4 special called meeting of the Planning and Zoning Commission of the City of
Coppell, Texas was held on Monday, October 24, 1977 at 6:00 p.m. in the Coppell
High School Cafeteria.
The following members were present:
Frank Fitzgerald, Chairman
Paul Ford, Commissioner
Foy Layton, Commissioner
Harvey James, Commissioner
Commissioner Guerrin Burton was not present. Also present were City Secretary
Dorothy Timmons and Secretary Pat Belvin.
The meeting was called to order by Chairman Frank Fitzgerald.
The first item to be considered was a public hearing on the final plat of
the Fourth Phase of Northlake Woodlands Addition. A letter from the Citv
engineers was presented which detailed their recommendations and comments for
the Commission's consideration. This letter is attached as a permanent part
of these minutes. Following a discussion on each item separately, the -following
recommendation was made: Commissioner Layton moved that the plat be approved
subject to the engineer's recommendations being corrected and with the two
following exceptions - that the 15' building line on the side yard be allowed
and that the streets be allowed without curb and gutter. Commissioner Ford
seconded the motion which carried 4-0.
The next item for the Commission's consideration was the preliminary plat for
the extension of Northlake Woodlands to Denton Tap Road. A letter from the
City engineers was also presented on this plat with their recommendations and
comments. This letter is attached as a permanent part of these minutes. It
was noted that the plat called for the streets to be without curb and gutter.
Since most of the audience was from this general area, their comments were
requested and it was the general feeling of those present that they would
prefer the streets without curb and gutter. Following the public hearing
and discussion by the commission, Commissioner Ford moved that the preliminary
plat be approved with the exception that the streets be allowed without curb
and gutter; Commissioner Layton seconded the motion which carried 3-1 with
Chairman Fitzgerald against the.motion.
Several of the citizens th" the audience requested to be',recognized and requested
information on the procedures followed for zoning hearings and subdivision
hearings. Their questions were answered by the Commissioners and the city
secretary...,
The meeting was then adjourned.

Dear Si r:
We have reviewed the above referenced plan and plat submitted
by Heritage Corporation and present the following comments
for your consideration.
Overall Development Plan
1. For your reference, please see comments No. 1, 2 and 5
from our previous review (August 15, 1977) of the general
concept plan. These comments and recommendations still
apply.
2. The street pattern presented by this plan eliminates the
large number of 4 -way intersections proposed previously.
However, your attention is directed to the 2000 ft. length
of Block 19 -- this distance considerably exceeds the
1200 ft. maximum block length set forth by the subdivision
ordinance. Several other blocks exceed the specified block
length, however, they reasonably conform with the require-
ments.
Preliminary Plat
Subject to the City's approval of the Overall Development Plan,
the preliminary plat conforms to the Development Plan and meets
all requirements except building lines as follows:
1. The subdivision ordinance states that the side street
building line set back on corner lots shall conform to
the front building line of the opposite or adjacent lots
where the side of the lot is across the street from or
adjacent to the front of other lots. Under this rule,
the 15' side street set -back will have to be increased
to 25' on all the corner lots of this plat except Lots 1

and 11, Block 1; Lot 1, Block 7; Lot 29, Block 10; and
Lot 15, Block 12.
2. Lot 1, Block 1 is also required to have a 25' side yard
under a separate provision applying to lots adjacent to a
major street.

The attached plat as submitted does not contain the informa-
tion required by the City for preliminary plats. In the
form submitted, it is reasonably adequate for considering
the general plan concept and for zone charge considerations.
Prior to considering approval of a preliminary plat, the
City should require the developer to su:D,cit a plat containing
the following additional minimum information:

RE: NORTH LAKE WOODLANDS (PRELIMINARY PLAT)
SUBDIVISION REVIEW
Dear Sir:
We have reviewed the referenced plat and recommend approval
subject to the following:
1. Approval be conditioned that all residential lots
-� have a minimum buildable lot depth of 80 feet out-
side the limits of the 100 -year flood plain or 100 -
year floodway as determined by an engineering
study to be furnished by the applicant with the
final plat.
2. That the proposed 25 ft. building line on Meadow-
cre-ek Road be altered to meet the 30 ft. building
line to the east of the proposed subdivision in an
orderly way as may be approved by the Planning and
Zoning Commission.
3. That utility easements be provided on the final plat
as determined to be required by the various utility
companies, subject to City approval.
The attached letter from Mr. Steve Parsons states that the
street construction and utility service proposed in this
section is the same as provided in the first phase develop-
ment of North Lake Woodlands.
The type streets proposed (without curb and gutter) would
require exception to City standards if approved.

Review of Plat, Paving, Drainage, Water and
Sewer Improvement Plans
Dear Sir:
Pursuant to your request, we have reviewed the above referenced
plat and plans and submit the following recommendations and
comments for your consideration:

1. The utility easements need to be shown on the plat.
2. The 15 ft. side yard building lines shown on the
following lots are required to be 30 ft. wide under
the City's regulations, unless approved by the Planning
and Zoning Commission:
Px Lot 12, Block 10; Lots 12 & 13, Block 7; Lot 16,
Block 5 and Lots 13 & 14, Block 6.
3. The 100 -year flood plain limits of Grapevine Creek
should be shown on the plat, all lot areas inside the
flood plain should be designated as drainage easement
and minimum building floor elevations for all building
sites adjacent to the 100 -year flood plain should be
shown on the plat.
4. Show drainage easements on plat across lot corners at
intersection of Hunters Ridge Road and Meadowcreek.
These are indicated to be necessary on Sheet 5 of the
plans. Add all other similar easements at inter-
sections as may be required.
Sheet 2 (Drainage Area Map)
1. The limits of the increment drainage areas and associated
design storm flows are not real clear in some areas.

or near Sta. 2+00.
