CM 1957-04-15 THE STATE OF TEXAS COUNTY OF DALLAS The Town Council of the Town of Coppell, Texas, convened in Special. Meeting. on this the 15th day of April, 1957, with the follow- ing members present, to-wit: ., R.M. Johnson, Mayor ~ C.O. Mitchell, VirEil Grace, Aldermen E. E. karke r, Grover Lanham, Roy Liberto, Town Secretary constituting, a.quorum, when among, other proceedings had was the following: Mr. Mitchell introduced a proposed ordinance and made a motion ~9 the rules .requiring ordinances to be read at more than one separate meet- ~ ing be suspended, fort he reason stated in the emergency clause. The motion was seconded by Mr. Lanham. The motion prevailed by the following vote: AYES: Messrs. Mitchell, Grace, Parker and Lanham.. ?-- NOES.' None. Mr. Mitchell made a. motion that. the ordinance be passed finally. The motion was. seconded by Mr. Lanham. The motion carrying with it the final passage of the ordinance prevailed by t.he following, vote: AYES: Messrs. Mitchell,. Grace, Parker and Lanham. NOES: None. The Mayor requested to be recorded as voting "Aye" The ordinance as finally passed is as follows: AN ORDINANCE ANNEXING CERTAIN TERRITORY CONTIGUOUS TO AND ADJOINING THE TOWN OF COPPELL, TEXAS, TO THE TOWN OF COPPELL, TEXAS, AND DECLARING AN EMERGENCY WHEKEAS, the Mayor has certified to the Town Council of the Town of Coppell, Texas, the affidavit of John. H. Burns, Jr., Mrs. John H. Burns, Jr. and M. H. Rehwinkel, pertaining to the.vote of the inhabitants of the hereinafter described .territory with reference to the annexation of such territory to the Town of Coppell, Texas; and WHEREAS, the Town Council have investigated into said election and have determined that-such election was in all things regular and in con- formity with law, and that a majority, of. the inhabitants who are qualified to vote for members of the State Legislature, voted in favor of annexa- tion; and WHEREAS, the Town Council have investigated into and have determin- ed that it would be advantageous to the Town of Coppell, Texas, and its inhabitants, as well as the inhabitants of the hereinafter described territory, to annex such territory to the Town of Coppell, Texas; and WHEREAS, the Town Council have determined that such territory is contiguous to and adjoins the Town of Coppell, Texas, and that no part of such territory is more than one-half mile in width from the existing corporate limits of such Town; THEEEFOR, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF COPPELL, TEXAS: 1. That the territory described as follows: BEGINNING at the Northeast corner of the Town of Coppell, Texas; THENCE North 2640 feet; THENCE East 2640 feet; THNCE South parallel to and 2640 feet East of the corporate limits of the Town of Coppell, Texas, to the corporate limits of the City of Dallas, Texas, as established on first reading; THENCE Southwest along the corporate limits of the City of Dallas, Texas, as established on first reading, to a Northwest corner in the corporate limits of the City of Dallas, Texas; THENCE South along the corporate limits of the City of Dallas, Texas, as established on first reading, to an angle corner in the corporate limits of the City of Dallas, Texas; THENCE West along the corporate limits of the. City of Dallas, Texas, as established on first rading, to the East corporate limits of the Town of Coppell, Texas; THENCE North along the corporate limits of the Town of Coppell, Texas, to the place of Beginning. be and the same is hereby annexed to the Town of Coppell, Texas. 2. That from and after the passage of this ordinance, said territory shall be a part of said Town of Coppell, Texas, and the inhabitants thereof shall be entitled to all of the rights, privileges and immunities of all other citizens of the Town of Coppell, Texas, and shall be bound by all of the ordinances and regulations enacted pursuant to and in conformity with the General Laws of the State of Texas. The fact that the Town of Coppell, Texas, and its inhabitants, are in immediate need of the relief afforded by the provisions of this ordinance creates an emergency and an imperative public necessity demand- ing that any and all rules requiring ordinances to be passed at more than one meeting be suspended and that this ordinance take effect immediate- ly upon its passage, and it is so ordained. Shockey and Dr. Nina Fay Calhoun pertaining to the vote of the inhabitants of the hereinafter described territory with reference to the annexation of such territory.to the Town of Coppell, Terms; and WHEREAS, the Town Council have investigated into said election and have determined that such election was in all things regular and in con- fortuity with law, and that a majority of the inhabitants who are quali- fied to vote for members of the State Legislature, voted in favor of annexation; and WHEREAS, the Town Council have investigated into and have deter- mined that it would be advantageous to the Town of Coppell, Texas, and its inhabitants, as well as the inhabitants of the hereinafter described territory, to annex such territory to the Town of Coppell, Texas; and WHEREAS, the Town Council have determined that such territory is contiguous to and adjoins the Town of Coppell, Texas, and that no part of such territory is more than one-half mile in width from the exising corporate limits of sach Town; THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF COPPELL, TEXAS: 1. That the territory described 'as follows: BEGINNING at the Northeast corner of the Town of Coppell, Texas, as extended; THENCE West along the North corporate limits of the Town of Coppell, Texas, as extended, to a point in the North bank of Denton Creek; THENCE East with the meanders of the North bank of Denton Creek to a point which is 7920 feet East of the center line of Belt Line Road; THERE E South parallel to and 2640 feet East of the corporate limits of theTown of Coppell, Texas, as extended, to the corporate limits of the City of Dallas, Texas, as established on first reading; THENCE Northwest ard Southwest with the corporate limits of the City of Dallas, Texas, as establish- ed on first reading, to the corporate limits of the Town of Coppell, Texas, as extended; THENCE North with the East corporate limits of the Town of Cpppell, Texas, to the Northeast corner of the Town of Coppell, Texas, as extend- ed, and the place of Beginning. be and the same is hereby annexed to the Town of Coppell, Texas. 