Notice is hereby given that the City Council of the City of Coppell, Texas will meet in Regular
Called Session at 5:30 p.m. for Executive Session and Regular Session will begin at 7:30 p.m.,
to be held at Town Center, 255 Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
The City of Coppell reserves the right to reconvene, recess or realign the Work Session or

I love the William T. Cozby Public Library! The people there are very nice.
I wish you would remove the library code sticker from President Obama's face on your copies of The Audacity of Hope. It looks very disrespectful to the
president of our nation. I realize that is where you normally place those codes but this seems like an obvious situation in which to make an exception.
Your staff does a great job and makes everyone welcome.
The choice of the community reads title was disappointing to me. I do not want to read about any serial killer,so did not read that book. I thought that
money spent on that title was wasted. I like fiction books, especially historical fiction, mystery books, and biographies, and occasionally books on
special topics I am interested in. I read about 4,000 pages per month. Before the next election, I will be looking for books about issues and the
candidates. I think that the staff should be well-versed on library programs and what is going on in the library without having to look them up, when
asked simple questions about when a program is held, for example. That is really my biggest complaint. I have asked a number of staff simple questions
about when some program is held, on what day of the week, for what age group, etc., and almost every time they have had to look it up on their
computer. I usually don't have time to wait for that. I think they should all know all the programs offered and the days and times. That is basic.
Otherwise, I really like the Cozby Library and will continue to use it frequently.
Please continue getting movies on DVD. We do not have a blue ray machine.
This is one of the best libraries I've ever attended, offering so much more than just books to check out. They have tremendous programs for all ages and
I often attend those for adults (we do not have children in our home). Love the staff and have only high praise for this library!
I have been strongly disappointed in the remake of the web access. Prior to this
I used the web site often to search for and reserve books. This activity has come to a halt.
Thank you for providing this wonderful facility. I plan to make it a regular stop in my schedule.
Wish library had larger room for children's storytime. If you arrive a few minutes early, storytime is often full. It's sad to come and not get to participate-
for kids especially!
The facility is great. Peaceful and very much like how a library should be. I love bringing my 3 year old to the library and she enjoys doing puzzles and
reading. When she gets tired she plays with the library toys for some time and before I realize she comes back to read her books. My father (65yrs) loves
reading and he is happy to find books on all different subjects. We love the library and its location and the way it is conducted. The staff are very
pleasant and respectful.

time to track items. Irving libary never charges overdue, it just blocks the libary card. I visited there instead due to above reason, even that is more

I have delayed buying an electronic reading device until books are a available for download at the library.
I would like recommendations of books to read based on my prior reading history. I usually read everything that an author has written when I find an
author that I like. Then I wander the aisles looking for another author.
Many of the staff are helpful, but some are very difficult to work with. Also, some policies are quite harsh, and seem to be trying to alienate consumers
(although it seems the overdue policy has loosened up a bit, which I appreciate). I wish we could still renew books while we check new ones out. I don't
like that about the new system. I do appreciate that the library is conveniently located and quick to use: I can make a quick run in when I need to. I love
the online services, and keep telling myself to set down and learn the "new technology" available. Someday!
The adult section needs to be updated, and series completed. The library has a good selection, but they never seem to have all the books that go into a
series.

Although I love to come in and browse, I am moving more to ebooks. If you have adult fiction on ebooks, I certainly can't find it. I can find audiobooks
and I've found some useless reference ebooks, but no fiction. In fact, I get my ebooks from Irving Public Library which gives me a free library card; I
found them on the Overdrive website as a local library supporting ebooks. (I'm a Nook person, but this will become more key now that Kindles support
library ebooks.) I also get frustrated when reading a hardcopy series, and the library doesn't have the complete set. And it seems to me like a high
proportion of the books on the New Fiction shelf is of the mystery genre; that may make some people happy, but I'm not a mystery person. I came in
Friday looking for several recent books and you had none of them in the catalog. I found that frustrating. I do like the HOLD process. That has generally

suggestions about ordering books and types of DVDs. I would like to see more DVDs available and more than one copy for popular ones that are always

I have lived in easy walking distance of William T. Cozby Library for the past 10 years and have enjoyed the beauty of the building in the heart of our
commumity as well as the easy access to books I wish to read. I hope that the library and I both will enjoy years here together.
My only wish for any change would be for it to be quieter---at times children are running around, cell phones ringing, people talking as though in a
department store. That is probably the reason I feel strongly about more activities, meetings and gatherings being a part of any plan for this great place.

I strongly dislike the rearrangement of the children's section. It is very difficult to locate a book and often cannot find a book that is checked in. I
disagree with the philosophy that the books should be 'categorized'; I believe it discourages browsing for fun.
I have old library card for over 15 years and wish it can change to the newer/smaller one without fee.
This is a very great way to get immersed in all the volunteering opportunities for teens and by helping the community to become a better place.

I consider the local library to be of the utmost importance to an educated, cohesive community. While my children no longer live in Coppell, I fully
support any investment in materials or programs for children and teens.
Always underscore the need for QUIET in the Library. A place for reading and study. Often it seems that people do not respect these guidelines.
It's fine. I don't see the need to spend a ton of money to update or upgrade it.
We always want to do more older kids activities, but they always seem to fill up so quickly, and we (residents) aren't able to participate, while citizens
from other outside cities are. Very dissappointing. I would suggest an early Coppell resident signup option. Also, the kids reading program ends in the
middle of the summer instead of encouraging kids to read until school starts. I love the library, and the staff is always very friendly. We would like to
see newer DVDs, and more non fiction. I like the programs they offer, just seems so limited. The programs encourage my kids to see the library and
books as fun, engaging and great place to be (they are 6 and 12), I just wish there were more programs for them to do and maybe an early Coppell
resident sign up option.
I have been a Coppell home owner for over 16 years and love our library. As my children get older, I'd like to see teen resources increase. We bring our
boys to the library 2 times/month to borrow books. Having a library makes it easier to immerse them in reading. With all of the electronic options out
there, they are easily distracted from core reading so having physical library is a must!

Family story time should be on a saturday morning for working parents. In th evening is too late on school days. Please consider this change as more kids
can come on Saturday mornings.
Longer weekend hours especially until 9 pm on Friday (or from 10 am on Sunday) would increase the amount of movies and audiobooks I borrow.
New movie DVDs are difficult to find from library online system. Sections for "New movies coming in this month" and "Last month's new arrivals" would

I believe it's a great library! When my children were younger and still in the Coppell school district, we would visit more often, sometimes even just to
do homework. We used to check out the free movies. I think with my pace at work slowing down a bit, I might go back to reading more and thus will pay
you all a visit!
I hope that the William T. Cozby Library continues to add to its number of fiction books for adults. I occasionally check books out from an Irving library
because they have more fiction books for adults. My friends and I share paperbacks, which broadens my exposure to authors that I am not familiar with.
Does the Cozby Library have a Friends of the Library? I usually donate my paperbacks to the Irving Library.

Compliments: I enjoy the free DVD's and mostly wide range of availability in kids and teens materials. The holding process has worked wonders for me
when I can't browse the shelves and know what I want and let the kids browse, so I can stay with them.
Complaints: I have gotten another library card in another city in order to download books for my Nook. I understand the expense to the library budget,
but my family uses it more and more frequently and I love reading on the Nook. I think the electronic downloading to portable devices is the future in
reading. And I am an avid reader who didn't think I would ever not want to hold a book in my hand with that awesome book smell, but I use it more and
more.
The staff is always knowlegeable but not always very friendly or warm. I never get the feeling like the staff is ever excited to see us there. It seems we
are more in the way of their 'job' rather than we are 'customers'.
I would support a larger collection of books. More movies and audio books are not

Recognizing that Coppell is a community of younger married couples with children that is my very problem with the library. There are too many children
in the library without proper supervision. I was raised in an era when a library was a place for research, study, learning, reading, writing and perhaps
quiet contemplation. When I went to to a library, it was not for entertainment or social interaction.
With all of the budget cuts forthcoming, unite and work more closely with the school district. Use a sharing system for books, work together with
budgets and don't duplicate purchases since funds will be limited. Use the library system for specific purchases and the school library budget for other
purchases and interchange.
Keep the consumer reports subscription
Please do not give over emphasis on ebooks. I believe that those who love to hold and feel a book before reading the book, will last for several more
decades to come!! If you are giving more importance to e library in the future, I have no need to come there, I can do (or anybody can do) it from my
(their) home and that will be the end of a library in its current form! You have to renew our current library with more space. You can think about a
second floor. Eeven a partial second floor under current roof will be sufficient.

