BM 1980-02-21 PZ59 Minutes of February 21, 1980 The Planning and Zoning Commssion of the City of Coppell met in regular session on Feburary 21, 1980 at 7:30 p.m. in the Coppell High School Cafeteria. The following members were present: Foy Layton, Chairman Geren Burton, Co -Chairman Thomas Rainey, Commissioner Larry Wells, Commissioner Ray Smedul, Commissioner Also present was City Administrator James Elium, and Secretary Becky Evans. The meeting was called to order and everyone asked to stand while Commissioner Smedul gave the invocation. Commissioner Smedul moved that the minutes of the previous meeting be approved as submitted; Commissioner Wells seconded and motion carried 5-0. The first item to be considered was the Public Hearing on a zoning change request of Mr. Joseph Driscoll. Mr. Jim Blythe was present and gave the presentation to the Commission. Chairman Layton opened the Public Hearing and those people speaking were: Martha Jo Cozby, Earl Reeder, Billie Russell, George Russell, Delbert Bruner, Joe Oneal, Kathleen Oneal, Phillip Box. Chairman Layton then closed the public hearing. Following discussion Commissioner Smedul moved that the zoning from "C", Commercial and "N-1", Two -Family Dwelling to "PD", Planned Development be accepted; Commissioner Wells seconded and motion carried 4-1, with Commissioner -Burton against. The next item to be considered was the approval of the preliminary plat on Coppell Village. Following discussion Chairman Layton moved that this plat be approved as submitted; Commissioner Smedul seconded and motion carried 5-0. The next item to be considered was approval of a preliminary plat for Coppell Commerce Center, Phase I. Following discussion Commissioner Rainey moved that this plat be accepted as submitted; Commissioner Wells seconded and motion carried 5-0. The meeting was then adjourned.
