Introduction:
The Kid Country 2012 Committee, of course, has finalized the construction of the playground itself.
However, the entire project is not yet finished. The perimeter fence needs to be replaced,
recognition plaques still need to be made and installed, landscaping is in need of updating and a
shade structure is desired in the open area of the site. The donations received have surpassed the
anticipated amount and funds remain in the Kid Country account for these elements. The Kid
Country 2012 Committee executives, Jack Clark and Ed Guigon, have requested to speak with the
City Council about these amenities.
Analysis:
The Kid Country 2012 Committee has funding available to add amenities to Kid Country
Playground. These elements will enhance the safety, usability and aesthetics of the park.

Recommendation:
The Parks and Recreation Department recommends endorsement of proceeding with these elements
as they will significantly enhance the user experience of the park.

PROCLAMATION
WHEREAS, Severe Weather Awareness Week is March 3 – March 9, 2013; and
WHEREAS, each year brings the potential for violent weather to Texas; and
WHEREAS, large portions of our state, including Coppell, can be devastated by
flooding, tornadoes, wind, hail, windstorms, and other emergencies; and
WHEREAS, The Texas Division of Emergency Management, the National
Weather Service and the Federal Emergency Management Agency (FEMA) have joined
together in urging all citizens to prepare for severe weather events and to educate
themselves on safety strategies; and
WHEREAS, Governor Rick Perry has declared the week of March 3 – March 9,
2013 as Severe Weather Awareness Week in Texas, now therefore,
BE IT RESOLVED, that the Mayor and City Council of the City of Coppell urge
everyone in our community to learn more about and to participate in severe weather
preparedness activities available in the City of Coppell.
NOW, THEREFORE I, Karen Hunt, Mayor of the City of Coppell, in official
recognition of this statewide event, do hereby proclaim 3 – March 9, 201 as
SEVERE WEATHER AWARENESS WEEK

Summary
The Coppell Fire Department is the recipient of the Texas Fire Chiefs Association, “Lone
Star Achievement Award, recognizing a Texas Fire Department for implementing an
innovative and progressive program that enhances their community’s’ fire and life safety
service delivery.”
The CFD Critical Care Paramedic program is one of a kind for the Texas Fire Service and is
gaining notoriety as a model for others to follow. Here is an excerpt from one of the

nomination letters:
“I am happy to acknowledge the unique dedication of the Coppell Fire Department to their
employees and their citizens. No other public Fire/EMS agency has supported a quest to
assure a certified critical care paramedic is on each shift. Their financial commitment to
training and preparation for the paramedics benefits the entire community and sets a new
standard for quality in the Dallas/Fort Worth Metroplex. Coppell Fire/EMS strives to employ
the highest caliber employees seeking clinical improvement on an ongoing basis. “

The Fire Department recommends that they be recognized for receiving the Texas Fire
Chiefs Association, “Lone Star Achievement Award,” for their innovative Critical Care
Paramedic program.

This letter is to discuss the incredible service that the Coppell Fire Department provides to the
citizens of the city. Emergency Medical Services are provided in cities by several different
models of service. They can be provided by a fire department, private company such as
American Medical Response (AMR) or Acadian, or as a third service provider such as a hospital
district or ambulance authority. The latter two are strictly EMS providers and that is the sole
purpose of these services. The fire department is vastly different from the other two, in that
fire operations are a big part of the departments. In modern times EMS services has become an
increasingly larger part of the fire service. Some fire departments see EMS as a burden or far
less important than the fire side. Other departments, such as the Coppell Fire Department,
have embraced the role of EMS in the fire service. The Coppell Fire Department has taken their
role as EMS providers a step further. They have actually taken it where no other fire
department EMS has gone before.
The Coppell Fire Department is the only fire department EMS provider in the state that employs
critical care paramedics and has the medical protocols to perform critical care medicine on the
ambulance. A collaborative effort has been made between the Coppell Fire Department and the
medical control team consisting of Dr. Eric Pearlman with the Medical Center of Lewisville, Dr.
Ashton Hudson with the Las Colinas Medical Center and Russell Griffin with CareFlite/American
Heart Association to create a unique set of protocols that allow critical care medicine to be
provided to the citizens of Coppell. A protocol committee was created with various fire
department members, administration and the medical control team to seek input and create
protocols that would fit the needs and vision of the fire department. The final version of the
medical protocols is one of, if not the most advanced fire department EMS protocols in the
state.
The fire department has a very open relationship with the medical control team. Both medical
directors are available by email or cell phone at any time for questions, concerns or any issues
that the fire department encounters. The directors also do “ride alongs” with the crews so that
there will be a comfort level with the medical control team. This collaboration, although still
young, will continue to grow and adapt to changes in standards of care. This will provide the
citizens of Coppell an advanced, innovative, one of a kind service that no other fire department
in the State of Texas can provide.