A very impressive facility. Staff is most helpful and pleasant.
The staff is fabulous and always so willing to help. A patron can obtain any materials s/he wants although often not at the moment s/he wants them,
and I don't think that any library can produce all materials to all patrons at the point of need. But ILL works well as do holds. It's a great facility peopled
by knowledgable and helpful people. Give yourselves a pat on the back.

I think the Coppell library is WONDERFUL! My use is infrequent but when I do go the staff is friendly and helpful, the building is clean, there is always
great material available, and there is a feeling of community and welcome.
I love our library! I enjoy checking out DVD's and an occasional book, and bringing work to do while sitting at one of the tables. I have enjoyed having
Girl Scout meetings at the library. My daughter loves being able to check out books to read.
Our family loves to use the library but I would think an education-oriented community like Coppell would have an even bigger library than it does.
I have not used all the resources in the library, but that does not mean I will not use them in the future. I currently own a desk top computer and no
portable or mobile devices, so I might try ebooks and audio books on the desk top before I would purchase a portable device.
I enjoy using the Coppell Public Library and the staff has been very helpful whenever I had questions or when I couldn't find an item.
I have found my community library to be a neccessary asset throughout my entire life. I encourage my children, grandchildren, friends, family, and
neighbors to support thier local library no matter where they live. I cannot imagine life without the countless benefits a library has to offer the entire
community.

My mom was an high school librarian and I volunteered at Wilson Elementary library for 7 years when my kids were there, so I know my libraries. I find
our Public Library well managed, well stocked and a social center for our community. It has the right atmosphere, quiet but happening. I like seeing so
many children there everytime I come in. Keep up the good work.

To improve the library simply add more of the popular titles and improve the reading room. That room is at least 10 degrees warmer than the rest of

We lived in Coppell for 10 years and now we are back in our Country. One of the things we will miss more is the Coppell Library. We love everything

So much has improved at the library. I am very pleased by some of the new programs that have been developed.
DVD holding time is too long. This leads to waste while the DVDs are Sitting on the holding shelf for 7 days for pickup and many patrons are on the
waiting list.
I love the staff - they are always helpful and super friendly!
More posters and advertisements/fliers around Coppell. More events that contribute socially and make people interact. Maybe musical events too
(coffeehouse style). Otherwise it's a great environment for studying (especially the Quiet Room).

The one complaint I would make about Cozby Library is that the staff seems a little stern when it comes to their behavioral expectations from children (5
and under). Children learn when they have fun, not when they are being shushed! We have begun to attend the Lewisville storytime because of this.

I shared my thoughts on a comment card and received a reply that did not address the issues I have with the library, so I will write my concerns here and
hope for a better outcome.
The Coppell library is louder than Farmers Branch or the Irving library and it is NOT because of the acoustics. First, several times people use their cell
phones while they roam the aisles and when they are seated in the quiet study side of the library (by the windows). I have complained, but to no avail. I
do not see signs stating that cell phone use is prohibited inside the library and that would be my first suggestion. Second, at other libraries, the staff
quickly put an end to children running around unaccompanied playing chase, by walking the children to their parent and letting the parent know that
they are to keep their children with them at all times in the library, Perhaps Coppell library is too worried about upsetting their patrons and if that is the
case, I will continue to go in and out quickly to Coppell and use the library in Farmers Branch more often. Thank you.

I would like to see more "clean" (Language) African American Authors and Christian Authors. Most of the time when I need books by African American
authors I have to do InterLibrary Loan.
Would like to see more books in the healthcare area
My husband and I just moved to Coppell from Alabama and have found the library a very nice place. Most of the books we have been looking for have
been available. Our children are grown and do not live in this area, so they use libraries in their towns. The library is a very important part of a
community especially for those who are unable to have financial resources to purchase books or a computer. All is right there at the library for ones use
and it is amazing how a book takes you to another place to enjoy in comfort for a time and sometimes you feel like you have actually been there.
The primary reason we do not go to the library on a regular basis is the smell.
Schools are requiring students (ages 10-19) to complete volunteer hours to graduate. The library needs to provide programs on a regular basis that
students can volunteer for to complete their volunteer requirements, get to know people in the community, and learn to serve others. Currently the
programs offered are sporadic and poorly advertised. Establish volunteer opportunities and get linked into the local schools volunteer opportunity lists
and let the schools know what programs are available.

Programming for pre-school age kids in the afternoon would be great. Most kids go to school in the morning (until 2), so they miss your morning story-
time. A story-time around 3 or 3:30 would be fun.
Also, please note the kids that come after school...the last couple time I have been with my little one it has been a little rowdy in the library. If they want
to visit and run around, would it be appropriate for the librarians to encourage them to go outside to do that, or at least go to the teen section? The
kids' area is so fabulous, but is busy enough with little legs running around without middle school and teenagers too! I understand if they are studying
and/or using the resources, but just hanging out, laughing and chasing each other should be discouraged.

I'm very grateful for the library. But here are some ways it could improve, in my opinion.
- When there is great demand for a new book, it would be great if the library could react with more speed and order more copies.
- I would love to see an expanded section of religious books. Coppell is a very religious community. But the library doesn't have much of a religious
section.
. There's lots of little kids running around unsupervised and often loud. I realize it's a tricky problem to solve, but wish something could be done about it.
- I wish the Quiet Room rules would be changed to allow for laptop computers.
It'd be great if this library could take reservations for the study rooms like the Carrollton libraries. Anytime I get a study room, I always see people just
waiting for me and wondering when I'll get out. Also, Coppell library is unusually noisy (lots of babies crying and kids talking) compared to the other
libraries. I understand it's a public library. That's why it'd be nice to have study rooms.
I would like more non-fiction items for young readers.

Would change composition of the library collection somewhat [expanded ebook offerings may help]; shift some resources away from popular fiction to
provide better coverage in better literature, e.g. make sure British fiction offering is more complete. NetLibrary provided good access to non-fiction.

Please do not try do close down the library-I will move out of Coppell. Present difficulties do not permit my family to visit the Library that ofter- but we
will resume out frequent visits soon. Please hire some lively people to run the library and do not charge a dollar for a day late in return. It is very

I have found the staff to be primarily indifferent, however when they do decide to pay attention to me it is usually such a frustrating experience that I
wish they would just go back to ignoring me. On extreme occasions I have found them to be flat out rude or abrasive to either me directly, or my kids.
That would be more tolerable if they were interesting in either how they curated materials, or developed their collection. Their primary skill appears to
be keeping them in alphabetical order however, and little beyond that. They would do well to remember that the library belongs to the community.
They have a beautiful facility and should be embarrassed about what they have done with it.
If you possible to carry the Japanese books, it would be wonderful. Plano library have some and it was fun to check out.
Also, I would like the library check and clean the DVD sometimes.
Some Library user don't pay attention how they handle the DVD and they don't care to make a scratch on it. My daughter had several times not possible
to watch DVD. It was disappointing. Thank you.
I have throughly enjoyed the access I had to the library after living in Coppell for 12 years. My daughter faithfully used the library for a decade. Reading is
my passion and part of my life. The library has provided a free way to continue to satisfy this hobby.
Many times my little one and me have had to miss our story time, due to it being a "full house". I would love for u to be able to accomodate all who are
able to make it on time. I'd like to see more activities (game nights..... for kids.... say later than 3.30pm). with schooll closing at 3.30pm it is impossible to
attend this. U guys are doing an excellant job. Keep up the good work.

