BM 1979-02-15 PZ47 MINUTES OF FEBRUARY 15, 1979 The Planning and Zoning Commission of the City df Coppell met in regular session on February 15, 1979, at 7:30 p.m., in the Coppell High School Library. The following members were present: Foy Layton, Chairman Geren Burton, Co -Chairman -- Thomas Rainey, Commissioner Larry Wells, Commissioner Also present was City Administrator James Elium. Commissioner Paul Ford was not present. The meeting was called to order and everyone asked to stand while Commissioner Burton gave the invocation. Chairman Layton then asked if all commission members had read the minutes of the previous meeting. All indicated that they had. Commissioner Wells then moved that the minutes be approved as submitted; Commissioner Rainey seconded and motion carried 4-0. The first item to be considered by the Commission was a public hearing to consider a zoning change request of Morris Ethridge to change a tract of land from "SF -12", Single Family Dwelling to "I-1", Light Industrial. The property is located north of East Beltline Road and adjacent to the St. Louis/Southwestern Railroad. Mr. John Thompson spoke to the Commission to request the change in order to build a diesel engine repair shop, and the Commission was advised that the building would be WWI. There was no citizen in put for or against. After discussion Chairman Layton moved that the zoning request be approved; Commissioner Burton seconded the motion and motion carried 4-0. The next item on the agenda was a public hearing to consider a zoning change request of William G. Thompson on a tract of land containing 85.1 acres located at the southeast corner of Coppell Road and Sandy Lake Road. Mr. Larry Martin was present to request the change in zoning. The request would be to change the zoning from "2F-1", MF -1 and C" to a classification of "SF -12, MF -1, and C". At this time Mr. Martin requested to withdraw 400 feet depth and retain "2F-1" zoning on the area along Coppell Road. Mr. Martin presented land plans to the Commission showing how the residential area is to be developed in the 1st Phase. Commissioner Burton stated that he liked the expanson of Commercial and Residential area, and asked Mr. Martin if he would withdraw the Multi -Family area on the Two -Family zoning. After discussion, Mr. Martin requested to withdraw the Multi -Family on all Two Family existing zoning to the SF -12, Single Family Residential line. After discussion, Commissioner Burton moved that the zoning request, as amended, be approved; Commissioner Rainey seconded the motion and motion carried 4-0. Commissioner Wells left the meeting after this vote was taken. Consider approval of preliminary plat for Coppell Highlands was the next item to be considered. This preliminary plat was for the above zoning change request. Mr. Bill Story was present to discuss the plat with the Commission. Mr. Story stated that he was requesting appproval of 103 "SF -1" lots. He also stated that the houses would start around $80,000.00 and would be built over a three year period. City Administrator Elium.advised the Commission that the plat had been reviewed by city staff and two drainage problems were found. Mr. Bill Knox, Mr. Steve Parsons, and Larry Martin spoke in favor of the preliminary plat. After discussion Chairman Layton moved that the preliminary plat be approved; Commissioner Rainey seconded the motion and motion carried 3-0. The next item for consideration was a public hearing to consider a zoning change request of Joseph P. Driscoll for a zoning change from "C" to"SF-7" on 27.3 acres of land located north of Bethel Road, east of Coppell Road, south of Kaye Street and west of Bethel School Road. 4s Mr. Jim Blythe was present to request approval on this zoning change for Mr. Driscoll, Also present was Mr. Larry Cates, engineer for Mr. Driscoll. Mr. Blythe stated that most of the lots were 8,000 square feet and that no lots were under 7,000 square feet. He also requested that alleys be waived with parking for four cars would be requested when the preliminary plat was presented to the Commission at their next meeting. At this time Mr. Jim McGiboney stated that the area was originally residential zoning and changed to commercial. He also stated that this change would be up- gradinq existing zoning. Mr. Robert Snider spoke in favor of the request. Chairman Layton then asked if anyone in the audience would like to speak against the zoning change. Mr. Lee Hall asked if another area would ful- fill the need for this type housing. There was no one else to speak for or against the request. Chairman Layton then moved that this request be approved to change the zoning from Commercial to "SF -7"; motion died for lack of a second. Commissioner Burton then moved that the zone change request be denied; seconded by Commissioner Rainey and motion carried 2-1 with Chairman Layton against. Commissioner Burton stated that he did not disapprove of the single family but only the size of the lots. Consider approval of resubdivision of Tract 1A and 1B, Block B of Shady - dale Acres. City Administrator Elium presented this resubdivision in Shadydale Acres. After discussion motion was made by Commissioner Rainey to approve this item; Commissioner Burton seconded the motion and motion carried 3-0.
