BM 1982-08-02 PZ SPECIAL CALLED SESSIONMinutes of August 2, 1982 The Planning and Zoning Commission of the City of Coppell met in special called session on August 2, 1982, at 7:30 p.m. in the Coppell High School Administration Bldg. The following members were present: R. W. Smedul, Chairman Geren Burton, Co -Chairman (late arrival) Frank Pope, Commissioner Gary Adams, Commissioner Peyton Weaver, Commissioner The meeting was called to order and everyone asked to stand while Commissioner Adams gave the invocation. Following the invocation, the meeting immediately went into Executive Session allowed under Article 6252-172 Section 2 (g), discussion concerning personnel. Co -Chairman Burton arrived during this Executive Session. Following the Executive Session, the meeting was declared open to the public. Co -Chairman Burton moved that the firm of Urban Systems Consultants, Inc. be recommended as first choice to update the current master plan for the City of Coppell and that the firm of J. T. Dunkin & Associates be recommended as second choice based on the following strong points and concerns: A memo outlining the strong points and the major points of concern will be presented to the Council with the recommendations. The meeting was then adjourned. R. W. Box 478 Coppell, Texas 75019 214 - 462 - 0022 SUBJECT: Recommendation of a consultant to perform update on the master plan for the City of Coppe1 The three firms of J. T. Dunkin & Associates, EDI/Cape Hopkins, Clement, Inc., and Urban Systems Consultants, Inc. have been interviewed by the full commission. All interviews were based on the City obtaining a visions land use plan, a thoroughfare plan, population -Chproairman Burtonnand esecond- to the zoning ordinance. Upon a motion by Co -Chairman ed by Commissioner_ -Adams, our unanimous recommendation to the rCtuncilis to retain the firm of Urban Systems Consultants, Inc. as a choice and as a second choice, the firm of J. T. Dunkin & Associates. If a third recommendation is requested, we would like to interview additional ional firms rather than going with the firm of EDI. Our recommendation two firms• based on the following strong points and areas of concern Urban Systems Consultants, Inc. Strong Points 1. Well-rounded staff 2. Emphasis on community involvement 3. Awareness of matching fund programs 4. Track record (Trophy Club, Colony) 5. Realistic approach to time frame 6. Experience of firm - over 20 years 7. Have researched present and previous master plan Areas of concern 1. Parallel projects (West Dallas project) 2. Involvement in Colony (traffic patterns, transportation, location of schools) J. T. Dunkin & Associates Strong Points 1. Involvement with Univest 2. Involvement with park program 3. Easy to work with 4. Knowledgeable about City Areas of concern 1. Limited in-house resources 2.
