Minutes of January 21, 1982
The Planning and Zoning Commission of the City of Coppell met in regular
session on Thursday, January 21, 1982, at 7:30 p.m. in.the Coppell High
School Cafeteria.
The following members were present:

Frank Pope, Commissioner
Jim Kershaw, Commissioner (Late Arrival)
Gary Adams, Commissioner
Jim Elium and City Secretary Dorothy
The meeting was called to order and everyone asked to stand while Commissioner
Adams gave the invocation. Following the invocation, Chairman Smedul questioned
if all members had read the minutes. All indicated they had. Commissioner
Adams then moved that the minutes be approved as submitted; Commissioner Pope
seconded and motion carried 3-0.
ITEM NO. 4 - Consider approval of final plat on The Meadows, Phase II
Mr. Michael Cummings of Hunter Associates made the presentation on Phase
II to the Commission. He stated that Phase I had 49 lots and Phase III has
83 lots. Commissioner Kershaw arrived during this presentation. Braewood
Corp. will be the developer of this area. Following discussion by the
Commission, Commissioner Adams moved that Phase II on The Meadows be recommend-
ed for approval; Commissioner Pope seconded and motion carried 4-0.
ITEM NO. 5 - Consider replat of Lots 34 and 35 of Northlake Estates
Mr. Sam Biderman made the presentation to the Commission. He is requesting
r" that the alleyway along Lots 34 and 35 be abandoned and that the utilities be
re-routed so that the land can be combined with the adjoining land for an "L"
shaped strip shopping center. Following discussion by the commission, Com-
missioner Kershaw moved that this replat be recommended for approval; Commissioner
Adams seconded and motion carried 4-0.
ITEM NO. 6 - Public hearing to consider a zoning change request on Whispering
Hill from "SF -12", Single Family to a zoning classification of W-9% Two
Family Dwelling, and being a tract of land situated in theJ. W.a Anderson
Survey, Abstract No. 18, city of toaptlof 1Dallas
locatedCounty,
south of Sandy Lake

more particularly described as
Rd., west of the General Telephone Building, and east of Coppell Road.
Mr. Bill Story and Mr. Steven J. Anderson made the presentation to the Com-
mission. They are requesting a zoning to a Duplex classification— The deve-
lopment will contain 88 units or 44 separate structures. Commissioner Smedul
declared the public hearing open and asked for those persons who wished

speak against the proposed change. There were none. He asked
who wished to speak for the proposed change. Again, there were none. The
public hearing was then declared closed. Co -Chairman Burton arrived during
this presentation. Following discussion by the Commission, Co -Chairman Burton
moved that the zoning change be denied; Commissioner Adams seconded and motion
failed 2-3 with Chairman Smedul, Pope, and Kershaw voting against the motion.
Commissioner Kershaw then moved that the zoning change be recommended for ap-
proval; Commissioner Pope seconded and motion carried 3-2 with Co -Chairman
Burton and Commissioner Adams voting against the motion.
ITEM NO. 7 - Consider approval of preliminary plat on Whispering Hills
The presentation was made to the Commission by Mr. Bill Story and Mr. Steven
J. Anderson. Following discussion, Commissioner Pope moved that the preliminary
plat be recommended for approval; Commissioner Kershaw seconded and motion
carried 3-1-1 with Co -Chairman Burton against the motion and Commissioner Adams
abstaining.
The meeting was then adjourned.
