SF-12 & A to PD-246R-SF-12, to permit 22 single-family lots and one common area
lot on 20.28 acres of property located on the south side of Carter Drive,
approximately 925 feet west of Moore Road.
B. Carter Addition PH III, Revised Replat, being a replat of the Carter Addition
Phase III to re-subdivide the existing 24 single-family lots and two common area lots
into 22 single-family lots and one common area lot on 20.28 acres of property
located on the south side of Carter Drive, approximately 925 feet west of Moore
Road.
C. Case No. PD-214R5-C, Arbor Manors Retail, a zoning change request from PD-

The Planning and Zoning Commission of the City of Coppell met in Pre-session at 6:00 p.m., and in
Regular session at 6:30 p.m. adjourned and reconvened as The Capital Improvements Advisory
Committee, on February 16, 2012, in the Council Chambers of Coppell Town Center, 255 Parkway
Boulevard, Coppell, Texas. The following Commissioners were present:

Presentation:
Planning Director, Gary Sieb first presented this case at the December 19, 2011, Commission
meeting with exhibits and elevations and case history. He mentioned that a letter was received
from the applicant on February 2nd requesting a continuance of their case to the next
Commission meeting; therefore, Mr. Sieb asked that this item be continued to the March 22,
2012, meeting.
Action:
Chairman Haas made a motion to continue and hold this First Baptist Church of Coppell, Lot
1, Block A, Site Plan Amendment, under advisement to the March 22, 2012, meeting.
Commissioner Duncan seconded; motion carried (6-0), with Commissioners Goodale, Pritzlaff,
Haas, Sangerhausen, Duncan and Kittrell voting in favor. None opposed.
5. CONTINUED PUBLIC HEARING:
Consider approval of Case No. S-1255-C, The Learning Experience, a zoning change
request from C (Commercial) to S-1255-C (Special Use Permit-1255-Commercial), to
permit an approximate 11,000-square-foot day care to be located within the existing two-
story building, removal of a portion of the parking lot to accommodate the addition of a
5,150-square-foot outdoor play area with a rubber surface to be located at 123 East Sandy
Lake Road, approximately 600 feet east of Denton Tap Road, at the request of 3B
Developers, Inc, being represented by Bob Anderson, Plan Solution Architects.

Presentation:
Director of Planning, Gary Sieb introduced this continued case to the Commission with
exhibits. This item was continued from the January 19th Commission meeting due to the
absence of the representative from The Learning Experience to address the traffic, the
staggered drop-off and pick-up concerns from staff. He mentioned that 18 notices were mailed
to property owners within 200 feet of this request. None were returned in favor or in
opposition. He stated that staff is recommending a simple majority vote of approval subject to
conditions, which he read into the record.
Debra Oburn, The Learning Experience, CEO, 2701 SW 4th Street, Boynton Beach, Florida,
was present to represent this case, to address staff’s and Commission’s concerns with the traffic
flow in and out the facility on Sandy Lake Road and the staggered drop-off and pick-up times.
She stated agreement with staff’s recommendations.
Mike Garza, City of Coppell/Engineering, Coppell, Texas, addressed the Commission’s
concerns with the circulation of traffic flow in and out of the facility area, parking and median
cuts on Sandy lake Road.
Bob Buell, 3B Developers LLC, 17175 Proton Road, Dallas, Texas, made comments against
obtaining an SUP for two years for staff’s evaluation of the traffic and parking safety issues.

Chairman Haas continued the Public Hearing, asking for people who wanted to speak either in

Action:
After much discussion, Commissioner Goodale made a motion to approve Case No. S-1255-C,
The Learning Experience, a zoning change request from C (Commercial) to S-1255-C
(Special Use Permit-1255-Commercial), subject to the following revised conditions:
1. Agreement regarding how the traffic drop-off system works to insure no
parking/circulation problems.
2. Show location of existing trash enclosure (dashed line will suffice).
3. Insure brick used on proposed trash enclosure matches brick on main building (state on
Sheet A-2).
4. Dimension overall size of monument sign on Sheet A-2.
5. Need as-builts from engineer prior to CO.
6. Note: Planning Commission meeting is 1-19, not 1-9 on Sheet A-1.
7. Obtain the services of an off-duty police officer to direct large amount of heavy traffic
if needed.
Commissioner Duncan seconded; motion carried (7-0), with Commissioners Goodale, Pritzlaff,

6. PUBLIC HEARING:
Consider approval of Case No. PD-253-H, Old Town Water Tank/Office Addition, Lots 1
& 2, Block A, a zoning change request from H (Historic) to PD-253-H (Planned
Development-253-Historic) to establish a Detail Site Plan, to allow for the reuse of the
existing structures for office uses and to retain the existing empty water tank on 0.514
acres of property located at 616/618 South Coppell Road, at the request of The Edinburg
Group/dba Amcat, being represented by Allan Palmer.