I have a 4 year old son and we LOVE the library. He started reading when he was three and I think that has a lot to do with our ability to borrow so many
different books. I loved the "On my Own" story time because it gave me a chance to find books without having to make sure he wasn't pulling books off
the shelf :o). A lot of kids in the 3-5 range go to preschool on Tues/Thursdays. It would be great if there could be another "On my Own" in the
afternoon (2:30 p.m.) or on Monday/Friday mornings. It was awesome to have that time to peruse the shelves in peace :o)
During the summer my college age daughter borrows books extensively. She also has a large list of books that she requests to be placed on hold when
they become available. There is no way that I would be willing to purchase as many books as she borrows. So, she and I love the library. Furthermore, it
has saved my son on many school projects. Keep up the great work!
The library is invaluable for good reading time with the children. I would only advocate a wider selection of reading materials for young readers.
I believe the William T. Cozby Library is an invaluable resource to the city of Coppell and surrounding cities.
It would be very convenient if we could recheck materials online before they become overdue.
I read several books at a time and I stopped borrowing books from the library because even the few times the library actually had what I was looking for,
the time limit for borrowing was too short for my reading pattern, and I had to keep renewing and then returning books before I was finished with them.
All of this is too inconvenient for me, so I have essentially stopped borrowing books from the library.
More current, business-related, audio eBooks from netLibrary would be nice. I like the 3-week book checkout policy. More just-released business books
would be nice, either paper, audio, or eBook.

I really think you should consider giving us access to audio books or online movies for those of us moving into the Ipad2, laptop or Ipod phase. It is so
much more convenient to download what we want when we want it. Reading hardcopy books is fine and well loved but sometimes it's nice to have
entertainment on the road or on a plane if your schedule makes you in-transit. Thank you.

The problem with electronic media was covered years ago by SciFi writers: It can be changed and discarded, having great errors, with no way to verify
their accuracy. Today we live this (and the resulting junk science and history). And I am watching library after library get rid of valuable references for the
cheap and easy DVD collections. Scratch a book and it is still readable. Scratch a CD/DVD and you can toss it.

I love the library and will never fully replace reading an actual book with just listening to audio books. I would like to see a greater variety of kids
activities added to your schedule. I'd like my kids to love going to the library as much as I do.

The library gets better and better the longer I live in Coppell (I remember when it was still on the 2nd floor of the city hall!) and the availability and
breath of the materials available continues to increase! Bravo.
Reduce the time materials are kept on hold to four days. You should be able to pull data from your catalog system to see how often items on hold are
not claimed within the seven day hold period.
You never seem to have the books I'm looking for. I'd like to see an increase in materials.

I like it, I've been this library for a long time and I've had my library card for 13 years. I think there should be more space for studying though. And i think
the library website should organize books by topic also.
I usually buy books from Amazon and, frankly, forget to go to the library for books and films. I plan to be more conscientious about how I spend my
money relative to the library's offerings. I spent the summer in Steamboat Springs, CO, and frequently attended their film offerings, along with their free
popcorn. The films were both interesting and educational.
We would love to see newer movies, especially true stories. We are old and don't read as much as we used to, so movies, histoy chanel, etc. are most of
our entertainment.

Currently, CISD has a Dual Language Program in which children are taught in English and Spanish. There is a need of more children's books in Spanish.

I enjoy borrowing magazines. books, large print books, and eaudiobooks. I think the library has a good selection of hard copy books. Sometimes the
eAudiobooks that i am looking for are not part of the library's collection. I hope you will expand the eaudiobook selections/catalog. Overall i am very
happy with the staff and selections available from the library. I remember some 20+ years ago when i effectively had listened to the majority of books
on CDs, due to lengthy business driving time. (back when the library was in the municpal building). It has grown into a great institution. I would like to
suggest that maybe the $1 per day fines are a bit harsh. Irving does not charge late fees and it makes it easier to grab a few more dvds or magazines at
one time. OR lengthen the time to retain dvds and magazines. thanks for letting me give my opinion.

Would love to have a listing of books on order (like Carrollton does). I usually scan their file, then come back to our library to reserve a copy.
I do very narrowly focused research on American Austin and Bantam Cars, early jeeps, wooden sailing sloops, and classic motor boats of the '30s-50s.
The Internet has a wealth of information in these areas, so I don't find much need to go to the library.
I love the library and the staff who are so helpful. I would love to see more new movies in the blue ray format ordered in the library. So I don't have to
rely on outside vendors.

I feel the William T Cozby Public Library is out of date with regards to nearby libraries. The size and resources of the library are too small to encourage
people to go to the library. There are not many study rooms for group discussions or group meetings, and the availability of movies/books are not as
great. I have more often visited the Lewisville Public Library to do things even though I live much closer to the Coppell Public Library.
Make the staff more friendly
The library has grown over the years we have been in Coppell and it has been a true asset for our family. We appreciate the updates and there is nothing
better than getting a new book in hand to read and enjoy. Thanks for all that you do.

I love our library! I love to read and because of our library, I can do so without putting a strain on our budget. When my children were younger, they took
part in the children's activities. I still remember my daughter at four years of age standing at the counter all by herself to get her library card. It was a rite
of passage. She felt like she belonged to something important and special. She still loves the library.
I think you should go with the Overdrive ebook program.
I am generally satisfied with our library, however, I do not think it is proactive enough with the various segments of our entire community. At times it has
an elitist feel which can have negative consequences. While I enjoy reading a variety of fiction & nonfiction, I do most enjoy the historical fiction genre
but our library does not have a wide selection in this area (no John Stack, Douglas Jackson, Jack Ludlow or Alfred Duggan). Perhaps surveys should be
conducted more frequently soliciting input on this and other important topics.

Great web a site and really like getting email reminders. Web sitenhas I creased my library usage since I can browse the catalog and put books/DVDs on
hold if necessary. Very helpful staff!
As class sizes increase I think that the library could offer free tutoring for students or the library could charge a monthly fee for hands on tutoring with
people who can help students. Or the library could offer organization skills classes for students and tie more into helping the schools.
Increase books in IT books

1. The number of dvd's checked out should be limited. I have seen people carrying out a huge stack of them. That reduces the amount available for
others. Often the ones that I might want are all checked out.
2. I read a lot of technical or historical information which is only available on internet.
I don't read many novels. The novels that I want to read are never in the library.
Whenever I want to read a book , I buy it online, usually used, at a big discount.
If there were no other source of books than the library, I would probably go there often...... but there is. I have several computers, so I have no need of
library computers.
3. Almost any printed book can be bought online. A small percentage of that can be bought as an "e book". I only like real paper books myself. My
opinion is that online paper book sales are probably killing libraries. I think that e-books are for people that don't read books in the first place. This is
based on my experience with known book readers. However this online book availability coupled with the necessarily small number of books available
in the library, brings up the question: do libraries now have any real function other than periodicals, dvd rentals, and stuff for children? I don't know.
My guess is that for the library to continue to have any relevance, probably more non-book related things will have to be included. Something that can't
be gotten by computer download.

Continue the good work done by the staff to assist the young people of Coppell.
I would like to see the use of the private rooms to be opened to 2 or more people instead of 3 ( as the libraries at Plano and farmers Branch do). Also,
small business folks like me sometimes like to show off our library to visitors from other cities and a fewer smaller conference rooms could help out.
These rooms should have dry erase boards, connections for laptops and like a mini conference room, which can be used for 30 minute sessions max.
Also, we can use the facilities to bring in classes for kids and adults like home-improvement projects, gardening , how to use Facebook, or eBooks,etc.
BUT WE LOVE OUR LIBRARY AND ARE VERY PROUD TO SUPPORT IT AND GRATEFUL TO HAVE IT. GOOD JOB. KEEP IT UP.
I would love for my kids to be able to go to programs offered for their age group but my husband and I both work. Our kids need the same activities
offered to the kids that have a stay at home parent.

they have grown and gone to college do not use it as often. Coppell is a young city
with lots of children and need to have a good library.

I like the library a lot. My children and I try to come to the library weekly as my son loves to read and needs new books often. For my children, I will
continue to enforce their use of print materials. However, as technology advances I will probably rely on downloadable materials to an e-book or
electronic device. This is because I do not have the time to browse for books at the library (its too hard to keep the kids quiet!).

