The Town Council of the Town of Coppell, Texas, convened on this
the 25th day of August, 1960, with the following members present,
to-wit:
W. T. Cozby, Mayor
John Burns,
Frank Harwell,
Aldermen
E. E. Parker,
C. T. Waters,
Bill Harwell, Town Secretary
constituting a quorum, when among other proceedings had was the
following:
Mr. Waters introduced a proposed ordinance and made a motion
that the rules requiring ordinances to be read at more than one
separate meeting be suspended for the reasons stated in the emergency
clause.
The motion was seconded by Mr. Burns.
The motion prevailed by the following vote:
AYES: Messrs. Burns, Harwell, Parker and Waters.
NOES: None.
Rjr. Waters made a motion that the ordinance be passed finally.
The motion was seconded by Mr. Burns.
The motion carrying with it the final passage of the ordinance
prevailed by the following vote:
AYES: Messrs. Burns, Harwell, Parker and Waters.
NOES: None.
The Mayor requested to be recorded as voting "Aye".
The ordinance as finally passed is as follows:
No. 020 AN ORDINANCE ANNEXING CERTAIN TERRITORY CONTIGUOUS
TO AN ADJOINING THE TOWN OF COPPELL, TEXAS, TO
THE TOWN OF COPPELL, TEXAS, AND DECLARING AN
EMERGENCY.
WHEREAS, the Mayor has certified to the Town Council of the Tom
of Coppell, Texas, the affidavit of Mrs. Ervin W. Beal, A. W. Butler
and Mrs. A. W. Butler, pertaining to the vote of the inhabitants of
the hereinafter described territory with reference to the annexa-
tion of such territory to the Town of Coppell, Texas; and
WHEREAS, the Town Council have investigated into said election and
have determined that such election was in all things regular and in con-
formity with law, and that a majority of the inhabitants who are qualified
to vote for members of the State Legislature voted in favor of annexation;
and
WHEREAS, the Town Council have investigated into and have determined
that it would be advantageous to the Town of Coppell, Texas, and its
inhabitants, as well as the inhabitants of the hereinafter described terri-
tory, to annex such territory to the Town of Coppell, Texas; and
WHEREAS, the Town Council have determined that such territory is
contiguous to and adjoins the Town of Coppell, Texas, and that no part of
such territory is more than one-half mile in width from the existing
corporate limits of such Town;
THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OFCOPPELL,
TEXAS:
1. That the territory described as follows:
BEGINNING at the most northern Northwest corner
of the Town of Coppell, Texas, at the inter-
section of Denton Extension Road and the North
bank of Denton Creek;
THENCE North to the Denton-Dallas County Line;
THENCE West with the Denton-Dallas County Line
two thousand six hundred forty (2640) feet;
THENCE South to a point two thousand six hundred
forty (2640) feet North of the North bank of
Cottonwood Creek;
THEhGE southwesterly parallel toand two thousand
six hundred forty (2640) feet North of the North
bank of Cottonwood Creek to a point two thousand
six hundred forty (2640) feet West of the most
westerly West corporate limits of the Town of
Coppell, Texas;
THENCE South parallel to and two thousand six hundred
forty (2640) feet West of the west corporate limits
of the Town of Coppell, Texas, to a point in the
centerline of Cotton Road;
THENCE East with the centerline of Cotton Road to
the West corporate limits of the Town of Coppell,
Texas;
THENCE North with the West corporate limits of the
Town of Coppell, Texas, to a Northwest corner of
the Town of Coppell, Texas;
THENCE Southwest with the corporate limits of the
Town of Coppell, Texas, to the North bank of
Cottonwood Creek;
THENCE Northeasterly with the North bank of Cotton-
wood Creek to a West corporate limit line of the
Town of Coppell, Texas;
THENCE North with the corporate limits of the
Town of Coppell, Texas, to the place of Beginning.
be and the same is hereby annexed to the Town of Coppell, Texas.
2. That from and after the passage of this ordinance, said terri-
tory shall be a part of said Town of Coppell, Texas, and the inhabitants ,'--I'
thereof shall be entitled to all of the rights, privileges and izmnunities
of alI other citizens of the Town of Coppell, Texas, and shall be bound
by all of the ordinances and regulations enacted pursuant to and in con-
formity with the General Laws of the State of Texas.
The fact that the Town of Coppell, Texas, and its inhabitants,
are in immediate need of the relief afforded by the provisions of this
ordinance creates an emergency and an imperative public necessity demand-
ing that any and all rules requiring ordinances to be passed at more
than one meeting be suspended, and that this ordinance take effect
immediately upon its passage, and it is so ordained.