(Historic) to PD-253-H (Planned Development-253-Historic), subject to the following
conditions:
1. Add a Planned Development Condition note to the Site/Landscape Plan stating the
deficiencies to the perimeter, interior and non-vehicular landscaping area and tree
requirements.
2. The wood door is proposed to have glass in the center. Revise the elevations and
rendering accordingly.

to allow for the reuse of the existing structures and a separate lot for retaining the existing
empty water tank on 0.514 acres of property located at 616/618 South Coppell Road, at
the request of the City of Coppell, being represented by Mindi Hurley.

Consider approval of Case No. PD-95R-SF-9, Shadow Ridge Estates I, Lot 10, Block A, a
zoning change request from PD-95-SF-9 (Planned Development-95-Single Family-9) to
PD-95R-SF-9 (Planned Development-95 Revised-Single Family-9), to allow for a 767.5-
square-foot garage expansion which encroaches into the required rear yard on 0.33 acres
of property located at 202 Southern Belle Drive, at the request of Jordon Musser.

Family-9), subject to the following conditions:
1. Need a letter from ONCOR allowing concrete paving over their easement.
2. A note being added to the SITE PLAN stating this addition is for the sole purpose of
adding a garage structure in a residential neighborhood for occupant use only.
Commissioner Goodale seconded; motion carried (7-0), with Commissioners Goodale,

9. PUBLIC HEARING:
Consider approval of Case No. PD-199R6-HC, Zimmer, a zoning change request from
PD-199R5-HC-S-1211R2 (Planned Development-199 Revision 5-Highway Commercial-
Special Use Permit-1211 Revision 2) to PD-199R6-HC (Planned Development-199
Revision 6-Highway Commercial), to revise the Detail Site Plan to allow a sign with a logo
which exceeds 20% of the area of the sign on 1.4 acres of property located at the
southwest corner of S.H. 121 and MacArthur Blvd. (697 E. Highway 121), at the request
of Cary Moon of Zimmer.

exhibits. She stated that staff is recommending denial because the sign does not comply with
the City of Coppell Sign Ordinance.

address questions and stated he was not in agreement with staff’s recommendation for denial.

opposition to denial.
10. PUBLIC HEARING:
Consider approval of a text amendment to add Article 18A, Residential Urban Neighborhood
District (RBN), to the Zoning Ordinance (Section 12-18A of the Code of Ordinances).
Presentation:
Assistant Director of Planning, Marcie Diamond introduced this item to the Commission with
exhibits. She stated that staff is recommending approval. (with revisions from the
Commission)

Pritzlaff, Frnka, Haas, Sangerhausen, Duncan and Kittrell voting in favor. None opposed.
11. Update on Council action for planning agenda items on February 14, 2012:
A. Case No. PD-246R-SF-12, Carter Addition PH III, a zoning change from SF-12 &
A to PD-246R-SF-12 , to attach a Detail Site Plan to permit 22 single-family lots
and one common area lot on 20.28 acres of property located on the south side of
Carter Drive, approximately 925 feet west of Moore Road.
B. Carter Addition PH III, Revised Replat, being a replat of the Carter Addition
Phase III, to re-subdivide the existing 24 single-family lots and two common area
lots into 22 single-family lots and one common area lot on 20.28 acres of property

F. Signature Living at Denton Creek, Lots 1 & 2, Block A, Minor Plat, to establish a
building site with required easements and fire lanes to allow a 57,708-square-foot
assisted living and memory care facility on Lot 1, Block A (5.3 acres of property)
with the remainder of vacant land being platted as Lot 2, Block A (6.1 acres of
property) located along the north side of East Sandy Lake Road, east of Riverview
Drive.
G. Case No. PD-214R5-C, Arbor Manors Retail, a zoning change from PD-214R2-C

mounted on an existing water tower and an equipment cabinet within the base of
the water tower located at 510 Southwestern Boulevard.
During the Pre-Session, Planning Director, Gary Sieb advised the Commission of Council’s
actions on February 14, 2012 and stated that Council approved items C-F, I and granted final
plat approval authority to the Commission for Rosebriar Estates. Items A and G were
postponed to the February 28th City Council meeting. Items B and H were denied and will be
reconsidered at the February 28th City Council meeting.
12. Director’s Comments.
Planning Director, Gary Sieb mentioned that the Workshop Session with the Planning
Commission, the City Council and the Economic Development Committee is tentatively
scheduled for April 4, 2012. He also reminded the Commissioners that the March Commission
meeting will be March 22nd, because of Spring Break.

