The Planning and Zoning Commission of the City of Coppell met in regular
session on September 16, 1982, at 7:30 P.M. in the Coppell I.S.D. Administration
Building.
The following members were present:
R.W. Smedul, Chairman
Frank Pope, Commissioner
Peyton Weaver, Commissioner
Gary Adams, Commissioner
Co -Chairman Geren Burton was not present. Also present was City Secretary
Dorothy Timmons. The meeting was called to order and everyone asked to stand
while Commissioner Pope gave the invocation. Following the invocation, Com-
missioner Smedul questioned if all Commissioners had read the minutes . All
indicated they had. Commissioner Pope then moved that the minutes be approved
as submitted; Commissioner Adams seconded amd motion carried 4-0.
ITEM NO. 4 -Public hearing to consider a zoning change request of Dayspring
Development Corp. for a zoning change from "C" Commercial to "MF -1" Multi -
Family on the following described property:
Being a tract of land containing 35.549 acres out of the Edward A. Crow
Survey, Abstract 301. Dallas County, Texas, which said tract of land is
bounded on the North by Bethel School Road, on the East by Denton Tap Road,
on the South by Grapevine Creek and on the West by Bethel School Road.
Mr. Dan Majors and Mr. John Ragland made the presentation to the Commission.
They stated that the development will be a Multi -Year development including
a period of 3 or 4 phases with the first phase to be completed by early or
mid 1984 and to consist of approximately 150 to 200 units. The density of
the Condominiums would be 221� units as compared to 29 units allowed under the
present MF -1 zoning. Mr. Majors stated that four to six million dollars per
phase would be added to the tax base for the City of Coppell. Following the
presentation, Chairman Smedul declared the meeting open to the public and
asked for those persons who wished to speak for the proposed change, there
were none. Chairman Smedul then asked for those persons who wished to speak
against the proposed change, again there were none. Persons speaking and
having questions were Mary Stone Myers and Walter Pettijohn. The public
hearing was then declared closed, and discussion was held by the commission;oi
members. Following discussion Commissioner Adams moved that this zoning change
request be tabled until the next regularly scheduled meeting which is to be
held Oct. 21, 1982. Commissioner Weaver seconded and motion carried 4-0.
The meeting was then adjourned.
