COPPELL ECONOMIC DEVELOPMENT COMMITTEE
October 5, 2011
MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, October 5, 2011 at Coppell
Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were
present: Gary Roden, Don Carroll, Kenneth Luttmer, Matt Hall, James Walker, Adam Darowski, David Apple,
Christi Greene, Scarlett Hovland, and Mindi Hurley. John Davis also attended.
Call to Order

Gary Roden called the meeting to order at 6:00 p.m.
Approval of Minutes: September 7, 2011

It was moved by James Walker and seconded by Ken Luttmer that the minutes of
September 7, 2011 meeting be approved. The motion passed unanimously.
Incentive Discussion

Mindi provided copies of a proposed Tax Incentive Guideline for Industrial Users, Office Users,
Business Retention and Business Expansion. This is the format that Mindi will present to City
Council.
Discussion followed regarding the following: presenting the guidelines to Brokers/Developers
associated with Coppell, guidelines needed for existing buildings, and to post guidelines on
website after City Council reviews.
It was recommended to add a disclaimer that each incentive request can be reviewed on a case by
case basis.
Mindi will revise the proposed Tax Incentive Guideline before presenting to City Council.
Abatement Tracking Discussion

James Walker provided copies of an incentive tracking spread sheet that he created.
Discussion followed.
It was suggested that commercial valuation be added to the spread sheet.
The committee agreed that the spread sheet would be very helpful in keeping track of the type of
abatement granted and how long the tenant stayed.
Strategic Plan Discussion – Presentation by the Redevelopment Sub-Committee.

Gary Roden and David Apple presented the redevelopment sub-committee’s notes regarding
their goals.
I. Identify and Designate area of the city as “hot spots” for redevelopment.
Discussion followed on the challenges, opportunities and actions needed to
achieve this goal.
II. Identify redevelopment incentives and funding sources
Discussion followed on the challenges, opportunities and actions needed to
achieve this goal.
III. Develop a plan to identify an initial developer/project to pioneer the
redevelopment process
Discussion followed on the challenges, opportunities and actions needed to
achieve this goal.
Discussion continued in regards to the rezoning classifications and the timeline
involved.
Chamber Update

Christi advised that the Golf tournament on Sept. 30 went well.
The “Taste of Coppell” had approximately 100 attendees. It was a nice event and went well.
Christi thought more advertising for the event would help to attract a larger attendance.

The chamber luncheons will be scheduled on the 4 Friday of every month at the Senior &
Community Center.
Businesses will be contacted one time in the near future for the contributions they would like to
make during the year, instead of making contact for every chamber event.
School District Update

David Apple reported that the Coppell CISD may be joining other school districts in a legal
challenge against the state's school funding system.
The North Lake property development will be breaking ground soon. David advised that it will
be 3 – 5 years before Coppell CISD builds a school at the North Lake property.
General Discussion and Update on Commercial and Industrial Projects

Mindi advised that six Coppell businesses participated in the Chamber Golf Tournament.
Mindi advised that the City Council will review a bid from the Edinburg Group for Amcat for the
old senior center buildings. Edinburg Group for Amcat is an insurance claims business.
Mindi shared that in this week’s Dallas Business Journal there is an article about Coppell and
the move of CCS Medical’s distribution center to our city.
Mindi reported that the October 1 Fall Festival in Old Town was a success. Reconstruction of
Bethel Road from east of Freeport Parkway through the intersection of S. Coppell Road/Mitchell
Street is scheduled to begin in November. The project also includes all infrastructure necessary
for the new "Town Square" south of Bethel Rd. and west of Coppell Rd. The Farmers Market
will move to a temporary location, one block south of the old site.
Mindi reviewed projects under construction and businesses that are now open or opening soon.
The Quick Trip completion target date is April 2012.
The available property analytics were reviewed.
With no further business to discuss, it was moved by Matt Hall and seconded by James Walker that the
meeting adjourn. By unanimous vote, the meeting was adjourned at 7:50 p.m.
