BM 2005-11-05 EcDev COPPELL ECONOMIC DEVELOPMENT COMMITTEE November 2, 2005 MINUTES The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, November 2, 2005 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present: Bill Rohloff, Bill Lowery, Larry Kingsbury, Jason Crawford, Jim Pranske, Marvin Franklin, Kris Fichtner, Kenneth Luttmer, Matt Hall, Gary Sieb, Mindi Hurley, Chad Beach, Matt Steer, City Manager Jim Witt, Councilmember Thom Suhy, and Scarlett Hovland. Call to Order 1.  Bill Rohloff called the meeting to order, determined that a quorum was present and convened into Executive Session. Introduction of Committee Members 2.  Bill Rohloff introduced and welcomed Jim Pranske. EXECUTIVE SESSION Convene Executive Session (Closed to the Public) 3. A. Section 551.072, Texas Government Code - Deliberation regarding Real Property. 1. Discussion regarding the sale of city property south of Bethel Road from Park Road to Freeport Parkway. Bill Rohloff convened into Executive Session at 6:00 p.m. as under the above-stated article and discussed Item 1. Rohloff recessed the Executive Session at 6:10 p.m. and opened the Regular Session. REGULAR SESSION (Opened to the Public) Approval of Minutes 4. It was moved by Larry Kingsbury and seconded by Jason Crawford that the minutes of the October 5, 2005 meeting be approved. The motion passed unanimously. Discussion and Consideration of Incentives for Project 5.  Mindi Hurley explained that Project Train is a company in the automotive industry, and is seeking a training facility for technicians who will work on models.  Project Train is looking at locating at 609 State Highway 121. They will occupy approximately 15,000-sq. ft. of this building.  The buildings located at 609 State Highway consists of three buildings totaling approximately 93,000 sq. ft. The developer is asking for an abatement incentive.  Discussion followed.  It was moved by Jason Crawford and seconded by Larry Kingsbury that Jackson Shaw be granted a 5-year, 50% tax abatement on real property with the intended use of office/warehouse lease for their three buildings given the LID and RUD rates to the property. Larry Kingsbury offered an amendment to the motion that a 5-year, 50% abatement of business personal property be granted to Project Train. The motion carried.  Mindi will present the proposal to City Council in December. Discussion of Collateral 6.  Mindi Hurley presented examples of marketing materials from surrounding cities.  Discussion followed.  Mindi will survey the brokers about what kinds of marketing appeals to them.  This discussion will continue at a future meeting. 7. Update on Goals and the Strategic Plan  Mindi presented the updated status report on goals and the strategic plan.  Retail sites will be added. General Discussion and Update on Commercial and Industrial Projects 8.  Belt Line Trade development to consist of a 23,336-sq. ft. office/warehouse building on three acres on the north side of Belt Line Rd., and 3,000 ft. east of North Lake Drive.  Crème de la Crème is scheduled to open this month.  Kidz Muze consisting of a 22,000-sq. ft. indoor recreation/entertainment center at 989 W. Sandy Lake Rd. was approved by City Council.  The Dinner Station consisting of a 1,906-sq. ft. food-assembly center at 757 S. MacArthur Blvd. was approved by City Council.  Montessori Academy will be locating along the north side of Fitness Court, 250 ft. west of Denton Tap Rod consisting of an 11,700-sq. ft. day care facility.  Hard Eight Pit Bar-B-Q Restaurant was approved to develop a 14,120-sq. ft. restaurant and private club, with outdoor seating and cooking area on 1.9 acres along the south side of Bethel Rd., east of Freeport Parkway.  Jim Witt updated the committee on his discussion with the Big 12. With no further business to discuss, it was moved by Larry Kingsbury and seconded by Kris Fichtner that the meeting adjourn.