2. McDonald, pertaining to the vote of the inhabitants of the herein- after described territory with reference to the annexation of such territory to the Town of Coppell, Texas; and WHERE, the Town Council have investigated into said election and have determined that such election was in all things regular and in con- formity with law, and that a majority of the inhabitants who are quali- fied to vote for members of the State Legislature, voted in favor of annexation; and WHEREAS, the TOwn Council have investigated into and have deter- mined that it would be advantageous to the Town of Coppell, Texas, and its inhabitants., as well as the inhabitants of the hereinafter describ- ed territory, to annex such territory to the Town of Coppell, Texas; WHEREAS, the Town Council have determined that such territory is contiguous to and adjoins the Town of Coppell, Texas, and that no part of such territory is more than one-half mile in width from the existing corporate limits of such Town; THEREFOHE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF COPPELL, TEXAS: 1. That the territory described as follows: BEGINNING at the Northeast corner of the Town of Coppell, Texas, in the North bank of Denton Creek; THENCE in an Easterly direction with the meanders of the North bank of Denton Creek to a point which is 10,560 feet East of the center line of Belt Line Road; THENCE South parallel to and 264O feet East of the corporate limits of the Town of Coppell, Texas, as extended, to the corporate limits of the City of Dallas, as established on first reading; THENCE Northwesterly with the corporate of the City of Dallas, Texas, as established on first reading, to the corporate limits of the Town of Coppell, Texas, as extended; THENCE .North with the corporate limits of the Town of Coppell, Texas, as extended, to the place of Beginning. be and the same is hereby annexed to the Town of Coppell, Texas. 2. The Mayor requested to be recorded as voting "Aye" The ordinance as finally passed is as fellows: AN OHDINANCE ANNEXING CERTAIN TERRITOEY CONTIGUOUS TO AND ADJOINING THE TOWN OF COPPELL, TEXAS, TO THE TOWN OF COPPELL, TEXAS, AND DECLARING AN EMERGENCY. WHEREAS, T. J. McHale and wife, Katharine R. McHale, have presented a petition to the Town Council of the Town of Coppell, Texas, praying that certain lands, more particularly described in said petitionj be annexed to the Town of Coppell, Texas; and WHEREAS, the Town Council of the Town of Coppell, Texas, have investigated into and have determined that all of the facts contained in said petition are true and do hereby officially find: 1. That T. J. McHale and wife, Katharine R. McHale, are the owners of the land described in said petition. 2. That the land described in said petition ~ is located' entirely within Dallas County, Texas, and is contiguous and adjacent to the Town of Coppell, Texas, and on which less than three (3) qualified voters reside. 3. That none of the territory is more than one-half mile in width from the present Town Limits of the Town of Coppell, Texas. &. That said petition is acknowledged by every person owing an interest in said land. and; WHEREAS, the Town Council of the Town of Coppell, Texas, have investigated into and have determined that it would. be advantageous and beneficial to the Town of Coppell, Texas, and its inhabitants, as well as-the hereinafter described territory, to annex such territory to the Town of coppell, Texas; THEREFORE, BE IT ORDAINED BY THE TOW 00UNCIL OF THE TO~N OF COPPELL, TEXAS: I. That the territory-described as follows: BEGINNING at the North corporate limits of the Town of Coppell, Texas, adjoining the Northeast corner of the property of.Casey Irby; THENCE along the boundaries of a tract of land in the name of T. J. McHale and Katharine McHale. to include a lOO-foot strip fronting on State Road; THENCE along the boundaries of the McHale tract in a North and Easterly direction to include a 1OO-foo% strip fronting on Thweatt Road; THENCE back South and East along the boundaries of the McHale tract to the intersection of Garza and Belt Line Roads; THENCE South along the center line of Belt Line Road to the Northeast corner of the Irby property marking the North corporate limits of the Town of Coppell, Texas, on the West side of Belt Line THNCE along the North boundary line of the Irby property to the place of Beginning, said property within these boundaries includes a total of 59 acres, more or less. be and the same is hereby annexed to the Town of Coppell, Texas. 2. That from and after the passage of this ordinance, said territory shall be a part of said Town of Coppell, Texas, and the in- habitants thereof shall be entitled to all of the rights, Privileges and immunities of all other citizens of the Town of Coppell, Texas, and shall be bound by all of the ordinances and regulations enacted pursuant to and in conformity with the general laws of the State of Texas.
