BM 1976-12-27 PZ22 PLANNING AND ZONING COMMISSION City of Coppell Coppell, Texas December 27, 1976 The Planning and Zoning Commission met -on December 27, 1976, in the meeting room of the First Bank of Coppell to consider Mel Wheeler for a zone change from "SF -12" to Commercial on a request of W.G. Thompson for a change from "I-1" to "I-1" Use Permit to extract sand from a 56 acre site. The following members were present: Frank Fitzgerald, Chairman Wayne Musgrave, Vice Chairman Charles Williams Harvey James at 7:30 P.M., a request of 46 acres, and with a Specific Charles Hitchcock was not present at the meeting. Also present was City Administrator George Campbell. The Commission considered the request of Mel Wheeler represented by Mr. John Lawhon and Mr. Jim Bozo to change the zoning on approximately 46 acres south of Sandy Lake Road near Allen Road from its present classification of "SF -12" to "C" Commercial in order that an FM radio transmitting and receiving tower could be constructed. After considerable discussion concerning the type of structure and location, the motion was made by Williams and seconded by James that the request for commercial zoning be denied, and that it be recommended to the City Council that a Specific Use Permit be granted on not more than 17 acres. Motion carried 4-0. The Commission then heard the request of Mr. W.G. Thompson for a change on a 56 acre tract near Highway 121 and Thweatt Road from "I-1" to "I-1" with a Specific Use Permit to allow the extracation of approimately 230,000 cubic yards of sand. Following discussion concerning the need for drainage improv- ements at this site, and a brief review of excavation plans prepared by Mr. Jack Cook, the motion was made by Williams and seconded by James to table action on the request until the city's engineers had reviewed the excavation plans.
