OR 93-609 Adding new policies to Handbook ORDINANCE NO. 93609 AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING ORDINANCE NO. 93594 AND REAFFIRMING THE ADOPTION OF THE CITY OF COPPELL EMPLOYEE POLICY AND PROCEDURES HANDBOOK AS AMENDED, ATTACHED AS EXHIBIT "A"; APPROVING AND ADOPTING AMENDMENTS TO THE CITY OF COPPELL EMPLOYEE POLICY AND PROCEDURES HANDBOOK, ATTACHED HERETO AS EXHIBIT "B"; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Ordinance No. 935.94 incorrectly referred to Ordinance No. 93540; and WHEREAS, Ordinance No. 92540, adopted on April 13, 1992, required that all personnel policies be reviewed and revised in changes to the City of Coppell Employee Policy Handbook, be approved by ordinance; and .WHEREAS, the formal process for review of the City of Coppell Policies and Procedures has been completed as prescribed by Ordinance 92540; and WHEREAS, the City Council Personnel Policies Committee and City Council have reviewed the attached policies and determined the need and appropriateness to adopt the attached amendments and new policies; and WHEREAS, on December 8, 1992, the City Council received and approved the revised Employee Handbook policies, subject to legal review; and WHEREAS, the City Council has established January 15, 1993, as the effective date for these policies; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL, TEXAS: 1 AGGO42BE SECTION 1. That the City of Coppell Employee Policy and Procedure Handbook, as amended, attached hereto as Exhibit "A," be and the same is hereby adopted. SECTION 2. That the amendments to the City of Coppell Employee Policy and Procedure Handbook be and the same is hereby amended by adding and inserting the following policies, attached hereto as Exhibit "B": NEW POLICY SOP #1149 - Exempt Classification Leave REVISED POLICIES SOP #1102 - Nepotism SOP #1112 - Recruitment/Selection/Promotion SOP #1121 - Performance Evaluation System SOP #1126 - Comp Time SOP #1141 - Vacation Time SOP #1142 - Sick Leave SOP #1143 - Holidays SOP #1147 - Civil Leave SOP #1161 - Tuition Reimbursement SOP #1181 - Discipline SOP #1182 - Grievance (Employee Appeals) SOP #1186 - Gifts SOP #1189 - Controlled Substance/Alcohol Abuse/Drug Testing SOP #1191 - General Office Procedure SOP # 1193 - Attendance and Timeliness SECTION 3. That all provisions of ordinances of the City of Coppell, Texas, in conflict with the provisions of this ordinance be, and the same are hereby, repealed, and all other provisions not in conflict with the provisions of this ordinance shall remain in full force and effect. SECTION 4. If any article, paragraph or subdivision, clause or provision of AGGO42BE this ordinance or of the Code of Ordinances, as amended hereby, shall be adjudged invalid or held unconstitutional, the same shall not affect the validity of this ordinance as a whole or any part or provision thereof, other than the part so decided to be invalid or unconstitutional. SECTION 5. This ordinance shall take effect immediately from and after its passage, provided, however, the amendments to the City of Coppell Employee Policies and Procedures adopted herein shall become effective on January 15, 1993, with the exception of SOP #1141 and SOP #1193, which have been effective since October 1, 1992, and SOP #1189, which has been effective since June 9, 1992.
