BM 1977-01-31 PZ24 PLANNING AND ZONING COMMISSION City of Coppell Coppell, Texas January 31, 1977 The Planning and Zoning Commission met on January 31, 1977, in the meeting room at the First Bank of Coppell to consider a request by Mr. A.G. Rivers for a zone change on approximately 40 acres south of Sandy Lake Road near Allen Road from "R" Retail and "SF -12" to "SF -7" Single Family -7. The following members were present: Frank Fitzgerald, Chairman Wayne Musgrave, Vice Chairman Charles Williams Harvey James Charles Hitchcock was not present at the meeting. Also present was City Administrator George Campbell. The commission first considered the request of W.G. Thompson for a change from "I-1" to"I-1" with a Specific Use Permit to extract approximately 230,000 cubic feet of sand. The hearing on this request had been held before the Planning and Zoning Commission at their meeting on December 27, 1976. The city administrator informed the commission that the city engineers had reviewed the excavation plans of Mr. Cook and that they were not satisfied that the work was designed to benefit the development potential of the property. The Commission was also advised the plans were re -drawn to save the trees on the property. The new plan still reflects an effort to excavate the sand and is not designed primarily to improve the property for development, although it would not damage the property for development purposes. After consideration, the motion was made by Wayne Musgrave and seconded by Charles Williams that the request be approved upon the following conditions: 1. The owner provide a bond to the city to insure that the excavation is completed in accordance with the plans submitted by the applicant. 2. The owner and city sign a written agreement that the contractor hauling sand from the city will use no streets in Coppell except S.H. 121. Motion carried 4-0. The commission then considered the request of Mr. A.G. Rivers to change the zoning on approximately 40 acres south of Sandy Lake Road near Allen Road from "R" Retail and "SF -12" to "SF -7". Following considerable discussion the motion was made by Wayne Musgrave and seconded by Harvey James to approve the request and recommend the change to the city council. Motion carried 4-0.
