The Planning and Zoning Commission of the City of Coppell met in regular
session on September 18, 1980, at 7:30 p.m. in the Coppell High School
Cafeteria.
The following members were present:
Foy Layton, Chairman
Tom Rainey, Commissioner
Ray Smedul, Commissioner
Co -Chairman Geren Burton and Commissioner Larry Wells were not present. Also
present were City Administrator Jim Elium and City Secretary Dorothy Timmons.
The meeting was called to order and everyone asked to stand while Commissioner
Smedul gave the invocation. Following the invocation, Chairman Layton
questioned if all Commission members had read the minutes of the previous
meeting. All indicated they had. Commissioner Smedul then moved that the
minutes be approved as submitted; Commissioner Rainey seconded and motion
carried 3-0.
The first item to be considered was approval of the replat of Lot 1-A of
Shadydale Acres. Mr. Charles Campbell was present to discuss this item
with the Council. This lot fronts on Sandy Lake Road at the corner of
Sandy Lake and Oak Trail. The lot presently has a house on the east portion
of the lot, and Mr. Campbell is proposing to subdivide the lot in order to
place a house on the western portion. Following discussion by the Commission,
Commissioner Smedul moved that this replat be recommended for approval as
submitted; Commissioner Rainey seconded and motion carried 3-0.
The next item to be discussed by the Commission was approval of a final plat
of Woodridge No. 1. Mr. Steven Crim and Mr. David Ruehlman were present to
discuss this item with the Commission. This portion of the final plat will
consist of 42 total lots of which 20 are Townhome lots and 22 are Sin41e
Family lots. Phase 2 of the final plat would consist of all of that area
west and north of the drainage ditch and would include improvement of the
drainage ditch. Mr. Ruehlman stated that the back portion of the lots
which front on Sandy Lake Road are extra deep in order to provide for berms
as had been previously agreed to. He also stated that the lots in the Town-
house area are 45 feet wide rather than 40 feet as previously submitted in
the preliminary plat. Following discussion, Commissioner Smedul moved that
this item be recommended for approval; Commissioner Rainey seconded and motion
carried 3-0.
Item No. 6 concerning a recommendation by Mr. Jim Gibson was cancelled from
the agenda at this time.
The next item discussed by the Commission was the possibility of amending
the zoning ordinance to include stricter requirements for apartment complexes
built in the City. Commissioner Tom Rainey stated that he had recently re-
ceived a copy of the ordinance from Addison which regulates this type of
apartments and would like for the Commission to study this ordinance and
discuss it at their next meeting.