Chairman Haas recused himself from the Capital Improvements Advisory Committee meeting, due to
conflict of interest and turned the meeting over to Vice Chairman Frnka.

Vice Chairman Frnka called the meeting to order.
2. Discussion concerning a recommendation to City Council on the Land Use Assumptions;
Water and Waste Water Capital Improvement Plans; Roadway Capital Improvement
Plan; the associated Impact Fee and the proposed Water and Waste Water Impact Fees.

Director of Planning, Gary Sieb introduced Civil Engineer, George Marshall from City of
Coppell/Engineering Department. Mr. Marshall then made his presentation to the Commission
with exhibits on Land Use Assumptions; Water and Waste Water Capital Improvement Plans;
Roadway Capital Improvement Plan; the associated Impact Fee and the proposed Water and
Waste Water Impact Fees. He addressed questions from staff and the Commission.
Jessica Brown, Freese & Nichols, Inc., (Consultants), 4055 International Plaza, Suite 200, Fort
Worth, Texas, addressed questions from the Commission.
Regular Session: Capital Improvements Advisory Committee (Open to the Public)
3. Consider approval of making a recommendation to City Council concerning the Roadway
Capital Improvement Plan and the associated Impact Fee.

After much discussion, Commissioner Sangerhausen made a motion to recommend approval to
City Council concerning the Roadway Capital Improvement Plan and to maintain the Roadway
Impact fees assessed at the currently collected $150 per service unit. Commissioner Kittrell
seconded; motion carried (5-1), with Commissioners Goodale, Frnka, Sangerhausen, Duncan
and Kittrell voting in favor. Commissioner Pritzlaff voted in opposition.
4. Consider approval of making a recommendation to City Council concerning Land Use
Assumptions, Water and Waste Water Capital Improvement Plans and the proposed
Water and Waste Water Impact Fees.

HISTORY: The existing church facility was built in the early 70’s under the existing Commercial and
Single Family-9 District regulations. The rear 20 feet of the area was zoned PD-106-SF-9
in 1988; however, the property was never platted for SF-9 uses. The extension of the

parking area into this residentially-zoned area was accommodated in March of 2003. A
Minor Plat was approved at the same time. In October of the same year, the church asked
for and received administrative approval from the Planning Director to construct a free
standing monument sign of approximately 55 square feet. That sign exists today with the
message that was approved in 2003. In 2004, a request to provide stealth antennas within
the steeple of the church was submitted by Verizon Wireless for approval. Since the
antenna would be totally shielded from view, it was administratively approved in
September, 2004.
TRANSPORTATION:
Denton Tap Road is a concrete, six-lane divided roadway, built to standard, within 100
feet of right-of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan of March 2011 shows this property as suitable for religious
use.
DISCUSSION:
At first glance, this request appears to be pretty straight-forward with little reason to
discuss the proposed physical alterations to the existing building. The applicant
proposes to add 740 square feet to the existing structure, resulting in a 64,000-square-
foot church. Also proposed is a covered drop-off at the front of the church and a
number of façade changes. Upon closer observation of these façade changes however,
there are questions regarding the architectural design of the proposal, especially as it
relates to the “old world architectural style” which we have encouraged over the years.
There is no question that the proposal will significantly change the appearance of the
church and give it a modernistic feel with the use of glass, the introduction of metal
“grids“ as a design element on the face of the building, and the highly contemporary
“floating” horizontal elements attached to the steeple structure. Absent from the
applicant’s submittal is the provision of calculations showing that the steeple height
complies with zoning requirements—a request staff made during the Development
Review Committee meeting with the applicant.
Notwithstanding the inclusion of this information on the submittal exhibits, what this
review boils down to is whether the existing “look” of Coppell is to be preserved
(especially along a Primary Image zone), or the remodeling of an existing structure in an
attempt to create a more contemporary building is to be permitted.
As the Planning Department strives to preserve and encourage our existing architectural
style, this form of Site Plan Amendment raises the question of where the community is

