COUNTY OF DALLAS
The Town Council of the Town of Coppell, Texas, convened in
Regular monthly meeting on this the 5th day of August, 1957 with
the following members present, to-wit:
R. M. Johnson, Mayor
C. C. Mitchell,
Virgil Grace,
Aldermen
E E Parker,
Grover Lanham,
Roy Liberto, Town Secretary
constituting a quorum, when among other proceedings had was
the following:
Mr. Mitchell introduced a proposed ordinance and made a
motion that the rules requiring ordinances to be read at more
than one separate meeting be suspended for the reason stated
in the emergency clause.
The motion was seconded By Mr. Lanham.
The motion prevailed by the following vote:
AYES: Messrs. Mitchell, Grace, Parker, Lanham and Corbin.
NOES: None
Mr. Mitchell made a motion that the ordinance be passed
finally.
The motion was seconded by Mr. Lanham.
The motion carrying with it the final passage of the ordinance
prevailed by the following vote:
AYES: Messrs. Mitchell, Grace, Parker, Lanham and Corbin.
NOES: None.
The Mayor requested to oe recorded as voting "Aye".
The ordinance as finally passed is as follows:
NO-015 AN ORDINANCE PROVIDING FOR THE APPOINTMENT
0F A TOWN SECRETARY FOR THE TOWN OF COPPELL,
TEXAS, AND DECLARING AN EMERGENCY.
WHEREAS, heretofore, the Town of Coppell, Texas, has adopted
the policy of electing a Town Secretary, and
WHEREAS, the Town Council of the town of Coppell, Texas, have
investigated into and have determined that it would be to the
benefit of the Town and its inhabitants, to provide for the
appointment of a town Secretary;
WEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF
C0PPELL, TEXAS:
1. That immediately after the Town Council shall have
qualified, pursuant to the annual election of officers, the
Mayor, with the approval of a two-thirds majority vote of the
Town Council, shall appoint a Town Secretary, who shall hold
office until his successor shall have been appointed and qualified.
2. That the Town Secretary may be removed from office at any
time for cause by a resolution adopted by a two-thirds majority
vote of all the Aldermen elected, provided that the Town
Secretary may make application for a public hearing within
ten (10) days after the adoption of such resolution and such
removal shall be held in abeyance' until after a public hearing
has been had.
3. That the salary of tthe Town Secretary shall be established
by the Town council and may be raised or lowered from time to
time as may oe determined expedient by the Town Council.
The fact that the provisions of this ordinance are needed
immediately creates an emergency and an imperative public
necessity, demanding that the rules requiring ordinances to
be passed at more than one separate meeting be suspended, and
that that this ordinance take effect immediately after its
passage, and it is so ordained.
