BM 1982-10-18 PZ SPECIAL CALLED SESSIONMinutes of October 18, 1982
The City Planning and Zoning Commission of the City of Coppell met in
special called session on October 18, 1982, at 7:30 p.m. in the Coppell High
School Cafeteria.
The following members were present:
Ray Smedul, Chairman
Frank Pope, Commissioner
Gary Adams, Commissioner
Peyton Weaver, Commissioner
Co -Chairman Geren Burton was not present. Also present was City Secretary
Dorothy Timmons. The meeting was called to order and everyone asked to
stand while Commissioner Adams gave the invocation. Following the invocation,
Chairman Smedul questioned if all Commissioners had read the minutes. All
indicated they had. Commissioner Weaver then moved that the minutes be
approved as submitted; Commissioner Adams seconded and motion carried 4-0.
ITEM NO. 4 Public hearing to consider a zoning change request of Dayspring
Development Corporation for a zoning change from Commercial to Multi -Family.
Chairman Smedul stated that the public hearing on this zoning change request
had been closed at the previous meeting; therefore, only discussion by the
Commission and a decision would be conducted at this meeting. Following
discussion, Commissioner Adams moved that the zoning change be recommended
for approval; Commissioner Weaver seconded and motion carried 3-1 with
Commissioner Pope voting against the motion.
ITEM NO. 5 - Public hearing to consider a zoning change request of Sharon
Powell for a zoning change from Single Family, Twelve Thousand Square Foot
Lot to a zoning change of Commercial.
Ms. Sharon Powell and Mr. James Morton made the presentation to the Commission.
Ms. Powell stated that the building will be renovated as an office building
and that the deed restrictions have been released from all the adjoining
property owners. Parking facilities will be in the back at the present time
and negotiations are underway for the purchase of the lots to the north for
additional parking and a possible road through to Allen Road. Chairman
Smedul declared the public hearing open and asked for those persons who
wished to speak against the proposed change. There were none. He then asked
for those persons who wished to speak for the proposed change. Again there
were none. The public hearing was then closed. Following further discussion
by the Commission, Ms. Powell requested that this item be tabled until the
next meeting in order for the adjoining property owners to determine if they
wish to join in with the reqeust for a zoning change. Commissioner Adams
moved that the request be granted and that the item be tabled until the next
meeting; Commissioner. Pope seconded and motion carried 4-0.
ITEM NO. 6 - Public hearing to consider a zoning change request of L & N Land
Corporation for a zoning change from Townhouse Residential to Multi -Family
Residential.
Mr. Steve Crim and Mr. Bert Elsey made the presentation to the Commission. Mr.
Crim stated that most of the land proposed to be changed was previously in the
flood plain; however, fill dirt had been brought in and the level of the land
had been brought up out of the flood plain. He also stated that the area to
be changed was in the Carrollton School District and would not affect the Coppell
Schools. Chairman Smedul declared the public hearing open and asked for those
persons who wished to speak against the proposed change. There were none.
He then asked for those persons who wished to speak i<gr the proposed change.
Again, there were none. Chairman Smedul then declared the public hearing
closed. Following discussion by the Commission, Commissioner Pbpe moved
that the zoning change be recommended for approval; Commissioner Weaver
seconded and motion carried 4-0.
The meeting was then adjourned.