I definitley think we need to move towards ebooks for library patrons. What you provide now is difficult to understand. Last night 4 "active" patrons did
not have the same thoughts on what the library provided electronically when we were discussing the need to fill out this survey.
The staff is not friendly. I always feel that I am interrupting them, when I ask a question, also most of the time no eye contact. I feel like that they are
not talking to me and reinforce my view that I am bothering them. Another-words poor customer service skills. I feel that they are disrespectful of me,
by their act of superior attitude.
Need increased hours that library is open especially on Sundays and Saturdays. Library needs expanded research sources.

It's a beautiful building, and the people working there have always been very helpful to me. I've been around since the library was on Coppell Road in
the little house that had crooked, slanted floors. So, I've seen a lot of changes. I think it's great. And I thank you.

The William T. Cozby Library is a wonderful place. I grew up in Coppell and my parents have brought me here since I was a young child (and the library
was at the town center/hall building). Although I have graduated and moved away, I would like to see the continued fostering of reading and community
activities.

I wish that the Cozby Library would allow Coppell ISD teachers to use the library, and when I asked about this, I was treated so rudely by a supervisor,
that I wonder why anyone would use your library. And I have found the Lewisville Public Library to be far superior to the Cozby Library. In fact, when I
lived in Galveston, a comparable town to Coppell, the Rosenberg was also far superior to the Cozby Library. And the staff at both libraries are much
kinder than at Cozby.

a public library is much less relevant to society than it was 20 years ago. Attempts to compare our library with other similar sized cities libraries as a
means of deciding whether or not it is adequate is illogical. Given the overall state of the economy and level of debt in our country, spending any tax
payer dollars on expanding a library would be wasteful.
Libraries are the backbone of civilization, the core of our culture. I'm impressed with what the Coz has been able to accomplish. I wish they could seek
out more teen books that are less flashy, issue-oriented, and develop in teens a better taste for classic literature. I do wish the library had more "nook"
like spaces, something to break up the large rectangle and create comfortable reading zones. I'd love to see the library five times larger in its collections,
and would direct my taxes to this before some other things in the community.
During the summer, I was there alot and my experience was often diminished by kids running around. Often, it appeared to be the same kids...where
are their parents? Are they dropping these kids off and leaving them there? I don't think the library has to be totally silent, but it was distracting to
other patrons--some looked as if they were studying. These kids did not have reading material and were in the adult sections.
If you could separate kids zone from the rest it would be much convenient for both kids and adults. Because it gets kind of noisy!
Please try to get international magazines. I always get the answer that the library doesn't have enough money to get other language magazines.
Library staff refused use of a meeting room for me and a friend because they said it was used only for study groups. The staff needs to be more friendly
and accessible and should also be made to attend cultural sensitivity training.
I was disappointed that the teen summer programs were open to those outside of Coppell. I am a tax payer and fund the library. EVERY time I went to
sign up my teens for a program like jewelry making or cake decorating, it was filled and filled by kids from Lewisville. Since it is SO popular, these types
of prgrams need to be limited to Coppell residents only.

It is especially sad to see a library such as Coppell's have no real eBook availability, We are a very technologically adept community and to have no real
materials such as these is a travesty especially with the Amazon and Sony programs for libraries.

That is a tragedy, especially considering the we are above average here in Coppell. This is the 21st century. Please go digital.
The staff at the William T. Cozby Public Library are phenomenal. They are extremely helpful and knowledgeable. If they don't know the answer they will
find it out before you leave the library which is very nice. I came from another small town with a small town library and thought they were good, but
Coppell's library has them beat hands down. I've never had to wait long in line to check out because if there is a line, they call for back-up right away. If
you're looking for something and can't find it, they'll come to your aid immediately. I've actually visited this library much more than my previous library
so they've got to be doing something right.
I know that it takes special people to run the library and the pay may not always be top of the scale, but it seems to me that some of the ladies that work
at the library in Coppell are not very friendly. They are helpful, just not friendly.

Like to see more travel materials. When made a trip to Europe, i looked to see what travel resources were at the library so i wouldn't have to buy them.

I have access to university libraries and tend to use them more than Cozby. When I have used Cozby, I have been satisfied.

Our family has been going to the Coppell library since it was in the converted home and the walls were being braced up. Our children have participated
in all the programs -- Summer Reading, monthly events, etc.
Selection could be improved. I also use two other libraries in order to find books I am inrtstd in.
Kindle download option for e-books would be great.

We use to love the summer library programs. I have 4 children- my eldest is 13. Once they didn't allow younger siblings or parents in and the staff was
not nice, we stopped going to the Coppell library. We use our school library- as it is a warm, friendly environment. We use the Coppell library to grab a
book because it is convenient. To spend time at the library, we go to Valley Ranch. It is a very friendly, relaxing, open atmosphere.
The staff is incredibly helpful with anything I have asked of them. Whatever I can't find within the library, the library attempts to bring the resource in
from outside the library. This library is an asset that Coppell cannot do without!
Our family loves being able to browse the online catalog at home, and put books and movies on the hold shelf. Thank you very much!

I look forward to being able to check out books on my kindle. Don't know if its possible in this day and time, but i wish the library was quieter. This is
not a symptom of the coppell library only, but it seems today's patrons at most libraries are nosier and don't have a respect for quiet.

I really enjoy the library. One thing you didn't mention is Inter Library Loans. If I can't find what I'm looking for at the library I can usually get it through
ILL which you are kind enough to do for me.
Keep dvds and blu-rays in better condition. More models on natural gas mining.
Get more wholesome, inspirational family movies. Also, get more musical movies. Update your CD collection with new CDS. This is just an idea: but it
would be cool if you get rent and listen to Mp3 songs on the library website.
Noisy. There seems to be a lot of tutoring done there. Camn there be cubicles set up for that to help with the noise and their ability to hear each other

I think more meeting space is also needed. The library is such a good location for things because kids/parents can ride their bicycles there. I was
thinking the new center on Bethel could perhaps be used for meetings??
My children regularly used the Library through middle school and the staff always helped them find the resources they needed for projects. With two in
college and one in Highschool we just don't have the same need for the Library as we once did.
I don't find enough audio books that represent good literature. Also, I find that many of the newer books are perhaps popular but not necessarily good
literature. There are not enough new books of good and important non-fiction--those that deal with current world and national issues.

We love the library, and my kids really enjoyed the children's programs when they were younger. We typically put books/dvds on hold that we are
interested in, and we will come pick them up. While there, we may browse and find something else to check out. I love being able to put a new book on
hold and be emailed when it's my turn to read it. I used to not use the library as much before I learned how to put books on hold because the bestsellers
that I wanted were frequently checked out. You are doing a great job - both of my kids are avid readers and have checked out many books from the
library! They also loved the summer reading club.
The library has a bright and cheerful atmosphere. It is one of my favorite places in Coppell and I think the nicest library I've visited. The staff are very
friendly and you can see them approach people and offer help. With their smiles and attentiveness to the visitors, you know they are ready to help, and
that makes them so approachable if you have a question. I love the new book display area and that it always has a theme. After I've found what I came
in for, I check out that area for unexpected things to read.
Would love to see the library install an outdoor car-accessible drop-off. This is especially convenient for moms with little kids, when it is a task to get
them in and out of the car just to return books.
Very interested in ebooks that I can download on my Nook e-reader!! I would love to see the library move into that direction.
Our library is a wonderful resource for pleaseure readers as well as for students that are looking for project information. It provides a safe place for our
children to attend study groups. The young children are introduced to the world of books at the library. Young children always seem to leave with an
armload of books and big smiles. :-)
My use of the Coppell library has reduced over the years because I found the selection of electronic books lacking or non-existent (ie ePubs version for
my iPad). I listen to a lot of audio books on my iPhone and I don't find good source of material at this library.

The 'Net Library ' download was much easier to use than the 'One Click'. The audio book does not download to a file, or in chapter sequence. Plus, the
duration was longer at 21 days; One Click is only 10.
Wireless internet access on personal computer is difficult.

Because of limited facilities & materials, I have library cards at neighboring libraries.
Customer service in the library remains weak. Employees are permitted to conduct personal conversations in person and on the phone in the presence
of customers, which is completely unprofessional and means tax payers are supporting government employees who are not working for the time paid.

