Minutes of October 15, 1981
The Planning and Zoning Commission of the City of Coppell met in regular
session on October 15, 1981, at 7:30 p.m. in the Coppell High School Cafe-
teria.

The following members were present:
Ray Smedul, Chairman.
Geren Burton, Co -Chairman
Frank Pope, Commissioner
Jim Kershaw, Commissioner
Gary Adams, Commissioner
Also present were City Administrator Jim Elium and City Secretary Dorothy
Timmons.
The meeting was called to order and everyone asked to stand while Commissioner
Pope gave the invocation. Following the invocation, Chairman Smedul questioned
if all the Commissioners had read the minutes. All indicated they had. Com-
missioner Kershaw moved that the minutes be approved as submitted; Commissioner
Pope seconded and motion carried 5-0.
The first item to be considered was a zoning change on request of Beck James
from Single Family to a zoning classification of Commercial on approximately
6 acres of land located north of Sandy Lake Road just west of the Carrollton
Dam. Ms. James and Ms. Linda Moore made a presentation to the Council as
representatives of the property owners. .Chairman Smedul declared the public
hearing -open and asked for those persons who wished.to.speak against the pro-
posed change. There were none. He asked for those persons who.wished to
speak for the proposed change. Ms. Linda Moore spoke. Chairman Smedul de-
clared the public hearing closed and discussion was held by the Commission.
Following determination that the zoning requested was not the proper zoning
for the purposes intended, Ms. Beck James and Ms. Linda Moore requested that
this zoning change be withdrawn at this time.
The next item to be considered was a zoning change request by Mr. Robert Ellis
for a zoning change from Single Family to a zoning classification of Commercial
on Lots 10, 11, and 12 of the Kimbel Addition located at' -the northeast corner
of Allen and Sandy Lake Roads and containing .9167 acres of land. Mr. Bob
Ellis made the presentation to the Commission add stated that this zoning'change
is being requested so that the property can be used in the most economically
feasible way. Chairman Smedul declared the public hearing open and asked for
those persons who wished to speak against the proposed change. There were none.
He asked for those persons who wished to speak for the proposed change. Again,
there were none. Chairman Smedul then declared the public hearing closed.
Following discussion by the Commission, Commissioner Kershaw moved that the
zoning change be recommended for approval; Commissioner Adams seconded and motion
carried 4-1 with Commissioner Burton against the motion.
The meeting was then adjourned.
