BM 1978-02-16 PZ4�1 PLANNING AND ZONING MINUTES Minutes of February 16, 1978 The Planning and Zoning Commission of the City of Coppell met in regular session on February 16, 1978, at 6:00 p.m., in the Coppell High School Cafeteria. The following members were present: Frank Fitzgerald, Chairman Paul Ford, Commissioner Foy Layton, Commissioner Geren Burton, Commissioner Harvey James, Commissioner Also present were City Administrator James Elium and City Secretary Dorothy Timmons. The meeting was called to order by Chairman Fitzgerald who stated that the first item on the agenda was consideration of approval.'af.:a'preliminary plat . for the Willowood Addition presented by Fox and Jacobs: -Mr: Walter Damon and Mr. Mike Mitchell were present to make the .presentation. Mr. Damon noted that the plat showed no lots with less than 7,000 square feet, that they will be dedicating approximately seven acres -.for a park site, and that the Flair homes will be on the southern edge of'`the subdivision. Mr. Herman Seymour asked to be recognized from the, audience and stated that he would like to enter a protest concerning the 'on of the street that intersects with Bethel Road. His house is located directly across the street from this proposed intersection and he feels that it would create a hazard to his home if the intersection is left this way. Several persons spoke up -from the audience and indicated that they did not want any kind of road intersecting with Bethel Road, and that the only entrances to the addition should be on Heartz Road and Moore Road. Mr. Jack Hannan presented the Commission with a letter stating the objection of the Citizens for Orderly Growth to the Fox and Jacobs Development, and that they were willing to pursue whatever legal means necessary to reverse the zoning. Following a lengthy discussion on the plat by both the audience and the Commission, Commissioner Burton moved that the preliminary plat be recommended for approval subject to the entrance frorr Bethel to the subdivision being completely cut off, that Park Meadow Drive be made a cul-de-sac, that Shady Hill Lane be elbowed, tha t.a connecting road be put in at Lots 17 and 29 to connect Park Meadow arfvLe'and Wood-hurst Drive, and that there be no entrance to the south from Sandy Knoll Drive. Commissioner Ford seconded the motion. Discussion followed as to the entrance to the south from Sandy Knoll Drive, and Commissioner Burton amended his motion to read that a'road off Sandy Knoll Drive at approximately Lot 40 be put in to allow for connection with future development to the south. Commissioner Ford seconded the amendment and the motion carried 5-0. The next item to be considered was a zoning change request from Mr. W. G. Thompson. Mr. Larry Martin presented the request and stated that they are requesting a change from MF -1 and Retail to SF -12. The tract includes 80.5 acres of land and will be subdivided into approximately 5 -acre estate type tracts. All of what is presently zoned Retail is in the flood plain. Chairman Fitzgerald declared the public hearing open and asked..for those persons who wished to speak against the proposed change. There were none. He then asked for those persons whowished to speak for the change-. None rose to spear formally, but severai', persons from the audience indicated that they liked the change. Chairman Fitzgerald declared the public portion of the hearing closed, and following discussion by the Commission, Commissioner Layton moved that the zoning change be recommended for approval; Commissioner James seconded and motion carried 5-0. The meeting was then adjourned. OUR ORGANIZATION AGREES WITH YOUR CCHMITTEE's ORIGINAL RECCMMENDATION, THAT IS, DENYING FOX AND JACOBS' ZONING CHANGE REQUEST DUE TO THE LACK OF ACCESS ROADS AND TRAFFIC CONGESTION; HIGH DENSITY OF PEOPLE AND DEVIATION FRCM THE CITY'S MASTER PLAN. WE HAVE ALSO ADVISED THE CITY COUNCIL BY LETTER THAT WE DISAGREE WITH THEIR DECISION AND REQUESTED THEY RES C IND THEIR ACTION AND ACCEPT YOUR RECCMMENDATION ON THIS ISSUE. THE CITIZENS FOR ORDERLY GROWTH HAVE RETAINED SERVICE OF MORRIS JOFFEE, ATTORNEY, AND UPON HIS RECCMMENDATION, WE PLAN TO PURSUE WHATEVER LEGAL MEANS REQUIRED TO HAVE THE COUNCIL'S DECISION REVERSED.