I really like the travel section of the library and would like to see it expanded.
I wanted to get some books for my grandchildren, I felt the library had a very small supply of books for 1 - 2 year old children, I would like more books
for that age range.
First visit was to obtain a book for class. One was not in the collection, the other I had to ask 3 people before it was found having been misshelved.

I love our library and hope to see continual growth of diverse programs, summer book club, puppet shows, etc. I practically grew up at the library in the
70s (with no tv in the house). When my children were young and money was tight, we borrowed hundreds of books and CDs, and enjoyed many puppet

WT Cozby library is one of the best things I like about Coppell. It has a wide range of material for kids and adults. It should continue supporting the
community.
We just moved to Coppell in July, so we just haven't been here for very long. Most of our library usage is to borrow books for my kids. I will be looking
into the eBook options. I haven't done it at other libraries in the past because the process was so cumbersome to download the software in order to
access the ebooks...hopefully, it will be easier at Cozby!
The Children's section needs more space for children to read and explore books on their own, e.g. small comfy couches or bean bags, even a soft floor
space. They need a place where they can have fun and explore but where parents are not concerned that their children are disturbing other patrons.
Also, I believe the library could do a better job in explaining services such as interlibrary loan and the process for downloading ebooks from the library.
There seem to be several online services available that I am not sure how to access. Perhaps a monthly or semi-monthly program could inform patrons
about these systems.
The Cozby library has the best selection of "New" books. I live in Plano now after using the Cozy library for 22 years, and all of their branches are not as
good as Cozby when it comes to new books.
I love our library - I would only like to see it bigger, especially more internationally relevant books and foreign language materials and materials available
to download to e-readers.

I love the Library and I am very happy with the availability o the books that I have been reading. I am in a monthly Book Club and practically every book
that we have been reading has been available. Only 1 you haven't had this year.
I wish the library would stop allowing people to reserve books that are currently checked out. This prevents people from renewing their books that are
already checked out. I think books should only be reserved after the three allowed renewals are completed.
I love having a community library. Although so much is electronic now, we still love (and love to take our children) to browse books and hold books and
flip through pages. Although we as adults also really enjoy the library, I'm sure we would not use it as often if it weren't for our kids. We have been very
satisfied with the Cozby Library. The only frustrations have happened when we do go to look for a particular title of a book or movie and it isn't there.
However, even those times when we've taken the extra time to talk with someone there, we've had help in getting it in or getting it on another library
loan. Our experiences at the library have been very good!

I would like to see more biographies and autobiographies. More literature in the music industry genre and fantasy / sci-fi adult fiction. Also more
quantities of books for popular authors to decrease hold wait time.
It is a fantastic library and the only reason I no longer use it is because I no longer live in the area.
You need to have books available for the Kindle, not just the Nook or I will still only be using the library for my 7 yr old.
I would like to see electronic books added when the technology is available.
This library while new could be not just better in so many ways,

I love our library and am very thankful that I can check out lots of books for my kids. They love reading books from the library! The library staff is always
very helpful, especially Betsy, who keeps the shelves stocked with all the latest kids' books :) The library is a great resource for our family, especially
during the summer months when the kids are out of school. I hope to find out more about borrowing eBooks. I received a Kindle this past Mother's Day
and am surprised to find that I love reading books on it--better than books in print. Who'd have thought? Thanks for all you do to make our community
better.
Excellent Service and material selection
As I mentioned previously, I frequently cannot find the books and videos that I am looking for at the library. Therefore, I will order/purchase it from the
store or download it. I prefer the library, but frequnetly it is not an option.
Improve mobile website. Surprised to notice that the site is not secure (not https) when logged in and doing transactions. No select all option on mobile
page and takes forever to renew items as I have to go through multiple screens.
On a positive note, I love our library and keep up the good work.

Coppell Public Library serves the community very well. With increased use of mobile devices, eReaders, research on the internet, etc., I DO NOT believe
that we need a bond election for library expansion. I DO NOT believe that we need our taxes increased to cover any added operating costs.
William T. Cozby Public Library is one of the best libraries I have used based on its size and availability of materials. I have a TEXShare card and four other
library cards so I have something to compare it to. I don't know what I would do without this library. It has been a great resource for education and
entertainment!

PLEASE, PLEASE, PLEASE fix the ventilation in the quiet room at the east end. The A/C duct work needs to be reworked to increase the air flow to this
room. It is stiffling and hot in the summer, and as much as I would like to study there, it is often unbearable and I have to pack up my bags and leave. The
floor fan in the room is hardly sufficient. This is a great study room, but it needs some AIR! PLEASE!
It is also chilly in the winter, but at least you can bundle up then. It's just unbearable in the summer.

I love the librarians. They have given so many helpful suggestions for my child and me.
Overall, I love the library! I do wish that current DVDs were avaibable sooner and more copies were available. Also, it seems like new books are not
always available right away (i.e. I had to keep checking back for Rob Lowe's new book - Stories I Only Tell My Friends.) I would also like to be able to find
older books that are out of circulation.

I have found the staff helpful on all occasions that I needed assistance. I enjoy the "hold" feature for book/material requests to allow access to popular
items without having to be on sight waiting for a return. I hope to participate in book discussions in the future for adults. It is a joy to visit the library
when there is a childrens activity and see all the bustle, although I had to adjust to the higher noise level when I first starting coming to the library. Also,
I notice a large of student/tutor tables and it is nice to see the library as such an active place of learning.

Job Seekers need all the assistance they can get these days. So, databases like ReferenceUSA are great to have. The rules on the public meeting spaces
should make more sense. If there is a PC projector in the room, why require groups to still procure and bring their own equipment?!!! And, the
network ID/login problem needs to be fixed (if it hasn't already). Because the library was forcing me to create a new login everytime I visited, it made it
very hard for me to use your network and remember my new credentials.

The Reference Librarian, I don't remember her name, was extremely friendly and helpful! I think an approachable librarian is integral to the success and
advancement of increasing patrons.
Please add the functionality of ebooks in a kindle3 format. I recently purchased a kindle with the expectance of this happening in the near future. I am a
frequent borrower of library books and dvds. I want to be able to continue borrowing books using my kindle as much as possible.

Some of the children's activities were restricted to kindergarten children and older- the library could be less strict about that. Also, the library staff could

My wife has a Kindle ereader and she loves it. I think all books should go electronic; this would save a lot of trees and it would make the library a lot

I have trouble with the new website. Perhaps I just need more practice, but it wasn't easy to figure out how to get where I needed to go the first and
second times. I love that I can put a book on hold and then just run over and pick it up on my way between work and daycare.
I know my teenagers who attend NTH@C have appreciated using the meeting space before. I wish the Library could be expanded to hold more books. I
still enjoy reading a printed book (vs. ebook).
I really enjoy going to the library. I would like to see more books in other languages for all reading levels.
Part of the reason why I moved to Coppell is because of the library. I have utilized their books, CDs and DVDs, including foreign language books when I
was traveling to other countries, and travel books. I wish that they would allow us to donate newer hardback books and materials, and had more to
choose. However, I want to stress that I really like our library. Libraries are important parts of our community, and support reading and connecting with
others.
We just recently obtained a library card this past weekend (9/10) and look forward to visiting the library definitely more often on weekends at least.
I am a homeschooling mom. I love the library and use it regularly to get books for my children, but I frequently need books that you do not have. Often

The shelving of your picture books is very confusing. As far as I can tell, the shelving has no corresponding information to what is on the card catalog. It
would make more sense if all of the picture books were shelved alphabetically and not according to "interest".

Several times I have had staff there be rude with me or my grandchild. I think they should realize that little children it is hard for them to realize why
they can't attend a class due to too many children. I think there should be room enough for all the children that show up for program. There is always
lots of staff there to cover helping. It has been very sad for little ones to leave crying. I have personally left several times with my grand daughter crying.
She doesn't understand why her friends get to attend and she doesn't. I just hate to see any child get treated that way.

