The Town Council of the Town of Coppell, Texas, convened on this
7th day of November, 1960 with the following members present, to-wit:
Bill Cozby, Mayor
Frank Harwell
E E Parker
L A Johnson
John Burns
C T Waters Alderman
Bill Harw ell Secretary
constituting a quorum., whenamoung other proceedlngs had was the
following:
Motion made by Mr. Waters that all bills be paid. Motion seconded
by Mr. Johnson. Vote carried.
Motionmade by Mr. Harwell that city accept resignation of S. P.
Lesley as Fire Chief. Mr. Johnson seconded the motion. Vote carried.
Motion made by C. T. Waters that C E Daniels be appointed Fire
Chief and retained as Fire Marshall. Mr. Parker seconded. Vote
carried. --~
Motion made by Mr. Burns that Marshall Hodges be entitled to
l0 gallons of gasoline per week. Mr. Harwell seconded. Vote carried.
Motion made by Mr. Burns that city pay electrical and phone
bills for Fire Department. Mr. Harwell
seconded.
Vote
carried.
Mr. Burns introduced a proposed ordinance and made a motion
that the rules requiring ordinances to be read at more than one
separate meeting be suspended for the reasons stated in the
emergency clause.
The motion was seconded by Mr. Parker.
The motion prevailed by the following vote
AYES: Messrs. Burns, Parker,Johnston, Harwell and Waters

Mr. Burns made a motion that the ordinance be passes finally,

The motlon carrying with it the final passage of the ordinance,
prevailed by the folllowing vote:
AYES: Messrs. Burns, Parker, Johnson, Harwell and Waters.

The ordinance as finally is as follows:
NO - 029 AN ORDINANCE PROVlDING FOR THE PROCURING
OF A PERMIT BY ITINERATE MERCHANTS;
PRESCRIBING REGULATIONS AND PROVIDING A
PENALTY AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF
TEXAS:
1. That from and after the passage of this ordinance, it shall be
Unlawful for any person to display, solicit orders or offer for sale any
merchandise in the Town of Coppell, Texas, unless said merchandise shall
be displayed or offered for sale within a permanent structure, without
first having procured a permit from the Town Secretary of the Town of
Coppell, Texas.
2. That any person desiring to display, solicit orders or offer for
sale any merchandise in the Town of Coppell, Texas, shall file an appli-
cation with the Town Secretary of the Town of Coppell, Texas, togehher
with a permit fee;
(a) in the amount of $15.00, if the application
is for an annual permit;
(b) in the amount of $1.50 per day if the appli-
cation is for less than one (1) year.
such application shall contain a description of the goods, wares, and
merchandise to be displayed or offered for sale, the location of the
display, or if they are to be offered for sale house to house.
3. The violation of any of the provisions of this ordinance shall
be deemed a misdemeanor and shall be punished, upon conviction thereof,
by a fine not to exceed Fifty ($50.00) Dollars.
The fact that the Town of Coppell, Texas, and its inhabitants,
are in immediate need of the relief afforded by the provisions of this
ordinance creates an emergency and an imperative public necessity de-
manding that any and all rules requiring ordinances to be passed at
more than one meeting be suspended, and that this ordinance take effect
immediately upon its passage, and it is so ordained.
There being no further business to come before the Town Council,
on notion duly made, seconded and carried, the meeting was adjourned.
