Call to Order Mayor Stover called the meeting to order, determined that a quorum was present and convened into Executive Session. 2. Executive Session Closed to the Public 1st Floor Conference Room Section 551.087, Texas Government Code - Economic Development Negotiations. A. Economic Development Prospects west of Northpoint Drive and south of Sandy Lake Road. B. Seek legal advice from the City Attorney concerning the settlement and land purchase agreements with the Billingsleys at Northlake. Discussed under Executive Session Section 551.074, Texas Government Code - Personnel Matters. C. City Manager Evaluation. Discussed under Executive Session Mayor Stover convened into Executive Session at 5:54 p.m. Mayor Stover recessed the Executive Session at 7:24 p.m. and opened the Regular Session. 3. Work Session Open to the Public 1st Floor Conference Room Discussion regarding Boards and Commissions. Discussion of Agenda Items. Pulled 4. Invocation 7:30 p.m. Dale Patterson with Hackberry Creek Church led those present in the Invocation. 5. Pledge of Allegiance Mayor Stover led those present in the Pledge of Allegiance. 6. Consider approval of a proclamation recognizing the week of October 25-31, 2011 as “MAGIC WEEK,” and authorizing the Mayor to sign. Mayor Stover read the proclamation for the record and presented the same to Aaron Maynard. A motion was made by Mayor Pro Tem Marsha Tunnell, seconded by Councilmember Tim Brancheau, that this Agenda Item be Approved . The motion PASSED by an unanimous vote. Aaron Maynard performed a few tricks for the audience. Consider approval of a proclamation naming the month of October "National Breast Cancer Awareness Month" and authorizing the Mayor to sign. Mayor Stover read the proclamation for the record and presented the same to Pink Soles in Motion and representatives of the Coppell Fire Department. A motion was made by Councilmember Brianna Hinojosa-Flores, seconded by Councilmember Marvin Franklin, that this Agenda Item be Approved . The motion PASSED by an unanimous vote. Presented USTA Representatives Ken McAllister and Robyn Readicker presented an award for Outstanding Facility to the Wagon Wheel Tennis Center. 9. Citizens’ Appearance Mayor Stover advised that no one signed up to speak. Regular Session 10. Consider approval of minutes: September 27, 2011. A motion was made by Mayor Pro Tem Marsha Tunnell, seconded by Councilmember Bob Mahalik, that this Agenda Item be Approved . The motion PASSED by an unanimous vote. City Manager, Clay Phillips made a presentation to the Council. A motion was made by Councilmember Tim Brancheau, seconded by Councilmember Marvin Franklin, that this Agenda Item be Approved . PUBLIC HEARING: Consider approval of an Ordinance for Case No.S-1247R, AT&T Mobility (First Assembly of God Church), a zoning change from S-1247 (Special Use Permit-1247) to S-1247R (Special Use Permit Revised-1247), to allow the co-location of antenna in the existing bell tower and an expansion of the shelter housing the equipment from 22’ x 20’ to 22’ x 30’, on .02 acres of property located at 200 S. Heartz Road and authorizing the Mayor to sign. Mayor Stover open the Public Hearing and advised no one signed up to speak. Gary Sieb, Director of Planning, made a presentation to the Council. Greg Nixa, 10533 Sulta Dr., Dallas, representing the applicant, was available for questions. A motion was made by Mayor Pro Tem Marsha Tunnell, seconded by Councilmember Bob Mahalik, to close the Public Hearing and Approve this Agenda Item . The motion PASSED by an unanimous vote. Public Service Announcements concerning items of community interest and no Council action or deliberation is permitted. Councilmember Hinojosa-Flores thanked the Fire Department for their Open House on October 9th.
