The Planning and Zoning Co -.: fission of the City of Coppell met in regular
session on August 17, 1978, at 7:30 p.m. in the Coppell High School Library.
The following members were present:
Foy Layton, Chairman
Geren Burton, Co -Chairman
Paul Ford, Commissioner
Thomas Rainey, Commissioner
Larry tivells, Commissioner
Also present were City Administrator James Elium and City Secretary Dorothy
Timmons.
The meeting was called to order and everyone asked to stand while Co -Chairman
Burton aave the invocation. Following the invocation, Chairman Layton asked
if all commissioners had read the minutes of the previous meeting and all
indicated they had. Commissioner Ford then moved that the minutes be approved
as submitted; Commissioner Wells seconded and motion carried 5-0.
The first item to be considered by the Commission was approval of a preliminary
plat of The "eadows. Mr. Slen Hinckley, Mr. Dave Dennison, and Mr. Bert
Meadows Trade the presentation on this plat. The total number of lots is
approximately 421 and the average density is 3.35 per acre. There have been
plans made to dedicate the right-of-way for the future widening both of DeForest
and Sandy Lake Roads. Phase I will begin in the southwest corner of the
subdivision and will contain 115 lots. The remainder will be developed over
a four-year period. Commissioners questioned the screening to be used on
Sandy Lake Road and were told that tshe plans called for six foot cedar fences
with steel posts. During discussion on this subject, the idea of berms being
placed along Sandy Lake Road was brought up and was agreeable to both the
Commission and the developers. Discussion on proposed parks in the develop-
ment was heard. Commissioner Burton voiced his opinion that park space should
be provided within the development as well as an assessment per lot for use
by the Parks and Recreation Department of the City. Chairman Layton then
declared the hearing open for discussion from the audience and from those
persons who wished to speak either for or against the proposed development.
Mir. Andy Grant asked to be recognized and stated that he did not feel there was
a need from the people presently living in Coppell to have four hundred homes
added at this time. He a' so stated that he would like to see an economic split
in the price of the homes if the development does go in. Mrs. Sandy Dutt asked
to be recognized and stated that she would not like to see the traffic increased
on De Forest Road. Mirs. Jane Grant questioned the reascns for the proposed
streets continuing on to the east rather than ending within the development.
Mr. Dennison replied that the streets were there to provi.e access to the
adjoining property when it was developed. Mr. David Phillips stated that he
would like to see the berms used along Sandy Lake Road rather than the wood
fences. Mr. Andy Brown stated that he also liked the idea of berms and felt
it was an attractive alternative to either masonry or wood fencing. Following
more discussion on this item, Commissioner Burton moved that the preliminary
plat be approved with the following stipulations - (1) that the area contain
two pocket parks, one on Lots 1,16, 17, 18 of Block 13 and the other to be
designated at a later date but consisting of at least two lots that would be
mutually agreeable to both the Commission and the developers, (2) that an
assessment of 525.00 per lot be levied to be used for additional park facilities,
(3) that berms be used along Sandy Lake Road with a minimum average height of
four feet (4') above the slab elevation of each home, and (4) that the alley
be eliminated on Lots 27, 28, 29 of Block 4 and rete-ptables for trash be provided
at the rear of the lots. Commissioner Ford seconded the motion. Commissioner
Wells called for more discussion before the vote was taken. He stated that he
felt that too many parks throughout the City would be a maintenance problem,
and that he felt that one park site in this development would be adequate.
Cortrnissioner Rainey stated that he was concerned that the developer indicated
that the areas to be designated for parks would be graded only and not fully
developed. Mr. Bert Meadows, developer of the proposed subdivision, stated that
the cost of the stipulations in the motion would amount to about $80,000 and
he felt this cost to be prohibitive and that he would rather see his request
withdrawn than have it pass as the motion stood. Following discussion on this
iter, the vote taken on the above motion was 3-2 with Chairman Layton and
Commissioner Wells against the motion and Co -Chairman Burton and Commissioners
Ford and Rainey for the motion. Chairman Layton declared the motion passed and
stated that the Commission recommended the preliminary plat for approval to the
Council.
Due to the lateness of the hour, Chairman Layton moved the the work session
on the proposed changes in the Coppell Comprehensive Zoning Ordinance be
tabled; Corimissioner .:ells seconded the motion which carried 5-0.
The meeting was then adjourned.
