The Town Council of the Town of Coppell, Texas, convened on this
the 3rd day of October, 1960, with the following members present, to-wit:
W. T. Cozby, Mayor
~--' John Burns,
E. E. Parker,
Aldermen
L. A. Johnson,
C. T. Waters,
Bill Harwell, Town Secretary
constituting a quorum, when among other proceedings had was the following:
Mr. Burns introduced a proposed ordinance and made a motion that the
rules requiring ordinances to be read at more than one separate meeting be
suspended for the reasons stated in the emergency clause.
The motion was seconded by Mr. Parker.
The motion prevailed by the following vote:
AYES: Messrs. Burns, Parker, Johnson and Waters.
NOES: None.
Mr. Burns made a motion that the ordinance be passed finally.
The motion was seconded by Mr. Parker.
The motion carrying with it the final passage of the ordinance pre-
vailed by the following vote:
AYES: Messrs. Burns, Parker, Johnson 'and Waters.
NOES: None.
The Mayor requested to be recorded as voting "Aye".
The ordinance as finally passed is as follows:
NO - 025 AN ORDINANCE ANNEXING CERTAIN TERRITORY CONTIGUOUS
TO AND ADJOINING THE TOWN OF COPPELL, TEXAS, TO
THE TOWN OF COPPELL, TEXAS, AND DECLARING AN EMERGENCY.
WHEREAS, the Mayor has certified to the Town Council of the Town of
Coppell, Texas, the affidavit of A. D. Tucker, Joe C. Davis, Jr. and Mrs.
Joe C. Davis, Jr., pertaining to the vote of the inhabitants of the herein-
after described territory with reference to the annexation of such terri-
tory to the Town of Coppell, Texas; and
WHEREAS, the Town Council have investigated into said election and
have determined that such election was in all things regular and in con-
formity.with law, and that a majority of the inhabitants who are qualified
to vote for members of the State Legislature voted in favor of annexation;
and
WHEREAS, the Town Council have investigated into and have determined
that it would be advantageous to the Town of Coppell, Texas, and its in-
habitants, as well as the inhabitants of the hereinafter described terri-
tory~ to annex such territory to the Town of Coppell, Texas; and
WHEREAS, the Town Council have determined that such territory is
contiguous to and adjoins the Town of Coppell, Texas, and that no part
of such territory is more than one-half mile in width from the existing
corporate limits of such Town;
THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF COPPELL,
1. That the territory described as follows:
. ~ Being part of the McKinney and Williams Survey,
~ Abstract No. 1054, Dallas County, Texas, and
being more particularly described by metes and
bounds as follows:
BEGINNING at a Northwest corner of the City of
Dallas, Texas, in the centerline of New Belt Line
Road at Sanders Loop, a point in the corporate
limits of the Town of Coppell, Texas;
THENCE East with the corporate limits of the City
of Dallas, Texas, to an angle corner in the
corporate limits of the City of Dallas, Texas;
THENCE North with the corporate limits of the City
of Dallas, Texas, to the South right-of-way line
of the Coppell-Carrollton Road;
THENCE West with the South right-of-way line of
the Coppell-Carrollton Road to the centerline of
New Belt Line Road, a point in the corporate limits
of the Town of Coppell, Texas;
THENCE South with the corporate limits of the Town
of Coppell, Texas, to the place of Beginning, being
the same property described as the Sanders Sub-
division, recorded in Vol. 32, Page 229, Subdivision
Records, Dallas County, Texas.
be and the same is hereby annexed to the Town of Coppell, Texas.
2. That from and after the passage of this ordinance, said terri-
tory shall be a part of said Town of Coppell, Texas, and the inhabitants
thereof shall be entitled to all of the rights, privileges and immunities
of all other citizens of the Town of Coppell, Texas, and shall be bound
by all of the ordinances and regulations enacted pursuant to and in con-
formity with the General Laws of the State of Texas.
The fact that the Town of Coppell, Texas, and its inhabitants,
are in immediate need of the relief afforded by the provisions of this
ordinance creates an emergency and an imperative public necessity demand-
lng that any and all rules requiring ordinances to be passed at more than
one meeting be suspended, and that this ordinance take effect immediately
upon its passage, and it is so ordained.
Mr. Parker introduced a proposed ordinance and made a motion that
the rules requiring ordinances to be read at more than one separate meet-
lng be suspended for the reasons stated in the emergency clause.
The motion wes seconded by Mr. Waters.

