BM 1981-07-27 PZ SPECIAL CALLED SESSIONMinutes of July 27, 1981 The Planning and Zoning Commission of the City of Coppell met in special called session on July 27, 1981, at 7:30 p.m. at the Coppell High School Cafeteria. The followingmembers were present: Ray Smedul,.Commissioner Frank Pope, Commissioner Jim Kershaw, -Commissioner Co -Chairman Geren Burton was not present. Preceding the official meeting, it was the consensus of the Commissioners that Ray Smedul act as Chairman for the evening. The meeting was called to order and Commissioner*Smedul asked everyone to stand while he gave the invocation. Following the invocation, he questioned if all members present had read the minutes of the previous meeting. All indicated they had. Commissioner Pope then moved that the minutes be approved as submitted; Commissioner Kershaw seconded and motion carried 3-0. The first item to be considered was approval of the preliminary and final plat on ABSTRACT 3019 TRACT`13A on the request of Third NCS Realty Co. at; the southeast corner of Vanbebber and�,Den ton Tap. Mr. Gene Gaddy made th presentation to the Commission. He stated that money will be escrowed for half the costs of the paving improvements -,along the property line on Van- bebber Drive and that an easement would be given to this property from -.the property on the south on Denton Tap Road so that access could be made to the platted property from,$ethel School Road. Following discussion, Com- missioner Kershaw moved that this plat be recommended for approval; Com- missioner Pope seconded and motion carried 3-0. Approval of the final plat on Phase I. Northlake Woodlands East was the next item ontbe agenda. Mr. Steve Parsons made the presentation to the Commission stating that -there were 160 lots and that development would begin in the spring of 1982. He also stated that the houses would be deed restricted to a minimum of 1600 square feet. Following discussion on this item, Commissioner Kershaw moved that the final plat -be recommended for approval; Commissioner Pope seconded and motion carried 3-0. A public hearing to consider a zoning change request of Pat Phillips for a �� zoning change from SF -12 to a zoning classification of Commercial on ap- proximately 1.53 acres of land located on Sandy Lake Road just to the west of the eastern City limits of Coppell was then considered by the Commission. Ms. Beck James representing the property owners, made the presentation to the Commission. She stated that an office building is being proposed with parking in the rear. However, it has come to their attention that several adjoining property owners would also like to have their property re -zoned commercial in this area. Following a lengthy discussion, Ms. James stated that the applicant would life to withdraw their request at this time -until further study has been made.