I love "our" library. The staff is very knowledgeable, friendly and nice. There are some exceptions and some grumps, but as a whole we love going to the
library. My only suggestion is to have more adult programs. The conference / training room should have activities all the times and NOT just kids stuff!
My library card has been the best investment I have ever made! It's free and I have check out and read over 1400 books. They do a great job!

I have been very pleasantly surprised at the currency of the materials. The staff is very pleasant and materials are easy to find. It is a very pleasant place
to spend time.
I miss all of the new teen and juvenile audiobooks being together. That way I could browse them with ease and make my selection.
I think you guys are doing a great job. My only comment would be the staffing seemed a little light the last few times i was in there. had to wait for
someone to come to the counter.
I think it serves it's purpose for the community and is great for children that do not access the Internet or use electronic devices.
I'd like to see more options for group meetings ranging from 10 to 15. Right now, there is a small meeting room for about 8 and a large room for about
30. Availabililty is tight.
I would love to see more new books available in every subject, not just fiction. The most current cook books, travel resources, finance etc.
I got an ereader when they first came out, checked with the librarian and was told the library did not offer ebooks. I am on my fourth reading device
(ipad) and glad to know ebooks might be available.

I would like to express my suprise that the library allows so many children to 'stay' after-school, unsupervised. There is no reason why the City should be
providing free after-school care for children who's parents should be paying for them to be supervised (under 12). I think if you have children there on
any frequent basis, their parents should be assessed a fee - even if it's nominal - $10/hour. You should require those parents to provide emergency
information for them/the child. The City is taking on a huge liability, in my opinion.

I have lived in Coppell for 19 years and am impressed on how far our library come since it used to be upstairs at City Hall. I find the staff to be friendly
and helpful (with the exception of one Indian woman at the checkout desk. I used to try to engage her in conversation but gave up. I have kept track and
the last 5 times she has waited on me she has not uttered one word. She is very unfriendly)
I used this library for a year or two, and donated books and videos until I was informed I would have a 40 fee. I no longer use or contribute to your
library.
More EVENING programs and activities for adults, teens and children are needed. More author interactions and presentations would be appreciated.

I voiced this complaint 6 years ago. I browse the Current Collection most times I come in, the Bar Code on the front of the book jacket makes easily
visual scanning of what the book title or what the book is a bout - impossible(sic?). I consider it a partial distruction of the book. What could the buyer
of the system been thinking? (I know make it easier on themselves!)

The library serves the public well. My cheif complaint is the library is too loud. Children running, talking loudly, their parents also, people talking on cell
phones. It seems as the librarians are fearful of asking them to lower their voices, or to act in a manner that is respectful of a library. There are people in
the library who come to study, use the computer, who welcome a peaceful enviorment. The library is not that.
Stop allowing people to talk on their cell phone while in the library, it is very rude!
Would like to see the staff interact more with the people that visit the library.

I would like more areas of silence where a computer can be used. The reading room is great but I was under the impression that computers were not to
be used there. The last few times I have used the room, people have used computers, though. I try to find a quiet corner (usually the northeast corner)
because my research requires quiet. I always need to use a computer. I try to block out the noise, but in general, the library is noisy. Also, I typically use
my own books as you have very few selections of theological study books. I am a pastor.
This library is the most people friendly one I have ever been to. The atmosphere is very kid friendly which I think is very important. I read a lot of books
when I was a kid and the library was a good friend to me. They have very updated material there.
I should make a concerted effort to use our library resources on a regular basis.
The staff of the library are very helpful and friendly. I would recommend that the library increase the number of children's books. There is a particular
weakness in the 5-9 year old age range of books.

Please send the reminder emails the day before they are due, not 4 days in advance. Sending it 4 days in advance does not help at all for me, as I don't
want to renew items 4 days before they are due. I would like to do it on the day they are due, or the day before.
I love the library and think it is super in every way but one. It is the only library around the country that never participates in voting. I think it shows a
lack of community spirit. We have to go to Valley Ranch Library to vote. Not inconvenient, but not ideal for community spirit.
I fervently hope that the City of Coppell will continue to provide adequate funding for the Wm. T. Cozby Public Library. I also hope that there will be no
cutbacks in providing new books, other materials or library staff. The Cosby Library is a very important source of reading materials for enjoyment and
information for me.

WHEREAS, tobacco, alcohol, and other drug use has reached epidemic stages in the
United States, with the 15-24 year old age group dying at a rate which is higher than that of any
other age group; and
WHEREAS, in an effort to combat the continuing demand for drugs in our country, it is
imperative that our community launch a visible, unified prevention education effort directed
toward both youth and adult age groups; and
WHEREAS, Texans’ War on Drugs is sponsoring the Red Ribbon Campaign all across
our State during Red Ribbon Week, October 23 through October 31, 2011, to offer Texans the
opportunity to demonstrate their commitment to drug-free lifestyles; and
WHEREAS, individuals and groups in business, government, law enforcement,
education, religious institutions, athletic and service organizations, and others will demonstrate
their commitment to drug-free, healthy lifestyles by wearing and displaying Red Ribbons during
Red Ribbon Week; and
WHEREAS, the Coppell Police Department desires to present a uniformed and visible
commitment toward a drug-free community, particularly during the Texas Red Ribbon Week,
and plan to involve all segments of our community: schools, churches, businesses and industry,
media, and City employees.

RE: Barcel USA, L.L.C. Enterprise Zone – Public Hearing
Barcel USA, L.L.C. is seeking participation in the Texas Enterprise Zone program by
receiving an enterprise project designation. The Enterprise Zone program is a State
program and has no impact on the City of Coppell’s revenues. The program was created
at the State level to foster the growth of new jobs, but it can also be used as a retention
tool. Companies designated as an Enterprise Zone receive rebates of the State’s portion of
sales and use tax equal to $2,500 per employee for a period of five years.
For a company to qualify for the program, it must meet certain requirements and be
nominated for the program by the local government in which the business resides.
Requirements to be approved as an Enterprise Zone:
-The company must be designated by the local government in which the
business resides as a qualified Enterprise Zone.
-A public hearing must be held.
-The company must have a minimum of $5M in capital investment over the
five-year period.
-The company must maintain existing employment levels for the 5-year period.
The company, working with the local government, must complete the State application
process and file the application with the Office of the Governor. The State only accepts
applications quarterly. We are trying to meet the December 1st deadline with this
nomination.
Since the program requires a local nomination, the City must hold a public hearing for
each company applying for the program. This public hearing fulfills that requirement.
Barcel is expected to invest more than $5 million over the next five years with
improvements including leasehold improvement expansion and equipment. Barcel
anticipates that it will retain their current number of full-time positions and most likely
add additional employees over the next 5 year period.

Reinvestment Zone Number 57 was created by ordinance on December 11, 2007. The
tax abatement for Shaw Industries is a 75% abatement on business personal property for a
period of 5 years.

A RESOLUTION OF THE CITY OF COPPELL, TEXAS, APPROVING THE
TERMS AND CONDITIONS OF A TAX ABATEMENT AGREEMENT BY AND
BETWEEN THE CITY OF COPPELL, TEXAS AND SHAW INDUSTRIES, INC.;
AUTHORIZING ITS EXECUTION BY THE MAYOR; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council has been presented a proposed Tax Abatement Agreement by
and between the City of Coppell, Texas and Shaw Industries, Inc., a Georgia corporation, a copy of
which is attached hereto and incorporated herein by reference; and
WHEREAS, upon full review and consideration of the Agreement, and all matters related
thereto, the City Council is of the opinion and finds that the terms and conditions thereof should be
approved, and that the Mayor should be authorized to execute the Agreement on behalf of the City
of Coppell, Texas;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS, THAT:
SECTION 1. The Agreement attached hereto having been reviewed by the City Council of
the City of Coppell, Texas, and found to be acceptable and in the best interest of the City and its
citizens, be, and the same is hereby, in all things approved, and the Mayor is hereby authorized to
execute the Agreement on behalf of the City of Coppell, Texas.
SECTION 2. The Council finds that the lease of the improvements described in the
Agreement and the location of tangible personal property thereat, will enhance the economic
vitality of the community through a combination of new capital investment, increased sales tax
revenues, and the creation of additional job opportunities.
SECTION 3. The tax abatement to be granted by the Agreement will not include
inventory, and supplies.
SECTION 4. The City Manager delivered to the presiding officer of the governing body
of each taxing unit in which the property subject to the Agreement is located, a written notice

that the City of Coppell, Texas, intends to enter into the Agreement. The notice given by the
City Manager included a copy of the Agreement approved by this Resolution.
SECTION 5. This Resolution and the Tax Abatement Agreement are hereby approved
by the affirmative vote of the majority of the members of the City Council of the City of
Coppell, Texas, at a regularly scheduled meeting of the City Council.
SECTION 6. This Resolution shall become effective immediately from and after its
passage.

