BM 2008-11-05-EcDev COPPELL ECONOMIC DEVELOPMENT COMMITTEE November 5, 2008 MINUTES The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, November 5, 2008 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present: Bill Rohloff, Gary Roden, Amanda O’Neal, Dornell Reese, Kenneth Luttmer, Bradley Snyder, Matt Hall, David Geeslin, Clay Phillips, Scarlett Hovland, and Mindi Hurley. Call to Order 1. Bill Rohloff called the meeting to order at 6:15 p.m. Approval of Minutes: October 1, 2008 2. It was moved by Gary Roden and seconded by Kenneth Luttmer that the minutes of October 1, 2008 meeting be approved as amended. The motion passed unanimously. Foreign Trade Zone Discussion for Point West 3.  Duke Realty is requesting that the City of Coppell establish Foreign Trade Zone status for its facilities, Point West Industrial. Point West Industrial is located at 240 Dividend in Coppell. The site comprises three facilities totaling 2,136,052 sq. ft. of space.  Mindi Hurley explained that a prospective tenant for the Point West site is requiring the Foreign Trade Zone. Coppell is competing with facilities at the Airport and Alliance that currently offer Foreign Trade Zone.  Discussion followed.  It was moved by Gary Roden and seconded by Kenneth Luttmer that a letter of intent to establish Foreign Trade Zone be submitted to the City Council for approval. The motion passed unanimously. . Project Delivery 4  Mindi Hurley advised that an existing business is contemplating relocating out of Coppell.  Discussion followed addressing incentives that could be offered.  Mindi will research and report back to the committee. Review of Incentives 5.  Mindi Hurley advised that surrounding cities s are making changes to incentives that are being offered to new developments.  Mindi reviewed some of the incentives being offered at this time by surrounding cities.  Discussion followed.  The committee advised that a survey be sent to the Brokers indicating what incentives would most be beneficial to their developers. Calendar of Events 6,  Mindi Hurley provided copies of a 2009 calendar of topics for the upcoming committee meetings. Mindi asked that the committee review and notify her of any changes to be made. Coppell Cup Challenge 7.  Mindi informed the committee that the Coppell Family YMCA is hosting a Coppell Cup Challenge.  The upcoming challenge will be held on November 14 at the Town Center Coppell Family YMCA beginning at 11:30 a.m. and ending at 4:30 p.m. Lunch will be served.  Team members include Kenneth Luttmer, Eric Hansen, Amanda O’Neal, Bradley Snyder, Greg Jenkins, and Bill Rohloff. . Chamber of Commerce Discussion 8  The chamber representative was not present. General Discussion and Update on Commercial and Industrial Projects 9.  Mindi reviewed projects under construction and businesses that are now open or opening soon.  The Special Events Community Center in Old Town is scheduled to receive the loan closing on November 25.  General Electric has leased Building 8 consisting of 18,000 sq. ft. at Vista Point II.  Mindi reviewed projects under construction and businesses that are now open or opening soon.  Sprouts will be locating to the Albertson’s grocery store site occupying 28,887 sq. ft. The Kirkland home is in the process of being relocated to the corner of Coppell Road and Bethel Road in Old Coppell.  Market Street will be opening in late December or early January.  Mindi invited committee members to City Manager Jim Witt’s retirement reception on December 16 beginning at 5 p.m. in the Town Center Atrium. Deputy City Clay Phillips will be sworn in as City Manager at the 6:30 Council meeting.  The December Economic Development meeting is cancelled. The committee will meet on Wed., Jan. 7, 2009 at 6 p.m. With no further business to discuss, it was moved by Bradley Snyder and seconded by Dornell Reese that the meeting adjourn.
