commissioner Adams seconded and motion carried 4-1 with Chairman Smedul voting against the motion. ITEM N0. 5: Public hearing to consider a zoning change request of William G. Thompson, Trustee and Joel H. Robuck, Trustee for a zoning change from "I-1" Light Industrial and "R" Retail to a zoning classification of "TH-2" Town House Residential - 2 on the following described property: Being approximately 33.6 acres of land situated in the McKinney & Williams Survey, Abstract No. 1054, City of Coppell, Dallas County, Texas and being North of the Cotton Belt RR right-of-way and 350 feet East of Denton Tap Road. Mr. Larry Martin, representing the property owners, and Mr. Joel Robuck, the developer were present to make the presentation. Mr. Larry Martin stated that the north boundary of the zoning change is the creek and the south boundary is the Railroad. He also stated that the request does not include the nursery or the fence company. Mr. Joel Robuck, the developer, stated that the main: - entrance street to the development would be off of Denton Tap Road. He also stated that the density would probably be no more than 8 units per acre and that he would develop the property himself and sell lots to individual builders. Chairman Smedul opened the public hearing. He asked for those persons who wished to speak for the proposed change. There were none. He then asked for those persons who wished to speak against the proposed change. Again, there were none. Chairman Smedul left the public hearing open and then proposed to the Planning and Zoning Commission that they table the zoning change request due to some recent discussion and proposals to amend.- the current zoning ordinance. Commissioner Adams moved that the zoning change be tabled; Commissioner Weaver seconded and motion carried 5-0. Chairman Smedul then adjourned the meeting.