§ TAX ABATEMENT AGREEMENT
COUNTY OF DALLAS §
This Tax Abatement Agreement (the “Agreement”) is entered into by and between the City
of Coppell, Texas (the “City”), and Shaw Industries, Inc., a Georgia corporation (the “Lessee”),
acting by and through their authorized representatives.
W I T N E S S E T H:
WHEREAS, the City Council of the City of Coppell, Texas (the “City Council”), passed an
Ordinance (the “Ordinance”) establishing Tax Abatement Reinvestment Zone No. 57 (the “Zone”)
for the real property described in Exhibit “A” (the “Land”), for commercial/industrial tax
abatement, as authorized by the Property Redevelopment and Tax Abatement Act, Chapter 312 of
the Texas Tax Code, as amended (the “Tax Code”); and
WHEREAS, the City has adopted guidelines for tax abatement (the “Tax Abatement
Guidelines”); and
WHEREAS, the Tax Abatement Guidelines contain appropriate guidelines and criteria
governing tax abatement agreements to be entered into by the City as contemplated by the Tax
Code; and
WHEREAS, the City has adopted a resolution stating that it elects to be eligible to
participate in tax abatement; and
WHEREAS, in order to maintain and enhance the corporate commercial and industrial
economic and employment base of the Coppell area, it is in the best interests of the taxpayers for the
City to enter into this Agreement in accordance with the Ordinance, the Tax Abatement Guidelines
and the Tax Code; and
WHEREAS, in reliance on the expectation of the tax abatements provided herein, the
Lessee has leased approximately 263,625 square feet of office and warehouse/distribution space at
400 Dividend, Coppell, Texas 75019 (hereinafter defined as the “Leased Premises”) for a period of
at least eight (8) years (hereinafter defined as the “Lease”), said Leased Premises to serve as its local
distribution center of flooring products, and intends to locate and maintain Tangible Personal
Property (hereinafter defined) at the Leased Premises; and
WHEREAS, the development efforts of the Lessee described herein will create permanent
new jobs in the City; and
WHEREAS, the City Council finds that the contemplated use of the Improvements, and the
other terms hereof are consistent with encouraging development of the Zone in accordance with the
purposes for its creation and/or in compliance with the Tax Abatement Guidelines, the Ordinance ,
the Tax Code and all other applicable laws; and

WHEREAS, the City Council finds that the Improvements (hereinafter defined) sought are
feasible and practicable and would be of benefit to the Land included in the Zone and to the City
after expiration of this Agreement; and
WHEREAS, a copy of this Agreement has been furnished, in the manner prescribed by the
Tax Code, to the presiding officers of the governing bodies of each of the taxing units in which the
Property is located; and
WHEREAS, the City desires to enter into an agreement with the Lessee for the abatement
of taxes pursuant to Chapter 312 of the Tax Code as amended and the Lessee is willing to do so on
the terms and conditions herein set forth;
NOW, THEREFORE, in consideration of the mutual benefits and promises contained
herein and for good and other valuable consideration, the adequacy and receipt of which is hereby
acknowledged, including the expansion of primary employment, the attraction of major investment
in the Zone, which contributes to the economic development of the City and the enhancement of the
tax base in the City, the parties agree as follows:
Article I
Definitions
Wherever used in this Agreement, the following terms shall have the meanings ascribed
to them:
“Bankruptcy or Insolvency” shall mean the dissolution or termination of a party’s
existence as a going business, insolvency, appointment of receiver for any part of a party’s
property and such appointment is not terminated within ninety (90) days after such appointment
is initially made, any general assignment for the benefit of creditors, or the commencement of
any proceeding under any bankruptcy or insolvency laws by or against such party, and such
proceeding is not dismissed within ninety (90) days after the filing thereof.
“City” shall mean the City of Coppell, Texas.
“Effective Date” shall mean April 19, 2011, notwithstanding the date of execution and
delivery of this Agreement.
“First Year of Abatement” shall mean the calendar year beginning with January 1 of the
calendar year following the date of issuance of a certificate of occupancy by the City for the
Lessee’s occupancy of the Leased Premises.
“Force Majeure” shall mean any contingency or cause beyond the reasonable control of a
party including, without limitation, acts of God or the public enemy, war, riot, civil commotion,
terrorism, insurrection, adverse weather, government or de facto governmental action (unless

caused by acts or omissions of such party), fires, explosions or floods, strikes, slowdowns or
work stoppages.
“Freeport Goods” shall have the same meaning as assigned by Section 11.251 of the Tax
Code and Article VIII, Section 1-j of the Texas Constitution and located on the Property. Freeport
Goods does not include Goods in Transit.
“Goods in Transit” shall have the same meaning assigned by Tax Code, Section 11.253.
“Improvements” shall mean the building containing approximately 263,635 square feet of
office and warehouse/distribution space located at 400 Dividend, Coppell, Texas 75019.
“Land” means the real property described in Exhibit “A”.
“Lease” shall mean the lease of the Leased Premises by Lessee for a period of not less
than eight (8) years commencing on the Lease Inception Date.
“Lease Inception Date” shall mean July 8, 2011.
“Leased Premises” shall mean the Land and the Improvements.
“Lessee” shall mean Shaw Industries, Inc., a Georgia corporation.
“Tangible Personal Property” shall mean tangible personal property, equipment and
fixtures (but excluding supplies, inventory, Freeport Goods and Goods in Transit) owned or
leased by Lessee that is added to the Leased Premises subsequent to the Effective Date.
“Taxable Value” means the appraised value as certified by the Appraisal District as of
January 1 of a given year.
Article II
General Provisions
2.1 The Lessee has entered into the Lease. The Lessee intends to locate and maintain
Tangible Personal Property at the Leased Premises.
2.2 The Leased Premises are not in an improvement project financed by tax increment
bonds.
2.3 This Agreement is entered into subject to the rights of the holders of outstanding
bonds of the City.
2.4 The Leased Premises and Tangible Personal Property are not owned or leased by
any member of the City Council or any member of the Coppell Planning and Zoning Commission,
or any member of the governing body of any taxing units joining in or adopting this Agreement.

2.5 Lessee shall before May 1, of each calendar year that the Agreement is in effect,
commencing with the First Year of Abatement, certify in writing to the City that it is in
compliance with each term of this Agreement, applicable to the Lessee.
2.6 The Lessee acknowledges and covenants that the Land and the Improvements
constructed thereon at all times shall be used in the manner (i) that is consistent with the City’s
Comprehensive Zoning Ordinance, as amended, and (ii) that, during the period taxes are abated
hereunder, is consistent with the general purposes of encouraging development or redevelopment
within the Zone. The City acknowledges that the contemplated use of the Leased Premises as office,
warehouse and distribution center(s) is consistent with encouraging development of the Zone in
accordance with the purposes for its creation and in compliance with the city’s Comprehensive
Zoning ordinance.
Article III
Tax Abatement Authorized
3.1 The City represents and warrants that this Agreement is authorized by the Tax Code
and in accordance with the City Tax Abatement Guidelines, and approved by resolution of the City
Council.
3.2 Subject to the terms and conditions of this Agreement, the City hereby grants Lessee
an abatement of seventy-five percent (75%) of the Taxable Value of the Tangible Personal Property
for a period of five (5) consecutive years beginning with the First Year of Abatement. The actual
percentage of Taxable Value of the Tangible Personal Property subject to abatement for each year
this Agreement is in effect will apply only to the Tangible Personal Property that is added to the
Improvements subsequent to the Effective Date.
3.3 The period of tax abatement herein authorized shall be for a period of five (5)
consecutive years beginning with the First Year of Abatement.
3.4 During the period of tax abatement herein authorized, the Lessee shall be subject
to all taxation not abated, including but not limited to, sales tax and ad valorem taxation on land,
inventory and supplies.
3.5 The Lessee agrees to locate and maintain Tangible Personal Property at the
Leased Premises with a Taxable Value of at least Seven Hundred Fifty Thousand Dollars
($750,000.00) as of the First Year of Abatement and as of January 1 of each calendar year thereafter
during the term of this Agreement.
3.6 The term of this Agreement shall begin on the Effective Date and continue until
March 1, 2021, unless sooner terminated as provided herein.

