Minutes of July 19, 1979
The Planning and Zoning Commission of the City of Coppell met in regular
session on July 19, 1979, at 7:30 p.m. in the Coppell High School Cafeteria.
The following members were present:
Foy Layton, Chairman
Larry Wells, Commissioner
Thomas Rainey, Commissioner
Ray Smedul, Commissioner
Co -Chairman Geren Burton was not present. Also present were City Administra-
tor James Elium and City Secretary Dorothy Timmons.
The meeting was called to order and everyone asked to stand while Chairman
Layton gave the invocation.
Chairman Layton then stated he would like to issue a welcome to the newest
Commissioner, Mr. Ray Smedul. Chairman Layton then questioned whether each
commissioner had had a chance to read the minutes. All indicated they had.
Commissioner Rainey moved that the minutes be approved as submitted; Com-
missioner Wells seconded and motion carried 4-0.
The first item to be considered was a public hearing on the zoning change re-
quest of Mr. Joseph Driscoll for a zoning change from Commercial to Single
Family -7 on 27.3 acres of land located north of Bethel Road, east of Coppell
Road, south of Kaye Street, and west of Bethel School Road. Mr. Jim Blythe
and Mr. Joseph Driscoll made the presentation to the Commission. Chairman
Layton then stated that the hearing was open to the public and requested
those persons who wished to speak either in favor or against the proposed
change. Those persons speaking were Mr. W. T. Cozby, Mr, Keith Turman, and
Mr. John Burns. Chairman Layton then declared the public hearing closed.
Following discussion, Commissioner Wells moved that the zoning change be
approved; Chairman Layton seconded and motion carried 3-1 with Commissioner
Rainey against.
Approval of a preliminary plat on the above property was then considered by
the Commission. The proposed plat calls for a dedication of 3.35 acres of
land for a greenbelt area. Mr. Driscoll is requesting that this land be ac-
cepted in lieu of a 150 dollar donation. Following discussion on this item,
Chairman Layton moved that the plat be recommended for approval with the
elimination of Scott Street and the addition of an alley at that same place;
Commissioner Wells seconded the motion which carried 3-1 with Commissioner
Rainey against.
The meeting was then adjourned.
