BM 2012-07-05 MINUTES OF JULY 5, 2012 BOARD OF ADJUSTMENT The Board of Adjustment of the City of Coppell met in Regular Session on Thursday, July 5, 2012, at 7:00 p.m., in the Council Chambers at Town Center, 255 Parkway Boulevard, Coppell, Texas. The following members were present: In attendance: Absent: Mark LeGros, Vice Chairperson Donald Perschbacher, Chairperson Laura Ketchum, Board Member Melinda Gillam, Alternate Board Member Douglas Robinson, Board Member Mark Holmstrup, Alternate Board Member John Hirschy, Board Member Kathie Troy-Rucker, Alternate Board Jeffrey Turner, Alternate Board Member Also present: Michael Arellano, Chief Building Official Amy Swaim, Administrative Technician REGULAR SESSION Item 1: Call to Order. Vice Chairperson LeGros called the meeting to order at 7:05 p.m. Item 2: Approval of the March 1, 2012, minutes. Motion by Board Member Ketchum, second by Board Member Robinson, to approve the March 1, 2012, minutes as presented. AYE: Ketchum, Robinson, Hirschy, Turner, LeGros. NAY: None. The motion carried 5-0. Item 3: Public Hearing to consider approval of a variance from Section 12-35-2.B.2(a)i of the City of Coppell Zoning Ordinance to allow an accessory building (carport) with rear alley access to encroach into the 20-foot setback by approximately 13-feet for the property located at 156 Glenwood Drive. Mr. Arellano summarized the request, noted the zoning for the property as SF-7, and cited Section 12-35- 2.B.2(a)i of the zoning ordinance. He explained the subject home was, at one time, the model home/office for the builder, and the office area was never converted into a garage when the property was sold as a single family home. He stated the applicant is requesting the variance in order to build a carport to provide protection for her vehicles. Mr. Arellano indicated he received six (6) signatures in support of the proposed carport. He stated Staff recommends denial of the request. Virginia Walter, property owner, began by stating she has two (2) neighbors who would have clear visibility of the proposed structure. She indicated both neighbors were in support of the request and felt as though the carport would not detract from the neighborhood. Ms. Walter explained when she purchased the house, she was aware of the fact it contained two (2) living areas, which was important to her. However, she and other BOAm07052012 Page 1 of 2 family members have since sustained $14,000 in hail damage to their vehicles from having no overhead protection, which is why she is requesting the variance. Motion by Board Member Ketchum, second by Board Member Hirschy, to approve the variance from Section 12-35-2.B.2(a)i of the City of Coppell Zoning Ordinance to allow an accessory building (carport) with rear alley access to encroach into the 20-foot setback by approximately 13-feet for the property located at 156 Glenwood Drive. AYE: None. NAY: Ketchum, Robinson, Hirschy, Turner, LeGros. The motion failed 0-5.