Project Updates and Future Agendas.

City Manager Clay Phillips announced that the Historical Society and the City
are planning several events in the upcoming year with regards to the opening
of Old Town Coppell. The west Sandy Lake Road project is being worked on in
earnest. Power lines have been removed from the right-of-ways and been
replaced. Regarding 265 Parkway, the move to the building will take place the
first part of March. Finally, the Nature Park item will be discussed on the
February 26th agenda and the Joint City Council/Planning and
Zoning/Economic Development Meeting will be held on March 6th.

Mayor Hunt and Deputy City Manager Mike Land attended the Metroplex
Mayors' Meeting. Dallas Mayor Rawlings was the speaker and spoke about
domestic violence. He is hosting a Rally of Men on March 23rd at 11a.m. at
Dallas City Hall to discuss and stand up against domestic violence. He asks
that all cities in the Dallas area participate. Also at the meeting, discussion of
being proactive was had with regards to the West Nile Virus.

A The sale of beer in residential areas or within residential zoning districts is prohibited
B. Where otherwise allowed, the legal sale of alcoholic beverages as permitted for on-premise or off-premise comumption shall not
occur after 12 midnight or before 7 a.m. except for on Sunday where such legal sale shall not occur after 12 midnight or before 12 noon.
C. Alcoholic beverages shall not be sold by a dealer whose place of business is within 300 feet of a church, public or private school, or
public hospital. This Subsection does not apply to the holder of:
1. A license or permit who also holds a food and beverage certificate covering a premise that is located within 300 feet of a
private school; or
2. A license or permit covering a premise where minors are prohibited from entering under Section 109.53 of the Texas
Alcoholic Beverage Code. as amended, and that is located within 300 feet of a private school.
D. A private school may request &om the governing body of the city of Coppell that sales be prohibited within one thousand
feet (1,000') of the property of said school.
E. The measurement of the distance between the place of business where alcoholic beverages are sold and the church or public hospital
shall be along the property lines of the street fionts and fiom fiont door to &ont door, and in diect line across intersections.
F. The measurement of the distance between the place of business where alcoholic beverages are sold and the public or private school
shall be:
1. in a direct line &om the property line of the public or private school to the propetty line of the place of business, and in a
direct line across intersections; or
2. ifthe permit or license holder is located on or above the fifth story of a multistory building, in a direct line fiom the property
line of the public or private school to the property line of the place of business, in a diect line across intemctions, and
vertically up the building at the property line to the base of the floor on which the permit or license holder is located
G. Every applicant for an original alcoholic beverage license or permit for a location with a door by which the public may enter the
place of business of the applicant that is within 1,000 feet of the nearest property line of a public or private school, measured along street lines and
directly across intersections, must give written notice of the application to officials of the public or private school before filing the application with
the Texas Alcoholic Beveraae Commission. A copy of the notice must be submitted to the commission with the application. This subsection does
not apply to a permit or license covering a premise where minors are prohibited &om entering the premises.
H. The City Council may after a Public Hearing and a publication of a notice ten (10) days prior to the Hearing in the official City
newspaper, allow variances to the regulation if it detennines that enforcement of the regulation in a particular instance is not in the best inkred of
the public, constitutes waste or inefficient use of land or other resources, creates an undue hardship on an applicant for a license or permit, does not
serve its intended purpose, is not effective or necessary, or for any other reason, after consideration of the health, safety, and welfare of the public
and the equities of the situation, detennines is in the best interest of the community.
Sec. 6-16-3 Day Cares / Child Care Facilities.
Provisions of Section 6-16-2 relating to a public school also apply to a day-care center and a child-care facility as those terms are
defmed by Section 42.002, Human Resources Code for a permit or license holder under Chapter 25,28,32,69, or 74 who does not hold afood or
beverage certificate. This Subsection does not apply to a permit or license holder who sells alcoholic beverages if:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COPPELL, TEXAS, GRANTING A DISTANCE VARIANCE OF
ONE HUNDRED AND TWENTY FIVE (125’) FEET TO TRINITY
RIVER KAYAK CO., LOCATED AT 1601 E. SANDY LAKE ROAD,
COPPELL, TEXAS, AS PROVIDED IN SECTION 6-16-2(H) OF THE
CODE OF ORDINANCES OF THE CITY OF COPPELL; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, Article 6-16 of the Code of Ordinances places certain distance
prohibitions from churches, schools, and day cares to businesses that sell or offer to sell
alcoholic beverages; and
WHEREAS, the City Council may grant a variance to such business upon proof
that the best interest of the public are not served by strict compliance with the regulations;
and
WHEREAS, Trinity River Kayak Co., (hereinafter, “Applicant”) is located within
300 feet of a church, school or day care; and
WHEREAS, the Applicant has provided sufficient proof that such regulation
constitutes waste or inefficient use of land, or create an undue hardship and is otherwise not
effective or necessary after consideration of the health, safety and welfare of the public; and,
WHEREAS, the City Council has determined that the best interest of the
community will be served by a grant of such variance.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF COPPELL, TEXAS:
SECTION 1. That a variance of one hundred twenty five (125’) feet shall be
granted to Trinity River Kayak Co., located at 1601 E. Sandy Lake Road, Coppell, Dallas
County, Texas, to the distance separation requirement, as provided in Section 6-16-2 (H) of
the Code of Ordinances of the City of Coppell.
SECTION 2. That the variance granted herein is in personam to the above named
Applicant and shall expire upon relinquishment of any permit authorized by the TEXAS
ALCOHOLIC BEVERAGE COMMISSION or its successor, and such variance is not transferable.

