AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, DESIGNATING
TAX ABATEMENT REINVESTMENT ZONE NO. 2 (TAR-2); PROVIDING
ELIGIBILITY OF THE ZONE FOR COMMERCIAL-INDUSTRIAL TAX
ABATEMENT; CONTAINING FINDINGS THAT THE AREA QUALIFIES TO
BE DESIGNATED AS A REINVESTMENT ZONE AND THE
IMPROVEMENTS SOUGHT ARE FEASIBLE AND PRACTICABLE AND
OF BENEFIT TO THE LAND AND THE CITY; PROVIDING A MAXIMUM
PERIOD OF ABATEMENT OF FIVE (5) YEARS; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING A REPEALING CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Coppell, Texas has caused notice to be
published in a newspaper having general circulation in the City and has delivered such
notice to the presiding officer of the governing body of each taxing unit that includes in
its boundaries real property described herein; and
WHEREAS, the City Council of the City of Coppell, Texas has conducted a public
hearing on the designation of the area described herein as a reinvestment zone;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the City Council of the City of Coppell, Texas finds that
the area described herein will, if designated as a reinvestment zone, be reasonably likely
to contribute to the retention or expansion of primary employment, or to attract major
investment in the zone, that will be of benefit to the property and contribute to the
economic development of the City. The City Council further finds that the improvements
sought are feasible and practicable and would be of benefit to the land to be included in
the zone and to the City after the expiration of a tax abatement agreement.

SECTION 2. That pursuant to the provisions of Section 312.201 of the Texas
Property Tax Code, the property described in Exhibit "A" attached hereto and made a part
hereof for all purposes is hereby designated as a reinvestment zone and for identification
is assigned the name Tax Abatement Reinvestment Zone No. 2, City of Coppell, Texas
(TAR-2).
SECTION 3. That the property within Tax Abatement Reinvestment Zone No.
2 is eligible for commercial-industrial tax abatement effective on January 1, 1993, and shall
terminate on December 31, 1997, provided that it may be renewed by the City Council
at that time for additional periods not to exceed five (5) years.
SECTION 4. If any article, paragraph or subdivision, clause or provision of
this ordinance shall be adjudged invalid or held unconstitutional, the same shall not affect
the validity of this ordinance as a whole or any part or provision thereof, other than the
part so decided to be invalid or unconstitutional.
SECTION 5. That all provisions of ordinances of the City of Coppell, Texas,
in conflict with the provisions of this ordinance be, and the same are hereby, repealed,
and all other provisions not in conflict with the provisions of this ordinance shall remain
in full force and effect.
SECTION 6. This ordinance shall take effect immediately from and after its
passage, as the law and charter in such cases provide.

PROPERTY DESCRIPTION
100.24 acres on the north side of Airline Drive between Beltline Road and a line
300 feet east of Freeport Parkway; the west boundary being Grapevine Creek, to a line
haltway between Airline Drive and Southwestern Boulevard.
BEING a tract of land situated in the James A. Simmons Survey, Abstract No.
1296, in the City of Coppell, Dallas County, Texas, and being a part of Block 1 and Block
2 of Park West Commerce Center as recorded in Volume 90218, Page 3264 of the deed
of records of Dallas County, Texas, and being more particularly described as follows:
BEGINNING at a 1/2" iron rod set for the most northerly point of a 38.00 foot radial
corner clip located on the common line between the north right-of-way of Airline Drive (60
feet wide) and the west right-of-way of Beltline Road (120 feet wide);
THENCE along said radial corner clip and north right-of-way of Airline Drive an arc
distance of 59.44 feet through a central angle of 89 degrees 37 minutes 44 seconds and
a tangent distance of 37.75 feet to a 1/2" iron rod set for a corner at the point of
tangency of said radial corner clip;
THENCE north 89 degrees 06 minutes 46 seconds west a distance of 126.02 feet
to a 1/2" iron rod set for a corner;
THENCE south 75 degrees 57 minutes 33 seconds west a distance of 64.05 feet
to a 1/2" rod set for a corner;
THENCE north 89 degrees 06 minutes 46 seconds west a distance of 3682.86 feet
to a 1/2" iron rod set for a corner;
THENCE north 88 degrees 06 minutes 25 seconds west a distance of 400.88 feet
to a 1/2" iron rod found for a corner at the point of curvature of a circular curve to the left
having a radius of 110.00 feet;
THENCE along said circular curve an arc distance of 83.21 feet through a central
angle of 43 degrees 20 minutes 30 seconds and a tangent distance of 43.71 feet to a
1/2" iron rod found for a corner at a non-tangent point;
THENCE north 53 degrees 42 minutes 20 seconds west departing said north right-
of-way line of Airline Drive a distance of 302.37 feet to a 1/2" iron rod found for a corner
on the south line of a 300 foot wide floodway easement for Grapevine Creek;

angle of 55 degrees 28 minutes 55 seconds and a tangent distance of 368.15 feet to a
1/2" iron rod set for a corner at the point of tangency of said curve;
