The City Council of the City of Coppell met in Regular Called Session on Tuesday, October 23, 2012, at 6:00 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Call to Order Mayor Hunt called the meeting to order, determined that a quorum was present and convened into Executive Session at 6:10 p.m. 2. Executive Session (Closed to the Public) 1st Floor Conference Room Section 551.087, Texas Government Code - Economic Development Negotiations. A. Discussion regarding economic development prospects north of Creekview and east of Royal Lane. Discussion regarding property purchases and matters concerning property located at Northlake. Seek legal advice concerning Grocery Store and Convenience Store Zoning and TABC Permitting. Discussed under Executive Session 3. Work Session (Open to the Public) 1st Floor Conference Room Mayor Hunt adjourned the Executive Session at 6:49 p.m. and convened into Work Session. A. Presentation on the 2012 Citizen Satisfaction Survey. B. Discussion regarding Residential Speed Limits. C. Boards and Commissions Appointment Process. Presented in Work Session Regular Session Mayor Hunt adjourned the Work Session and reconvened into Regular Session. 4. Invocation 7:30 p.m. Pastor Wayne McDonald with Metrocrest Community Church gave the Invocation. 5. Pledge of Allegiance Mayor Hunt led those present in the Pledge of Allegiance. 6. Consider approval of a Proclamation naming the week of October 23 through October 31, 2012 as "Red Ribbon Week," and authorizing the Mayor to sign. Mayor Hunt read the proclamation for the record and presented the same to Officer RJ Harr, Chief Mac Tristan and McGruff the Crime Dog. A motion was made by Councilmember Gary Roden, seconded by Councilmember Billy Faught, that this Agenda Item be approved. The motion passed by an unanimous vote. A motion was made by Councilmember Marvin Franklin, seconded by Councilmember Wes Mays, that this Agenda Item be approved. The motion passed by an unanimous vote. Report by Park and Recreation Board. Jack Clark, Vice President, gave the Board's semi-annual report. 12. Presentation Regarding the 2012 Coppell Citizen Satisfaction Survey. Ray Turco made a presentation to Council on the 2012 Coppell Citizen Satisfaction Survey. 13. Citizens' Appearance Mayor Hunt asked for those who signed up to speak: 1) Thomas Burrows, 138 Wynnpage Rd., spoke in regards to the water on Denton Tap Rd. 2) Thomas Burrows, 138 Wynnpage Rd., spoke in regards to voting assistance. 3) Thomas Burrows, 138 Wynnpage Rd., spoke in regards to his alleyway. 4) Thomas Burrows, 138 Wynnpage Rd., spoke in regards to trees. 14. Public Hearing: Conduct a public hearing concerning the proposed Annexation and Service Plan for 25.904 acres of property generally located northeast of the existing city limit line, east of MacArthur Blvd. and north of Sandy Lake Road, into the City of Coppell, Dallas County, Texas. Presentation: Gary Sieb, Director of Planning, made a presentation to Council. A motion was made by Councilmember Billy Faught, seconded by Councilmember Marvin Franklin, to close the Public Hearing. The motion passed by an unanimous vote. City Manager Reports Project Updates and Future Agendas. City Manager Clay Phillips reported that Oncor will be on-site at Sandy Lake Road beginning tomorrow to continue the utility project. Ken Griffin, Director City of Coppell, Texas Page 5 City Council Minutes October 23, 2012 of Engineering, believes the bidding of the road construction project will begin at the new year. Mr. Phillips also reminded Council that there is one meeting in November and one meeting in December with a Work Session on October 30th at 6:30 p.m. 20. Mayor and Council Reports A. Report by Mayor Hunt on OakFest. B. Report by Mayor Hunt regarding Make a Child Smile and the Holiday Food Drive. C. Report by Mayor Hunt on the Lighted Parade and Tree Lighting Celebration. Mayor Hunt reported that the City will once again sponsor the special holiday program called Make a Child Smile. This annual program benefits children living in the City of Coppell by providing holiday gifts for those families who need a little extra help. Anyone may stop by the City Manager's Office in Town Center between Nov. 1 and Dec. 7 to select a paper ornament, then purchase a gift of clothing and/or a toy for the child, and return the wrapped gift to the City Manager's Office with the paper ornament attached. The program goal is to provide at least one toy and one article of clothing for each child. City staff will deliver the gifts prior to Christmas. Ornaments are available for check-out Monday through Friday, 8 am to 5 pm. You may also contact or email Scarlett Hovland or Debbie Cravey in the City Manager's Office. The City is also hosting a Food Drive this holiday season. Drop boxes will be located at Town Center and the Library where item(s) can be dropped off. A list of suggested non-perishable items is available on the city's website. City staff will deliver the donated items to Christian Community Action. CCA provides 1,600 holiday food baskets and distributes non-perishable food, personal care supplies and cleaning goods from their pantry to 600 families per week. Donations will be accepted from November 1 through December 31. Finally, the Lighted Parade and Tree Lighting Celebration is just around the corner on December 1st! This year's theme is "Parade of Trees." The Lighted Parade will begin at 6:30pm from the UPS parking lot across the street from St. Ann's. Following the parade is the Tree Lighting Ceremony at the Plaza. A few friends from the North Pole will be visiting: Rudolph, Frosty, a few of the Elves and of course Santa and Mrs. Clause! There will be fun holiday treats and warm beverages along with entertainment. 21. Council Committee Reports A. Carrollton/Farmers Branch ISD/Lewisville ISD - Faught and Roden B. North Texas Commission - Roden K. Senior Adult Services - Franklin A. Councilmember Faught reported that Navajo Indian Talker, Chester Nes, sopke to the RL Turner High School History Class. He assisted with the unbreakable code during WWII, which was declassified in 1968. Riverchase Elementary School parent, Stacy Sullivan, wore a star costume to encourage students to read. Finally, Ranchview Band earned superior ratings and moved onto Area Competition. Councilmember Roden announced that the Lewisville High School held its Grand Re -Opening on October 9th. B. Councilmember Mays reported on the tragic deaths of two students at Coppell High School. Prayer vigils were held at various locations thorughout the week and extra grief counselors were on-site for students and staff. C. Councilmember Faught announced the "Minute to Win it" Winners were: Frank Chavet, Pat Lindop and Bernd Braun. The Senior of the Month was Jaci Parrish. The following are activities for November: November 7th - Veteran's Day Program; November 8th - Tea Luncheon and Trolley Tour of Historical McKinney; November 10th - Craft Fair; November 13th - Supper Club at Copeland's in Southlake; November 29th - Trip to Winstar. D. Mayor Hunt said DRMC is looking at a variety of items and are working with the neighboring areas to pull together transportation issues. E. Nothing to report. F. Nothing to report. G. Councilmember Mays attended the Board Meeting on September 27th. The Board approved the name change to Metrocrest Community Clinic. The next Board Meeting will be October 25th. H. Councilmember Franklin said the next Board Meeting is October 24th. I. Councilmember Duncan reported on High Speed Rail Initiatives and discussed the various preliminary reviews being studied. NCTCOG has also applied for grants through the EPA and is looking at Sustainable Streets with the City of Arlington. J. Councilmember Roden announced the next Board Meeting is November 15th during TML at the Gaylord Hotel with a reception to follow for Elected Officials. 22. Public Service Announcements concerning items of community interest and no Council action or deliberation is permitted. Nothing to report. 23.