headed relative to its architectural design and heritage. As pointed out in our award
winning Comprehensive Plan:
“…preserving the integrity of what is good in the city” (pg. 3)
“The philosophy of the Plan is to preserve the character and quality of
…neighborhoods” (pg. 7)
“…built on the special aspects of the city’s existing character” (pg. 29)
“…a unique identity with …architecture reflecting local history, culture, and
other sense of community pride” (pg. 30)
“Encourage the use of materials…which reinforce the sense of Coppell as one
that is built for beauty…” (pg. 50)
Mentioned throughout the Plan are suggestions that major alterations which
significantly alter the appearance of recognized good urban design should be carefully
defined and enhance the beauty and character of the structure, not change it.
There is no question that the proposed modification to the church dramatically changes
the architectural character of the building. This proposal not only signifies a major
change in the appearance of a well-known church in this community, but also introduces
a number of questionable building materials that have value in certain areas of the city
such as the industrial and office districts, but certainly not on a landmark church.
ADDITIONAL DISCUSSION:
At the December 15, 2011 Planning Commission meeting, the Commission
continued this case to January so that a committee made up of Chairman Greg
Frnka, Commissioner Justin Goodale, and Planning Director Gary Sieb could
meet with the applicant and revise some elements of the façade—specifically the
areas shown with the metal material. The committee met on Friday, January 6,
2012. Conceptually, the proposed façade gained initial support of the committee,
but the applicant has asked for a continuance of the case until the February
Commission meeting in order for all back-up material (specifications of the façade
replacement, elevations, a new color board, approval of the church elders, etc.) to
be provided for Commission consideration. On February 2 we received a letter
(attached) asking to continue this case until the March 22 Commission hearing.
On March 14 we received yet another letter (attached) asking for continuance until
the April 19 Planning Commission meeting. Staff recommends CONTINUANCE
of this case until April 19.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The Zoning Ordinance states that churches and their improvements shall not be denied
unless the health, safety, and general welfare of the community is in danger (Sec. 12-30-
15). It is obvious these proposed alterations to the church do not threaten this community;
however, staff cannot support this site plan amendment for the First Baptist Church of
Coppell. It changes the character of the church, introduces a number of building materials

that are not compatible with the existing building, and ignores several vision statements
contained within the Comprehensive Plan.
With the proposed alterations to the building façade—specifically the metal
elements--the changes discussed at the January Planning Commission committee
meeting met with support. With those changes to the façade, staff can recommend
APPROVAL of the request.
ALTERNATIVES:
1. Recommend approval of the request.
2. Recommend disapproval of the request
3. Recommend modification of the request
4. Take under advisement for reconsideration at a later date.

HISTORY: This request is part of a 23-acre area commonly referred to as the
“Carter/Crawley” parcel. For several years a part of this land was used as practice
fields for youth soccer and baseball. In addition, a small parcel included a former
gas station used as a vehicle inspection station. The City purchased
Carter/Crawley in 2003 along with the station, removed it and other buildings,

and created a large development site over the next few years. After City
purchase, the soccer and baseball associations moved their practice fields to other
land in Coppell, and the land remained vacant for some time. Approximately two
years ago, the City was approached by a developer interested in creating a mixed
use concept plan to include office, housing, restaurant, and retail use. The City
was interested in the development proposal and over the intervening time frame,
staff has worked with this developer, briefed Council on progress, and entered
into engineering contracts to provide infrastructure, parking, and street layouts
that are just now being completed in anticipation of development of the residential
component of the Concept Plan. The Concept Plan was approved by Council in
April of 2011. This 3.9-acre request complies with the Plan and is requesting
approval of 44 patio-home lots and one common area.
TRANSPORTATION: Bethel Road is currently a two-lane asphalt road contained within a variable width
right-of-way. It is under construction to be a 28-foot wide concrete road, with
intermittently spaced angled parking.
Coppell Road, south of Bethel Road, that some of the proposed housing will front
upon, is a two-lane, improved, 36-foot wide concrete street with angled parking
within a 90-foot right-of-way.
SURROUNDING LAND USE & ZONING:

South: office/warehousing; LI (Light Industrial)

