PLANNING AND ZONING COMMISSION

Invocation given by Rev. McBride. The following members of the Planning
and Zoning Commission and the City CoOncil were in attendance:

Mr. J. T. Duncan, representing Marvin Springer and Associates, explained
the purpose of the hearing. That is to give the City of Coppell the opportunity
to have its citizens request any change in the Zoning Plan before it is adopted.
The zoning map presented at the meeting was prepared by Marvin Springer. Mr. Duncan
explained the proposed zoning plan map and defined the various districts and
regulations.
Mr. Cozby then opened the meeting to those citizens wishing to make
a request.
Mr. Olin, representing the Slagg property, requested a change inythat
zoning to SF10.
Mr. Herbert A. Parker requested that his land located along Denton
Tap Road be changed in zoning from one family residential to commercial or
industrial.
Mrs. James appeared in behalf of Mrs. Ruby Pruitt and requested a permit
for a mobile home site and presented a rough draft of said site. Mr. Cozby informed
her that the permit must be requested at a regular meeting of the City Council.

Mr. Jim Good requested that the approximately 800 acres on Sandy Lake
Road that he is representing be temporarily zoned agriculture. He offered to
present the Commission with a copy of the engineers report within a few days,
and a detailed plan of development within six months. He asked the same consid-
eration on a 36 acre tract at the N.E. corner of Ruby Rd. and State Rd.
Mr. Wayne Claycomb representing the Baptist Foundation requested that
their land east of Coppell Road be changed to a zoning of SF 7. Also that their
property on the east side of the proposed freeway te changed to commercial or MF.
He also requested that the property along the railroad be changed to industrial.
Mr. H. C. Smith requested that his 19 acre tract on Denton Tap and the
16 acre tract of his children on Denton Tap be changed to commercial.
Mr. Jack Maxwell stated that he wished his property be zoned commercial
and was told it had already been so designated.
Mr. Herbert Parker appeared in Uehalf of Mrs. Whitman and requested that
her 16 acres on Denton Tap be zoned industrial or commercial.
Mr. Ben Pinnell representing an investment syndicate requested several
changes in the zoning of various properties, 274.83 acres of the Good tract on
Sandy Lake and 96.776 acres of the C. L. Plumlee tract.
Mr. Billy F. Davis representing the Grumble property on Sandy Lake
requested a change in zoning
Rev. McBride requested a change in zoning for the Assembly of God Church
to commercial.
Zoning Commission member, J. C. Thweatt requested that his West property
now in MF be rezoned.

Coppell, Texas, was held with the following members in attendance:

Mr. Patterson presented program by which he requested a zoning
change from SF 16 to Commercial with_ a Special Permit for a Mobile Home Park. r
Property is presently owned ly Mr. and Mrs. H. H. Parker. Motion was made
by Fir. Auld that application be accepted to entertain possible zoning change.
Motion seconded ly Mr. Perkins. Vote carried.
Messrs. Buchanan, Baines, Ross and McInnis met with Commission
members to request zoning change on the property of Mrs. Rul.y Pruitt on
Bethel School Road. Request was for change from SF 10 to Commercial with a
Special Permit. Motion was made by Mr. Harwell and seconded ly Mr. Aulds to
entertain zoning change to Commercial with a Special Permit for a Mobile Home
Park. Vote carried.

Request for change in zoning on 14.38 acres owned ly Mrs. Ruby
Pruitt from residential SF 16 to Commercial was discussed. Mr. Buchannan
presented a site Elan for proposed trailer park. Those opposing Mr. Buchannan
orally were Jerry Smith, Rt. 1, Box 82B, Coppell, Texas, and Mr. R. L. McDowell
of Coppell, Texas. Mr. Frank Sisk of Coppell, Texas, also objected orally to
proposed trailer park. lair. bill Cozby of Coppell, Texas, represented Ruth
Alexander who `r. Cozby stated was opposed to mobile home site. Also written
opposition was received from Mrs. Kathleen O'Neal, Mr. Dellert P. Fruner and
Mr. and Mrs. R. L. McDowell. notion made ty B. J. Harwell and seconded by
Pat Lloyd that zoning change be denied. Vote carried unanimously.
Request for change in zoning on the 16 acre tract owned b y Herlert
Pnd Eettye Parker from SF 16 to Commercial was discussed. Presentation was
made by Mr. Joe Kilgore representing Mir. Robert Patterson. lir. Bol Ferguson
also spoke on behalf of proposed zoning change. Those orally opposing were
lair. Olian representing Mrs. Ester Zweig's property, and Mr. Jerry Smith.
Written opposition was received from Mr. Page Smith. Motion made by Mr. Harwell
to deny zoning change. Motion seconded ry Mr. Lloyd. Vote carried unanimously.

A meeting of the Planning and Zoning Commission of the City of
Coppell, Texas, was held with the following members in attendance:

The Commission explained the purpose of the public hearing to
entertain application of Loyse Caldwell - Louis dexter for planned development
on 50 acres owned by Mr. Caldwell.
Mr. Kanter, representing Mr. Hexter, and Mr. Caldwell presented
pictures and brochures outlining his plan to develope 50 acres into apartment
type homes of a size of 14' x 601. A total of 370 homes on the 50 acres.
Also included were Clubhouse facilities, swimming pool within the 50 acres.
Motion made by Mr. Harwell that site plan l e denied. Dr. Chas.
Austin seconded the motion. Those voting for denying the application were
Harwell, Austin and Lloyd. Those opposing were Perkins; Charles frown did
not vote.
