The Town Council of the Town of Coppell, Texas, convened on this
the 1st day of July, 1957, with the following members present, to-wit:
R. M. Johnson, Mayor
C. C. Mitchell,
Geo. Corbin,
Aldermen
E. E. Parker,
Grover Lanham,
Roy Liberto, Town Secretary
constituting a quorum, when among other proceedings had was the following:
Mr. Mitchell introduced a proposed ordinance and made a motion that
the rules requiring ordinances to be read at more than one separate meet-
ing be suspended for the reason stated in the emergency clause.
The motion was seconded by Mr. Corbin.
The motion prevailed by the following vote:
AYES: Messrs. Mitchell, Corbin, Parker and Lanham.
NOES: None.
Mr. Mitchell made a motion that the ordinance be passed finally.
The motion was seconded by Mr. Corbin.
The motion carrying with it the final passage of the ordinance
prevailed by the following vote:
AYES: Messrs. Mitchell, Corbin, Parker and Lanham.
NOES: None.
The Mayor requested to be recorded as voting "Aye".
The ordinance as finally passed is as follows:
NO-013 AN ORDINANCE ANNEXING CERTAIN TERRITOEY CONTIGUOUS
TO AND ADJOINING THE TOWN OF COPPELL, TEXAS, TO
THE TOWN OF COPPELL, TEXAS, AND DECLARING AN
EMERGENCY.
WHEREAS, John W. Harrington has presented a petition to the Town
Council of the Town of Coppell, Texas, praying that certain lands, more
particularly described in said petition, be annexed to the Town of
Coppell, Texas; and
WHEREAS, the Town Council of the Town of Coppell, Texas, have
investigated into and have determined that all of the facts contained
in said petition are true and do hereby officially find:
1. Tbmt John W. Harrington is the owner of the
land described in said petition.
2. That the land described in said petition
is located entirely within Dallas County, Texas,
and is contiguous and adjacent to the Town of
Coppell, Texas, and on which less than three (3)
qualified voters reside.
3. That none of the territory is more than one-
half mile in width from the present Town Limits
of the Town of Coppell, Texas.
4. That said petition is acknowledged by every
person owning an interest in said land.
and;
WHEREAS, the Town Council of the Town of Coppell, Texas, have
investigated into and have determined that it would be advantageous
and beneficial to the Town of Coppell, Texas, and its inhabitants, as
well as the hereinafter described territory, to annex such territory
to the Town of Copiell, Texas;
THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF. THE TOWN OF
COPPELL, TEXAS:
1. That the territory described as follows:
Being part of the W. Perry Survey, Abstract
No. 1152, and
BEGINNING at a point in the North line of a
38.1 acre tract which point is the South line
of State Highway No. 40 and the West line of
a tract of land conveyed by A. C. Kicksey, et
ux, to the City of Dallas, out of said 38.1
acres, the same being the top of the West bank
of the East Fork of Trinity River;
THENCE West along the South line of said Road
140 feet;
THEACE Southerly 415 feet to a point 170 feet
West of the West line of a lot of land deeded
to the City of Dallas and at the top of the West
bank of the East Fork of the Trinity River;
THENCE East to the West of the lot of land
conveyed to the City of Dallas;
THENCE Northerly along the West line of said
tract of land conveyed to the City of Dallas
amd the top of the West bank of the East Fork
of the Trinity River to the place of Beginning.
be and the same is hereby annexed to the Town of Copioell, Texas.
2. That from and after the passage of this ordinance, said terri-
tory shall be a part of said Town of Coppell, Texas, ard the inhabitants
thereof shall be entitled to all of the rights, privileges and immunities
of all other citizens of the Town of Coppell,Texas, and shall be bound
by all of the ordinances and regulations enacted pursuant to and in
conformity with the general laws of the State of Texas.
The fact that the Town of Coppell, Texas, and its inhabitants,
are in immediate need of the relief afforded by the provisions of this
ordinance creates an emergency and an imperative public necessity demand-
ing that ~ny and all rules requiring ordinances to be passed at more than
one meeting be suspended, and that this ordinance take effect immediately
upon and after its passage, and it is so ordained.
Mr. Lanham introduced a proposed ordinance and made a motion that
the rules requiring ordinances to be read at more than one separate
meeting be suspended for the reason stated in the emergency clause.
The motion was seconded by Mr. Parker.

THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF
COPPELL, TEXAS:
1. That the territory described as follows:
BEGINNING at a point in the North right of way
line of Old U. S. Highway 77 at its inter-
section with the corporate limits of the Town
of Coppell, Texas, as extended;
THENCE East along the North.right of way line
of Old U.S. Highway 77 to the Southeast corner
of a tract of land conveyed to J. B. Barr, Jr.
by deed dated August 23, 1955, recorded in Vol.
4328, Page 604, Deed Records of Dallas County,
Texas;
THENCE North with' theEast line of said. Barr
tract to the South line of the John Jackson
Survey, Abstract No. 698; ~'~
THENCE West to the Northwest bank of Denton
Creek;
THENCE in a Northeasterly direction with the
meanderings of the North bank of Denton Creek
to its intersection with the West line of an
easement conveyed to Dallas Power & Light Co.
by two separate deeds, dated Dec. 5 and Dec. 28,
1956, re spectively;
THENCE Southwesterly with the West line of
said Dallas Power & Light Company easement
to the South right of way line of Old U. S.
Highway 77;
THENCE West along the South right of way line
of Old U. S. Highway 77 to the Northwest corner
of a tract of land conveyed to George W. and
John W. Harrington by deed recorded in Vol.
3693, Page 525, Deed Records, Dallas County,
Texas;
THENCE South with the West line of said
Harrington tract to its Southwest corner;
THENCE East along the South line of said
Harrington tract to the top of the West bank
of Elm Fork of Trinity River;
THENCE Southeasterly along the top of the West
bank of Elm Fork of Trinity River to the East
line of the W.Perry Survey, Abstract No. 1152;
THENCE South along the East line of said
Perry Survey to the North right of way line
of the St. Louis and Southwestern Ry.;
THENCE West with the North right of way line
of the St. Louis and Southwestern Ry. to the
East corporate limits of the Town of Coppell,
Texas;
THENCE North with the East corporate limits
of the Town of Coppell, Texas, to the place
of Beginning;
SAVE AND EXCEPT: a tract of land out of the
John Jackson Survey, Abstract No. 698, conveyed
to R. J. Barr by deed dated September 23, 1955.
be and the same is hereby annexed to the Town of Coppell, Texas.
2. That from and after the passage of this ordinance, said terri-
