The Planning and Zoning Commission of the City of.Coppell met in regular
session at 7:00 p.m., August 16, 1977, in the Coppell High'School
Cafeteria.
The following members were present:
Frank Fitzgerald, Chairman
Harvey James, Vice Chairman
Foy Layton, Commissioner
Aeren Burton, Commissioner
Paul Ford, Commissioner
Also present was City Administrator George Campbell.
The meeting was called to order by Chairman Fitzgerald.
The first item on the age-nda was a public.,hearing regarding the request of
Mr. Harvey Steeley to change the zoning on a five (5) acre tract of land
north of Sandy Lake Road and East of Allen Road from SF -12 to Retail. The
hearing was opened and Mr. Steeley made his presentation to the Commission.
The Chairman asked if there were any persons wishing to speak in favor of
the zoning change. There were none, The Chairman asked if there were
persons who wished to speak in oppositi-on to the change. There were none.
The hearing was closed. Following discussion, Commissioner Layton moved
that the change be recommended with the fol -owing conditions: A. That
a privacy screening facing Kembel Court be provided to separate the Retail
district from SF -12, and B. That ingress and egress to the Retail
property be off of Sandy Lake Road and not Kembel Court. The motion was
seconded by Commissioner James and carried unanimously.
Next, the chairman opened the public hearing on request of Mr. G. M. Pointer
to change the zoning on 262 acres south of Sandy Lake Road at Allen Road
from SF -12, Retail and SF -12 with a specific use permit to SF -7, Retail,
MF -1, and 2F-1 (plat attached). The chaiman requested if anyone wishing to
speak in favor of the request was present. Mr. Larry Martin, Mr. Lon
Campbell, and Mrs. Hazel Beal expressed their approval of -the -request. The
city administrator advised that Mr. B. E. Lesley had expressed'opposition
to the SF -7 zoning, but could not be present.. Councilman Andy Grant expressed
his concern for the grid type of development being proposed but was not
opposed to the SF -7 zoning. The hearing was then closed. Following
discussion, Commissioner Layton moved that the changes be approved as submitted.
Commissioner James seconded the motion and motion carried unanimously.
Following the public hearings, the Commissioners voted unanimously to hold
regular meetings on the 3rd Thursday of each month at 7:00 p.m. in the
High School Cafeteria.
The meeting was then adjourned.
