BM 1979-05-17 PZMinutes of May 17, 1979 The Planning and Zoning Commission of the City of Coppell met in regular session on May 17, 1979, at 8:00 p.m. in the Coppell High School Cafeteria. The following members were present: Foy Layton - Chairman Geren Burton - Co -Chairman Thomas Rainey - Commissioner Commissioner Larry Wells was not present. Also present were Mayor Andrew Brown, Jr., Mayor Pro Tem David Phillips, Councilman Roy Brock, Councilman Glen White, Councilman Dale Ware, City Administrator James R. Elium, and City Secretary Dorothy Timmons. The meeting was called to order and a joint work session held between the Planning and Zoning Commission and the City Council to discuss the criteria for park land in the City. A proposed ordinance was presented for discussion. This ordinance calls for dedication of land a cash payment in lieu of dedication of land, or a combination of both from each developer wishing to develop in the City. The cash payment is at the rate of $100 per lot and the dedication of land is at least 2% of the total area of the development. Following considerable discussion on this item, it was the consensus of both bodies present that *the rate per lot be change to $150 and the words "...and, other considerations, upon approval of the City Council." The reference to dedication of 2% of the land area would be deleted. It is the intent of this ordinance that a fee will be paid for future use to procure park site and/or development, but if a developer so desires, he may dedicate land or other considerations in lieu of a portion of the fee required. After further discussion, it was decided that the developer would be required to pay 50% or $75.00 when the final plat is accepted and 50% or $75.00 when each building permit is taken out. Co -Chairman Burton then moved that the Planning and Zoning Commission recommend that this ordinance be approved with the references to 2% land being deleted, that the fee be changed to read $150 per lot, and that the words "...and other considerations, upon approval of the City Council" be added following the $150 per lot. The fees for townhouses. and multi- familiy units would remain the same. Commissioner Rainey seconded the motion which carried 3-0. The meeting was then adjourned.