COMPREHENSIVE PLAN:
Coppell 2030, A Comprehensive Master Plan shows the property as suitable for
development in accordance with the Old Coppell Historic Special Area Plan.
That Plan shows residential development on this 3.9 acre site as reflected by this
proposal.
DISCUSSION: We are hopeful the financial support the city has expended on alleys,
infrastructure, streets and other expenditures on this property will result in some
exciting development options. The conceptual development approved by Council
in April, 2011, lays out a land use pattern that encourages a mixed-use product
type including office, retail, restaurant, commercial and residential use. The Plan
also includes relocation of our Farmer’s Market to a site on this property just west
of a portion of the proposed housing development.
This detailed development plan for the residential component of Carter/Crawley
envisions a single family, detached housing type and requests a series of 44 patio
homes that reflects an image of Old Coppell envisioned by the Plan. Narrow lots,
rear entry garages, minimal setbacks, front porches, a mixture of building
materials, all serve to create a special image for this portion of Old Coppell.
Specifically, as requested by this developer, lot sizes are basically 30 feet in width
by 100 to 110 feet in depth. Most residences are proposed to be 2 story units with
2 car rear-entry garages, and approach 40% lot coverage. Darling Homes has
contracted to build these residences, and exhibits submitted with the application

show a variety of elevations, giving the development a rather unique appearance
and feel, reflective of the image envisioned for Old Coppell. The lot plans also
show a landscape package that will be provided to each residential property. In
addition, all privacy fencing will be decorative metal creating an openness to the
overall development, very important with the minimal yards in this project. All-
in-all, this proposal meets the objectives of the Old Coppell Plan, and we can
support this application.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending APPROVAL of this request subject to:
1. Specify what type of ligustrum will be planted around ac units (Sheet L-1)
2. Submit side elevations of residences on corner lots and one typical interior building side
elevation.
3. Submit the proposed color palette.
4. Include an additional sheet with typical floor plans

HISTORY: As stated in the HISTORY section of the zoning request, this application is part of
a 23-acre area commonly referred to as the “Carter/Crawley” parcel. The
property was approved as a Final Plat in February, 2011. At that time, nine lots
were platted as development sites, as well as the major street rights-of-way. This
replat focuses on Lot 1 of Block F by proposing 32 patio-home lots, with alley
entrance, and on Lot 2 of Block G where the applicant is proposing 12 lots and a
common area, again with alley served patio home development.

TRANSPORTATION: Bethel Road is currently a two-lane asphalt road contained within a variable width
right-of-way. It is under construction to be a 28-foot wide concrete road, with
intermittently spaced angled parking.
Coppell Road, south of Bethel that 16 units of the proposed housing will front upon
is a two-lane, improved, 36-foot wide concrete street with angled parking contained
within a 90-foot right-of-way.
SURROUNDING LAND USE & ZONING:
North: roadway under construction; PD-250H (Historic)
South: office/warehousing; LI (Light Industrial)
East: vacant; PD-108R-8H (Historic)
West: roadway and building sites under construction; PD-250H (Historic)
COMPREHENSIVE PLAN:
Coppell 2030, A Comprehensive Master Plan, approved by Council in March
2011, shows the property as suitable for development in accordance with the Old
Coppell Historic Special Area Plan. That Plan shows residential development on
this 3.9-acre site as reflected by this proposal.
DISCUSSION: Because this plat follows the development pattern suggested by the Planned
Development request considered with the PD Detailed Site Plan, there are not a
lot of review comments to be made here. Basically, the applicant is asking for
approval of 44 single-family lots with minimum lot widths of 30 feet and
minimum depths of 95 feet. Each unit has a minimum front building line of five
feet and a rear minimum of ten feet. Alley widths are 20 feet with 15 feet being
paved on the east/west facing units and 18.5 feet for the north facing units. That’s
a lot of alley paving, but engineers feel these widths are necessary for drainage
conveyance. There are also three foot drainage easements between each dwelling
and additional setback minimums on corner lots. Because we supported the
development plan for the zoning change, and this plat follows the same pattern,
we can support this request.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending APPROVAL of this request with conditions.
1. Retitle Plat to read: “Replat Lots 1R-32R, Block F, Lots 2R-13R, Block G and Lot 2RX, Block G
Old Town Addition (being a replat of Lot 1, Block F and Lot 2, Block G)”
2. Additional comments maybe be added during detailed Engineering review
