BM 2011-09-15 PZ MIN091511 Page 1 of 3 MINUTES OF SEPTEMBER 15, 2011 The Planning and Zoning Commission of the City of Coppell met in Pre-session at 6:00 p.m., and in Regular session at 6:30 p.m., on Thursday, September 15, 2011, in the Council Chambers of Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas. The following Commissioners were present: COMMISSIONERS: Edmund Haas – Vice Chairman Aaron Duncan Anna Kittrell Charles Sangerhausen Consuelo Tankersley Justin Goodale Also present were Planning Director, Gary Sieb; Assistant Planning Director, Marcie Diamond; City Planner, Matt Steer and Secretary, Juanita Miles. Chairman Greg Frnka was not present. ITEM # ITEM DESCRIPTION PRE-SESSION: (Open to the Public) 1. Briefing on the Agenda. The Planning Commission was briefed on each posted agenda item in the Workshop Session. No vote was taken on any item discussed. REGULAR SESSION: (Open to the Public) 2. Call to Order. Vice Chairman Haas called the meeting to order. 3. Consider approval of the minutes for August 18, 2011. Commissioner Sangerhausen made a motion to approve the minutes for August 18, 2011, as written. Commissioner Goodale seconded; motion carried (6-0), with Commissioners Goodale, Tankersley, Haas, Sangerhausen, Duncan and Kittrell voting in favor. None opposed. 4. PUBLIC HEARING: Consider approval of Case No. S-1247R, AT&T Mobility (First Assembly of God Church), a zoning change from S-1247 (Special Use Permit-1247) to S-1247R (Special Use Permit Revised-1247), to allow the co-location of antenna in the existing bell tower and an expansion of the shelter housing the equipment from 22’ x 20’ to 22’ x 30’, on .02 acres of property located at 200 S. Heartz Road, at the request of AT&T Mobility being represented by Dave Kirk, RWR Wireless. STAFF REP.: Matt Steer ITEM # ITEM DESCRIPTION MIN091511 Page 2 of 3 Presentation: City Planner, Matt Steer introduced this case to the Commission with exhibits. He mentioned seven notices were mailed to property owners within 200 feet of this request, none returned in favor or in opposition and stated that staff is recommending approval subject to conditions, which he read into the record. Dave Kirk, RWR Wireless, 7219 Westbrook Lane, Dallas, Texas, was present to represent this case before the Commission, to address any questions and stated that he was in agreement with staff’s recommendation. Public Hearing: Vice Chairman Haas opened the Public Hearing, asking for people who wanted to speak either in favor or opposition or wanted to comment on this request to come forward. No one spoke. Vice Chairman Haas closed the public hearing. Action: Commissioner Kittrell made a motion to approve Case No. S-1247R, AT&T Mobility (First Assembly of God Church), a zoning change from S-1247 (Special Use Permit-1247) to S- 1247R (Special Use Permit Revised-1247), subject to the following conditions: 1. The expansion, as well as the existing structure, shall be coated with stucco and painted the same grey as the tower. 2. Insure all proposed equipment is no taller than the height of the nine-foot, nine-inch CMU wall. Commissioner Duncan seconded; motion carried (6-0), with Commissioners Goodale, Tankersley, Haas, Sangerhausen, Duncan and Kittrell voting in favor. None opposed. 5. Discussion Item: Residential Urban Neighborhood (RBN) District STAFF REP.: Marcie Diamond There was discussion about the new Residential Urban Neighborhood (RBN) District by staff and the Commission and this item will be brought back to the Commission at a later date for further discussion. 6. Update on Council action for planning agenda items on September 13, 2011: A. Park West Commerce Center, Lot 3R, Block 5 (Lanvera), Site Plan, to allow the development of a 85,000-square-foot office/warehouse building to be located at 112 Wrangler Drive. B. Park West Commerce Center, Lot 3R, Block 5 (Lanvera), Replat, being a replat of Lot 3, Block 5 of Park West Commerce Center to abandon and establish various easements to allow the development of an office/warehouse building to be located at 112 Wrangler Drive.