fortuity with law, and that a majority of the inhabitants who are qualified

that it would be advantageous to the Town of Coppell, Texas, and its
inhabitants, as well as the inhabitants of the hereinafter described
territory, to annex such territory to the Town of Coppell, Texas; and
WHEREAS, the Town Council have determined that such territory is
contiguous to and adjoins the Town of Coppell, Texas, and that no part of

No. 022 AN ORDINANCE ANNEXING CERTAIN TERITORY CONTIGUOUS
TO AND ADJOINING THE TOWN OF COPPELL, TEXAS, TO
THE TOWN OF COPPELL, TEXAS, AND DECLARING AN

Mrs. J. M. Johnson, pertaining to the vote of the inhabitants of the
hereinafter described territory with reference to the annexation of
such territory to the Town of Coppell, Texas; and
WHEREAS, the Town Council have investigated into said election and
have determined that such election was in all things regular and in
conformity with law, and that a nsjority of the inhabitants who are
qualified to vote for members of the State Legislature voted in favor
of annexation; and
WHEREAS, the Town Council have investigated into and have deter-
mined that it woulld be advantageous to the Town of Coppell, Texas, and
its inhabitants, aa well as the inhabitants of the hereinafter describ-
ed territory, to annex such territory to the Town of Coppell, Texas; and
WHEREAS, the Town Council have determined that such territory is
contiguous to and adjoins the Town of Coppell, Texas, and that no part
of such territory is more than one-half mile in width from the existing
corporate limits of Such Town;
THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OFTHE TOWN OF
COPPELL, TEXAS:
1. That the territory described as follows:
BEGINNING at the most westerly Northwest corner
of the Town of Coppell, Texas, in the Northwest
right-of-way line of State Highway No. 121;
THENCE Southwest with the Northwest right-of-
way line of State Highway No. 121 to a point
in the corporate limits of the City of Grapevine,
Texas;
THENCE South with the corporate limits of the
City of Grapevine, Texas, to the Southeast
right-of-way line of State Highway No. 121,
continuing South with the Dallas-Tarrant County
Line to a point due West of the Southwest
corner of the Town of Coppell, Texas;
THENCE East to the corporate limits of the Town
of Coppell, Texas;
THENCE North with the West corporate limits of
the Town of Coppell, Texas, to the place of
Beginning.

The motion carrying with it the adoption of the resolution prevailed
by the following vote:

The resolution as adopted is as follows:
A RESOLUTION DIRECTINGTHE ATTORNEY FOR THE TOWN
OF COPPELL, TEXAS, TO TAKE ANY AND ALL ACTIONS
NECESSARY, REGUISITE AND CONVENIENT TO REQUIRE
LONE STAR GAS COMPANY TO PROCURE A FRANCHISE
PRIOR TO ANYU FURTHER OPERATION IN THE TWON OF
COPPELL, TEXAS, BY LINE STAR GAS COMPANY.
WHEREAS, the Town Council of the Town of Coppell, Texas, has
been advised that Lone Star Gas Company proposes to build a pipeline
for the transportation of natural gas through the Town of Coppell,
Texas, over, through and under the streets, alleys and other public
places within the corporate limits of the Town of Coppell, Texas;
WHEREAS, Lone Star Gas Company does not have a franchise to
operate a system of pipelines over, under or through the streets,
alleys or other public places within the corporate limits of the
Town of Coppell, Texas; and
WHEREAS, the Town Council of the Town of Coppell, Texas, has
on numerous occasions advised the representatives of Lone Star Gas
Company that it would be necessary for Lone Star Gas Comply to have
a franchise to use the streets, alleys, and other public places with-
in the corporate limits of the Town of Coppell, Texas, in its operations
and have requested the representatives of Lone Star Gas Company to
procure such a franchise;
NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN
OF COPPELL, TEXAS:
That the attorney for the Town of Coppell, Texas, Shirley W.
Peters, be instructed and directed to take any and all actions necessary,
reqiosite and convenient to require Lone Star Gas Company to negotiate
and enter into a frranchise agreement with the Town of Coppell, Texas,
prior to the extension of any of its operations within the corporate
limits of the Town of Coppell, Texas.
