BM 1977-12-01 PZ SPECIAL CALLED SESSION30 Minutes of December 1, 1977 The Planning and Zoning Commission of the City of Coppell met in special called session on December 1, 1977 at 8:00 p.m., in the Coppell High School Cafeteria. The following members were present: Frank Fitzgerald, Chairman Paul Ford, Commissioner Harvey James, Commissioner Geren Burton, Commissioner Commissioner Foy Layton was not present. Also present were City Administrator James Elium and City Secretary Dorothy Timmons. Chairman Fitzgerald called the meeting to order and introduced the members of the commission, the city administrator and the city secretary to the citizens who were present. Chairman Fitzgerald read the minutes of the work session. Commissioner James moved that they be approved as presented; Commissioner Ford seconded and motion carried 4-0. Chairman Fitzgerald then declared the meeting open for a public hearing for zone change request for Fox and Jacobs, Inc. They are seeking a change on roughly 120 acres from SF -12 to SF -7. t1r. !gaiter Damon was present from Fox and Jacobs to present the request. He stated that the Flair and Accent homes would be built with the area of the homes being from 1,400 square feet to 2,200 square feet of air conditioned area. The price range would be from $36,000 to $50,000 and it is estimated that approxi- mately 450 homes would be built. They would.all have rear -entry garages and concrete paved alleys. The streets would be curb and gutter; there would be four (4') foot Paved sidewalks; and the utilities would be underground. The average lot size is proposed to be 63 x 111. The first sales would be in January or Febuary of 1979 with approximately 200 homes expected to be sold. Representatives from Fox and Jacobs have visited with the school board and were told that the school board feels they would not have a problem accomodating the increase in enrollment as_a- ng as there was not too large an increase in one grade level. The proposed plans -.call for a buffer zone on the south portion of the land which will adjoin Northla-ke"Woodlands Addition, and also a park on the south portion of the site. There will also be parks and open space provided throughout the area of the development.. in addition, there has been some land set aside on the southwest portion of the.tr:att in case the school is interested in purchasing it for a school site. The development is proposed to have cul-de-sacs rather than straight through streets. The,plans call for the first construction to start on Moore Road and work to the west. The Flair homes will be along the southern area and the Accent homes will be built on the north side. Following the presentation by Mr. Damon, Chairman Fitzgerald asked for comments from the audience. 'Those wishing to speak included the following: Mrs. Bill Worley, who lives on Heartz Road, is opposed because of the size of the lots and the high density. She is also opposed because of the quality of the houses that are proposed to be built. Mr. Johnny Dobeka, who lives on Sandy Lake Road and has property adjoining the proposed development, presented a petition signed by -nine persons who also adjoin the property and who expressed their opposition to the development. A copy of the petition is attached as a permanent part of these minutes. Mrs. Herman Seymour, who lives in Northlake Woodlands within 200 feet of the proposed development, stated that the only road that leads onto Bethel Road dead ends in her back yard. She likes the development, but would like to see something done about the road so that it would not end in her yard. Mr. John Gabriel, who does not live in Coppell at the present time, but'is considering buying land in Northlake Woodlands, expressed his opposition to the subdivision because of the noise and congestion. 31 Reverend C. A. McBride, present school board member, was present in the audience and was asked about the student/teacher ratio in the schools and how the development would affect this ratio. Reverend McBride stated that presently the Coppell schools have a very low student/teacher ratio and that the school feels they can and will try to maintain this ratio as low as possible. Following the discussion and answer period, Commissioner Ford moved that the public hearing be closed; Commissioner James seconded and motion carried 4-0. Chairman Fitzgerald then moved that the zone change request be denied; Commissioner Ford seconded and motion carried 4-0. The next item to be considered by the Commission was the preliminary plat for Fox and Jacobs, Inc. Following discussion on this -item, Commi-ssioner Ford moved that it be tabled until the zoning change request can be decided; Commissioner Burton seconded and motion carried 4-0. Commissioner James then moved that the meeting be adjourned; Commissioner Ford seconded and motion carried 4-0.
