The Town Council of the Town of Coppell, Texas, convened in
Regular Meeting on this the 5th day of December, 1960, with the
following members present, to-wit:
W. T. Cozby, Mayor
L. A. Johnson,
Frank Harwell,
E. E. Parker, Aldermen
John Burns,
C. T. Waters,
Bill Harwell, Town Secretary
constituting the entire membership, when among other proceedings
had was the following:
Mr. Parker made a motion that the Town Secretary be authorized
and directed to issue a warrant in the amount of $35.00, payable to
Charles Daniels, to cover the expenses of attending the Fire Chiefs
convention at Austin, Texas.
The motion was seconded by Mr. Frank Harwell.
The motion prevailed by the following vote:
AYES: Messrs. Johnson, Harwell, Parker, Burns and Waters.
NOES: None.
Mr. Burns introduced a proposed ordinance and made a motion
that the rules requiring ordinances to be read at more than one
separate meeting be suspended for the reasons stated in the emergency
olause.
The motion was seconded by Mr. Harwell.
The motion prevailed by the following vote:
AYES: Messrs. Johnson, Harwell, Parker, Burns and Waters.
NOES: None.
Mr. Burns made a motion that the ordinance be passed finally.
The motion was seconded by Hr. Harwell.
The motion carrying with it the final passage of the ordinance
prevailed by the following vote:
AYES: Messrs. Johnson, Harwell, Parker, Burns and Waters.
NOES.' None.
The ordinance as finally passed is as follows:
No - 030 AN ORDINANCE PROVIDING TNAT GASOLINE AND KEROSEN
SHALL NOT BE SOLD OR DELIVERED IN ANY CONTAINER
EXCEPT METAL CONTAINERS; PROVIDING A PENALTY AND
DEGLARING AN EMERGENGY.
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF COPPELL., TEXAS:
1. That from and after the passage of this ordinance, it shall be
unlawful for any person to sell or offer for sale, or deliver any gasoline
or kerosene in any container except a metal container;provided that all
containers in which gasoline is sold or delivered shall be painted or
colored red, and that all containers in which kerosene is offered for
sale or delivered shall be painted of some color other than red.
2. The violation of any of the provisions of this ordinance shall
be deemed a misdemeanor and shall be punished, upon conviction, by a fine
of not to exceed Twenty-five ($25.00) Dollars.
The fact that the Town of Coppell, Texas, and its inhabitants, are
in in~ediate need of the relief afforded by the provisions of this ordinance
creates an emergency and an Lmperative public necessity demandin~ that any
and all rules requiring ordinances to be passed at more than one meeting
be suspended, and that this ordinance take effeet imm~chtately~pon its
passage, and it is so ordained.
Mr. Waters introduced a proposed ordinance and made a motion
that the rules requiring ordinances to be read at more than one separate
meeting be suspended for the reasons stated in the emergency claUSe.
The motion was seconded by Mr. Johnson.
The motion prevailed by the following vote:
AYES: Messrs. Johnson, Harwell, .Parker, Burns, and Waters.
NOES: None.
Mr. Waters made a motion that the ordinance be passed finally.
The motion was seconded by Mr. Johnson.
The motion carrying with it the final passage of the ordinance
prevailed by the following vote:
AYES.Messrs. Johnson, Harwell, Parker, Burns and Waters.

The ordinance as-finally passed is as follows:
NO - 031 AN ORDINANCE REGULATIMG THE DISCHARGE OF FIREARMS
WITHIN THE TOWN OF COPPELL, TEXAS; PROVIDING A
PENALTY AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF COPPEL, TEXAS:
1. That from and after the passage of this ordinance, it shall be
unlawful for any person to hunt or discharge firearms upon any land
within the corporate limits of the Town of Coppell, Texas, without the
permission of the property owner.
2. That from and after the passage of this ordinance, it shall be
unlawful for any person to discharge any firearms within 200 feet of any
building occuppied for residential or commercial purposes.
3. The violation of any of the provisions of this ordinance shall
be deemed a misdemeanor and shall be punished, upon conviction thereof,
by a fine not to exceed Fifty ($5O.OO) Dollars.
The fact that the Town of Coppell, Texas, and its inhabitants,
are in immediate need of the relief afforded by the provisions of this
ordinance creates an emergency and an imperative public necessity de-
manding that any and all rules requiring ordinances to be passed at
more than one meeting be suspended, and that this ordinance take effect
immediately upon its passage, and it is so ordained.
Mr. Waters made a motion that the following bills be approved
and ordered paid~
Gasoline bill, Police Department,
Phone bill
Light bill
The motion was seconded by Mr. Burns.
The motion prevailed by the following vote:
AYES: Messrs. Johnson, Harwell, Parker, Burns, and Waters.
Noes; None.
There being no further business to come before the Town Council,
on motion duly made, seconded and carried, the meeting was adjourned.