Article IV
Improvements
4.1 The Parties agree that nothing in this Agreement obligates the Lessee to enter into
the Lease and/or occupy the Leased Premises for the full term of this Agreement, but said actions
are a condition precedent to tax abatement pursuant to this Agreement.
4.2 As a condition precedent to the initiation of the Lessee’s tax abatement pursuant to
this Agreement, the Lessee agrees to enter into the Lease on or before the Effective Date. As a
condition precedent to the Lessee’s continued receipt of tax abatement pursuant to this Agreement
the Lessee agrees and covenants, subject to events of Force Majeure, to continuously lease and
occupy the Leased Premises for a period of at least eight (8) years commencing on the Lease
Inception Date.
4.3 The Lessee agrees to maintain the Leased Premises during the term of this
Agreement in accordance with all applicable state and local laws, codes, and regulations.
4.4 The City, its agents and employees shall have the right of access to the Leased
Premises during the Lessee’s occupancy of the Leased Premises to inspect the Leased Premises
during Lessee’s normal business hours and with reasonable prior written notice to the Lessee, and in
accordance with the Lessee’s visitor access and security policies, in order to insure that the use of
the Leased Premises is in accordance with this Agreement and all applicable state and local laws
and regulations (or valid waiver thereof).
Article V
Default: Recapture of Tax Revenue
5.1 In the event the Lessee: (i) fails to occupy the Leased Premises in accordance with
this Agreement or in accordance with applicable State or local laws, codes or regulations; (ii) has
delinquent ad valorem or sales taxes owed to the City (provided Lessee retains its right to timely
and properly protest such taxes or assessment); (iii) suffers an event of “Bankruptcy or
Insolvency”; or (iv) breaches any of the terms and conditions of this Agreement which is not
otherwise cured within the applicable cure period, then the Lessee after the expiration of the notice
and cure periods described below, shall be in default of this Agreement. As liquidated damages in
the event of such default, the Lessee shall, within thirty (30) days after termination, pay to the City
all taxes which otherwise would have been paid by the Lessee to the City without benefit of a tax
abatement for the Tangible Personal Property, with interest at the statutory rate for delinquent taxes
as determined by Section 33.01 of the Tax Code, as amended, but without penalty. The parties
acknowledge that actual damages in the event of default termination would be speculative and
difficult to determine. The parties further agree that any abated tax, including interest as a result of
this Agreement, shall be recoverable against the Lessee, its successors and assigns and shall
constitute a tax lien against the Tangible Personal Property, and shall become due, owing and shall
be paid to the City within thirty (30) days after termination.

5.2 Upon breach by the Lessee of any obligations under this Agreement, the City shall
notify the Lessee in writing, who shall have thirty (30) days from receipt of the notice in which to
cure any such default. If the default cannot reasonably be cured within a thirty (30) day period, and
the Lessee has diligently pursued such remedies as shall be reasonably necessary to cure such
default, then the City may extend the period in which the default must be cured.
5.3 If the Lessee fails to cure the default within the time provided as specified above or,
as such time period may be extended, then the City at its sole option shall have the right to terminate
this Agreement, by written notice to the Lessee.
5.4 Upon termination of this Agreement by City, all tax abated as a result of this
Agreement, shall become a debt to the City as liquidated damages, as set forth in Section 5.1 above,
and shall become due and payable not later than thirty (30) days after a notice of termination is
provided. The City shall have all remedies for the collection of the abated tax provided generally in
the Tax Code for the collection of delinquent property tax. The City at its sole discretion has the
option to provide a repayment schedule. The computation of the abated tax for the purposes of the
Agreement shall be based upon the full Taxable Value of the Tangible Personal Property, without
tax abatement for the years in which tax abatement hereunder was received by the Lessee, as
determined by the Appraisal District, multiplied by the tax rate of the years in question, as
calculated by the City Tax Assessor-Collector. The liquidated damages shall incur penalties as
provided for delinquent taxes and shall commence to accrue after expiration of the thirty (30) day
payment period.
Article VI
Annual Application for Tax Exemption
It shall be the responsibility of the Lessee pursuant to the Tax Code, to file an annual
exemption application form with the Chief Appraiser of the Appraisal District in which the eligible
taxable property has situs. A copy of the exemption application shall be submitted to the City upon
request.
Article VII
Annual Rendition
The Lessee shall annually render the value of the Tangible Personal Property to the
Appraisal District and provide a copy of the same to the City upon written request.
Article VIII
Miscellaneous
8.1 Notice. Any notice required or permitted to be delivered hereunder shall be
deemed received three (3) days thereafter sent by United States Mail, postage prepaid, certified
mail, return receipt requested, addressed to the party at the address set forth below or on the day
actually received as sent by courier or otherwise hand delivered:

8.2 Authorization. This Agreement was authorized by resolution of the City Council
approved by its Council meeting authorizing the Mayor to execute this Agreement on behalf of the
City.
8.3 Severability. In the event any section, subsection, paragraph, sentence, phrase or
word herein is held invalid, illegal or unconstitutional, the balance of this Agreement shall stand,
shall be enforceable and shall be read as if the parties intended at all times to delete said invalid
section, subsection, paragraph, sentence, phrase or word.
8.4 Governing Law. This Agreement shall be governed by the laws of the State of Texas
without regard to any conflict of law rules. Exclusive venue for any action under this Agreement
shall be the State District Court of Dallas County, Texas. The parties agree to submit to the
personal and subject matter jurisdiction of said court.
8.5 Counterparts. This Agreement may be executed in any number of counterparts, each
of which shall be deemed an original and constitute one and the same instrument.
8.6 Entire Agreement. This Agreement embodies the complete agreement of the parties
hereto, superseding all oral or written previous and contemporary agreements between the parties
and relating to the matters in this Agreement, and except as otherwise provided herein cannot be
modified without written agreement of the parties to be attached to and made a part of this
Agreement.

8.7 Recitals. The determinations recited and declared in the preambles to this Agreement
are hereby incorporated herein as part of this Agreement.
8.8 Exhibits. All exhibits to this Agreement are incorporated herein by reference for all
purposes wherever reference is made to the same.
8.9 Assignment. This Agreement shall be binding on and inure to the benefit of the
parties to it and their respective heirs, executors, administrators, legal representatives, successors,
and permitted assigns. This Agreement may not be assigned by the Lessee without the prior
written consent of the City Manager.
8.10 Conditions Precedent. This Agreement is conditioned on and subject to the Lessee
providing a fully executed copy of the Lease to the City, within thirty (30) days after the date of
execution and delivery of this Agreement.
8.11 Employment of Undocumented Workers. During the term of this Agreement, the
Lessee agrees not to knowingly employ any undocumented workers and if convicted, by a final
non-appealable conviction, of a violation under 8 U.S.C. Section 1324a (f), the Lessee shall
repay the taxes abated herein as of the date of such final non-appealable conviction within 120
business days after the date the Lessee is notified by the City of such final non-appealable
conviction, plus interest at the rate of 6% compounded annually from the date of such final non-
appealable conviction until paid.
8.12 Right of Offset. The City may at its option, offset any amounts due and payable
under this Agreement against any debt (including taxes) lawfully due to the City from the
Lessee, regardless of whether the amount due arises pursuant to the terms of this Agreement or
otherwise and regardless of whether or not the debt due the City has been reduced to judgment
by a court.