SECTION 3. That this Resolution shall take effect immediately from and after its
passage as the law and charter in such cases provide.

Introduction:
In March of 2000 the City Council passed and adopted a curfew ordinance (No. 2000-906) entitled
"Curfew Hours for Minors". The ordinance established specific curfew hours and penalties for
violations thereof. Chapter 370.002 of the Texas Local Government Code requires that the City
Council review the Article and conditions the ordinance was intended to remedy, conduct public
hearings on the need to continue the ordinance, and determine whether to abolish, continue, or
modify the ordinance. This is to occur three (3) years from its date of passage and every third year
thereafter. In March 2003, February 2007, and January 2010 the City Council readopted and
extended this Ordinance.
Analysis:
In 2012, The Coppell Police Department issued a total of 15 citations for curfew violations. This
number is a decline from previous years (2010-37, 2011 -23). After surveying our surrounding
cities, we found that all, with the exception of Grapevine, still have a curfew ordinance. The
downward trend of the number of citations issued indicates the ordinance has been effective.
Legal Review:
Agenda item was reviewed by David Dodd on February 19,2013.
Fiscal Impact:
There is no fiscal impact attached to this agenda item.
Recommendation:
The Police Department has found this ordinance to be supportive of the Coppell 2030 Master Plan
in Maintaining Healthy and Safe Neighborhoods. Further it is a useful tool not only for our officers
but to the parents and businesses of Coppell. This ordinance allows our parents to provide a
guideline for controlling the hours kept by their children under the age of 17.
The Police Department recommends this ordinance be continued and renewed without
modifications for the next three years.