NO - 026 AN ORDINANCE ANNEXING CERTAIN TERRITORY CONTIGUOUS .
TO AND ADJOINING THE TOWN OF COPPELL, TEXAS, TO
THE TOWN OF COPPELL, TEXAS, AND DECLARING AN
ENERGENCY
WHEREAS, Roy L. Crouch has presented a petition to the Town Council
of the Town of Coppell, Texas, praying that certain lands, more particularly
described in said petition, be annexed to the Town of Coppell, Texas; and
WHEREAS, the Town Council of the Town of Coppell, Texas, have in-
vestigated into and hAve determined that all of the facts contained in said
petition are true and do hereby officially find:
1. That Roy L. Crouch is the owner of the land
described in said petition.
2. That the land described in said petition is
located entirely within Dallas County, Texas, and
is contiguous and adjacent to the Town of Coppell,
.-- Texas, and on which less than three (3) qualified
voters reside.
3. That none of the territory is more than one-
half mile in width from the present Town Limits
of the Town of Coppell, Texas.
4. That said petition is acknowledged by every
person owning an interest in said land.
and;
WHEREAS, the Town Council of the Town of Coppell, Texas, have
investisated into and have determined that it would be advantageous
and beneficial to the Town of Coppell, Texas, and its inhabitants, as
well as the hereinafter described territory, to annex such territory
to the Town of Coppell, Texas;
THEREFORE, BE IT ORDAINED BY THE TOwN COUNCIL OF THE TW~N OF
COPPELL, TEXAS: --~
1. That the territory described as follows:
BEGINNING at an angle corner in the corporate
limits of the Town of Coppell, Texas, in the
centerline of New Belt Line Road, the North-
east corner of the original Townsite;
THENCE North 1320 feet, more or less, with the
corporate limits of the Town of Coppell, Texas,
to an angle corner in the corporate limits of
the Town of Coppell, Texas;
THENCE West 264O feet, more or less, with the
corporate limits of the Town of Coppell, Texas,
to an angle corner in the corporate limits of
the Town of Coppell, Texas;
THENCE South 1320 feet, more or less, with the
corporate limits of the Town of Coppell, Texas,
to an angle corner in the corporate limits of
the Town of Coppell, Texas;
THENCE East 264O feet, more or less, with the
corporate limits of the Town of Coppell, Texas,
to the place of Beginning, being the same land
conveyed to Roy L. Crouch, by deed dated June 10,
19&6.
be and the same is hereby annexed to the Town of Coppell, Texas.

The ordinance as finally passed is as follows:
NO - 027 AN ORDINANCE AUTHORIZING NEGOTIATION OF A LOAN AND
THE EXECUTION OF A NOTE IN AN AMOUNT NOT TO EXCEED
FIFTEEN THOUSAND ($15,000.00) DOLLARS, AND DECLARING
AN EMERGENCY.
WHEREAS, the Town Council of the Town of Coppell, Texas, have had
3C under consideration the necessity of procuring funds for the purchase of
~ certain fire equipment in the amount of approximately, but not exceeding,
Fifteen Thousand ($15,0OO.00) Dollars; and
WHEREAS, the Town Council have entered into negotiation with the
Lewisville Bank for a loan of approximately, but not exceeding, Fifteen
Thousand ($15,000.00) Dollars on terms that are satisfactory to the -
Town of Coppell, Texas.
THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF COPPELL~,
TEXAS:
That the Mayor and Town Secretary be authorized and directed to
complete the negotiations for said loan and to execute a note on behalf of
the Town of Coppell, Texas, in an amount not to exceed Fifteen Thousand
($15,000.00) Dollars, and to receive the proceeds from said note for the
benefit of the Town of Coppell, Texas.
The fact that the Town of Coppell, Texas, and its inhabitants, are in
immediate need of the relief afforded by the provisions of this ordinance
creates an emergency and an imperative public necessity demanding that any

be suspended, and that this ordinance take effect immediately upon its
passage, and it is so ordained.

The ordinance as finally passed is as follows:
NO - 028 AN ORDINANCE FIXING THE SPEEDl LIMITS ON SANDY LAKE
ROAD AND THWEATT ROAD, WITHIN THE. TOWN OF COPPELL,
TEXAS, AND DECLARING AN EMERGENCY.
WHEREAS, The Town Council of the Town of Coppell, Texas, have
had under consideration the expediency and necessity of fixing a
speed limit on Sandy Lake Road and Thweatt Road;
THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF
COPPELL, TEXAS:
1. That the speed limit for all vehicles traveling on Sandy
Lake Road from its intersection with the East corporate limits of the
Town of Coppell, Texas, to its joinder with Thweatt Road; and Thweatt
Road from its joinder with Sandy Lake Road to the West corporate limits
of the Town of Coppell, Texas, be and the same is here now established
and fixed at not to exceed Forty Miles Per Hour (4O MPH).
2. That any person or persons violating the provisions of this
ordinance shall, upon conviction, be fined in an amount not to exceed
Two Hundred ($200.00) Doliars.
The fact that the Town of Coppell, Texas, and its inhabitants, are
in immediate need of the relief afforded by the provisions of this
ordinance creates an emergency and an imperative public necessity demand-
ing that any and all rules requiring ordinances to be passed at more than
one meeting be suspended, and that this ordinance take effect immediately
upon and after its passage, and it is so ordained.
There being no further business to come before the Town Council
on motion duly made, seconded and carried, the meeting was adjoUrned.
