BM 1978-08-03 PZ SPECIAL CALLED SESSION36 PLANNING AND ZONING MINUTES August 3, 1978 The Planning and Zoning Commission of the City of Coppell met in special called session on Thursday, August 3, 1978, at 7:30 p.m. in the Coppell High School Library. The following members were present: Foy Layton, Chairman Geren Burton, Co -Chairman Thomas Rainey, Commissioner Paul Ford, Commissioner Commissioner Larry Wells was not present. Also present were City Admini- strator James Elium and City Secretary Dorothy Timmons. The meeting was called to order and everyone asked to stand while Chairman Layton gave the invocation. Following the invocation, Commissioner Ford moved that the minutes of the previous meeting be approved as submitted; Commissioner Rainey seconded the motion which carried 4-0. Chairman Layton then stated that a public hearing to consider the zoning change request by Coppell Area Joint Venture #2, Hunt Investment Corporation, and Mr. Bert Meadows was open to the public for consideration. Mr. Bert Meadows made a presentation on the proposed zoning change. He stated that their land use plan called for Single Family Homes with approximately ten acres at the corner of DeForest and Sandy Lake Road being Commercial. Houses will range in price from $60,000 to $70,000 and will be built in four phases over a period of three to four years. Mr. Travis Roberts from the engineer- ing firm of Hunter & Associates stated that an additional 20 feet of right of way is to be dedicated for future development of Sandy Lake Rd. Also, the main East-West street of the subdivision which is called Briargrove, is proposed to be made wider because of an existing sanitary sewer easement. Briargrove is designed to be a collector street. The North-South,strect called Meadow Run is designed to be a collector street, also. The area is in the MUD district, and Mr. Meadow's firm has visited with the MUD district to discuss plans for this development with them. Chairman Layton then asked for comments from those citizens in the audience who wished to speak for the proposed zoning change. There were no comments. He then asked for those comments from the audience from those people who wished to speak a- gainst the proposed zoning change. Mrs. Jane Grant came forward and questioned the number of exits onto DeForest Road and asked what are the City's plans for improvements of DeForest Road. City Administrator Elium stated that DeForest Road is designed to be a 44 foot wide collector street. There will be four 11 foot lanes. Mrs. Grant then questioned where the proposed'de- velopment would start. Mr. Bert Meadows stated that they are planning to start at'the Northwest corner of the subdivision with approximately 115 lots. Possibly, they would start early next spring, but more likely it would be the middle of the summer. Mrs. Grant then questioned the impact of the de- velopment on the City. She referred to an article in Texas Town and City, put out by the Urban Institute concerning the impact o developments on City Governments. She questioned what the impact would be on the people, what would be the increase of the traffic flow, the cross -streets kids would be required to cross on their way to schools, the pollution increase factor for air as well as water. Mr. Travis Roberts presented a written document answering these questions. That document is attached as a permanent part of these minutes. Chairman Layton then asked if there were any general questions or discussion from the audience. Councilman Andy Grant stated that he was concerned with the intersection of Sandy Lake and DeForest Road. He felt that these streets were not capable of handling the traffic increase that would result from this development. He also stated that he would like to see an economic split in the price range of the houses and would also prefer to see industrial development in the City before residential so that the City of Coppell would not become a bedroom community. Mr. Bill Johnson asked to be recognized from the audience and stated that he would prefer to see a single family residential development in that area rather than a multi -family development as it is presently zoned. Chairman Layton then asked for comments from Mr. Jim Gilchrist, representing the School Board, and Mr. Walter Bingham, who is superintendant of the Coppell schools. Mr. Gilchrist stated that the School Board has been working for some time on plans for the growth of the Coppell schools. An architect has been work- ing on plans for enlarging the elementary school, as well as adding a middle school and improving the High School. He stated that his own personal comments were that he would like to see a walkway or a sidewalk along De - Forest Road for the children to get to the proposed school site that is near this development. Mr. Walter Bingham, superintendant of the schools, stated that he was happy to see the Multi -Family zoning eliminated, because he felt that this type of zoning presented more problems. He also felt that there should be a price differential in the houses so that there would be a cross-sections of persons living in the development. City Administrator James Elium stated that he felt that the proposed subdivision needed to allocate some space for parks, especially since it is close to a school, and it is a rather large development. Members of the Planning and Zoning Com- mission agreed that a greenbelt area or possibly a small park area needed to be included in the proposed development. Following further discussion on this item, Commissioner Rainey moved that the zoning change be recommended for approval; Chairman Layton seconded the motion which carried 4-0. The next item to be considered was the preliminary and final plats on the Cottonwood Addition to the City of Coppell, Texas. Mr. Bill Thompson was present to discuss this item. He stated that these lots are a minimum of five acre tracts of land with houses being restricted to a minimum of,2800 square feet. The City Administrator stated there were two things that the P & Z needed to consider. Number one was the cul-de-sac which is extremely long, and Number two was the construction of the streets. He stated that the subdivision ordinance states that the curb and gutter can be eliminated on this size lots. Chairman Layton then asked for persons,7in the audience who wished to speak for the proposed plat. There were no comments from -the audience. He asked for those persons who wished to speak against the pro- posed plat. Again, there were no comments from the audience. Commissioner Burton questioned Mr. Thompson as to the starting date of the project. Mr. Thompson answered that they propose to start 30 to 45 days after final approval and hope to be finished by Christmas time. Following dis- cussion on this item, Commissioner Ford moved that the final plat of Cotton- wood Addition to the City of Coppell, Texas, be approved; Commissioner Burton seconded and motion carried 4-0. The next item to be considered by the Planning and Zoning Commission was proposed changes in the present zoning ordinance. City Administrator James Elium presented the Planning and Zoning Commission with a work copy of a proposed zoning ordinance. He then stated that the Council had instructed the P & Z to review it and make any recommendations they felt necessary. It was decided that a work session would be held on this item at a later date.