AN ORDINANCE OF THE CITY OF COPPELL, TEXAS,
READOPTING, RATIFYING, REPUBLISHING AND EXTENDING
CHAPTER 9 OF THE CODE OF ORDINANCES, ARTICLE 9-17,
CURFEW HOURS FOR MINORS, FOR A PERIOD OF THREE (3)
YEARS; PROVIDING A REPEALING CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Council has previously passed and adopted Ordinance No. 2003-
1030, which provides for “Curfew Hours for Minors” establishing such curfew hours and
penalties for violations thereof; and
WHEREAS, the “Curfew Hours for Minors” was readopted by Ordinance No. 2007-
1158 on February 27, 2007; and
WHEREAS, the “Curfew Hours for Minors” was readopted by Ordinance No 2010-
1247, on February 9, 2010; and
WHEREAS, such Ordinance has been codified as Chapter 9, Article 9-17, Sections 9-
17-1 through 9-17-6, of the Code of Ordinances; and
WHEREAS, Chapter 370.002 of the TEXAS LOCAL GOVERNMENT CODE, as amended,
provides that the City Council shall review the Article and conditions the ordinance was intended
to remedy three (3) years from its date of passage and every third year thereafter and conduct
public hearings to determine the need to continue, modify or abolish the ordinance; and
WHEREAS, prior to the expiration of such three (3) year period, the Police Department
has furnished records and reports indicating the need for such ordinance to remain in effect; and
WHEREAS, the City desires to continue the provisions of the Code without any
modifications and schedule the same for review in February 2016.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF COPPELL, TEXAS:
SECTION 1. That Ordinance Nos. 2003-1030, 2007-1158, 2010-1247, codified as
Chapter 9, Article 9-17, Sections 9-17-1 through 9-17-6 of the Code of Ordinances is hereby
readopted, ratified, republished and extended from the date of its execution and shall remain in

effect through February 2016, unless otherwise repealed or terminated under the provisions of
State law.
SECTION 2. That all provisions of the Code of Ordinances of the City of Coppell, Texas,
except as provided herein, in conflict with the provisions of this ordinance be, and the same are
hereby, repealed, and all other provisions not in conflict with the provisions of this ordinance shall
remain in full force and effect.
SECTION 3. That should any word, phrase, paragraph, or section of this ordinance or of
the Code of Ordinances, as amended hereby, be held to be unconstitutional, illegal or invalid, the
same shall not affect the validity of this ordinance as a whole, or any part or provision thereof other
than the part so decided to be unconstitutional, illegal or invalid, and shall not affect the validity of
the Code of Ordinances as a whole.
SECTION 4. That this ordinance shall take effect immediately from and after its
passage and publication, as the law and charter in such cases provide.

In today's policing environment, the mobile data computer (MDC) serves a critical role in how
effective we police our community. Every patrol vehicle is equipped with an MDC. The MDC is
the main infonnation dissemination device available to our officers besides the police radio. The
MDC serves as the infonnation portal to access all local, regional, state and national crime records,
serves as a crucial component of our ICS computer aided dispatch system, allows our officers to
write reports in the field, calls for service can be dispatched through the MDC preventing sensitive
infonnation from being broadcast over public scanners, it serves as the computing infrastructure for
our Automated License Plate Readers, interfaces with our in car video recording system, and allows
officers to access internet searches on all government website and infonnation repositories.
Analysis:
Our current MDC's have been in-service since 2009. With all of the software programs run on
these devices, our current MDC's run extremely slow. Since our current machines are on their 5th
year of operation, they have been continually breaking down and sent out for repair. It is getting
more difficult for the vendor to find spare parts for these machines.
Legal Review:

Fiscal Impact:
The Police Department has $80,000.00 budgeted for this expenditure. The total cost of purchasing
16 machines will be $69,235.20, We are making the purchase through a contract with the
Department of Infonnation Resources, a state bid which ensures the procurement at the lowest
possible cost.
Recommendation:
The Police Department recommends Council approve the purchase of 16 Panasonic Toughbook
Mobile Data Computers in the amount of $69,235.00 and authorize the City Manager to sign.

Session at 9:01 p.m. and reconvened into Regular Session.
A motion was made by Councilmember Bob Mahalik, seconded by Councilmember Marvin Franklin, to
approve funding in the amount of $900,000 condition upon the execution of a contract with the Friends
of the Coppell Nature Park and the contractor for donations collected, and any acquired in the future,
in the amount of $486,000 for construction and material services, and $375,000 in cash donations
from the school district, and authorize the City Manager to sign upon approval as to form by the City
Attorney.
The motion passed 4-2 with Councilmembers Mahalik, Mays, Franklin and Duncan voting in favor and
Mayor Pro Tem Brancheau and Councilmember Faught voting against the motion.

Nature Park Committee, the architect and the contractor have gone about the business the past few
weeks of verifying the donations and the budget for the proposed Nature Biodiversity Center. In so
doing, they have discovered that some of the donations are beginning to dissolve. In fact, the
Committee reports that costs are escalating, a significant amount in pledges have already been
pulled from consideration, and additional supporters have indicated that they cannot keep their
offers open for much longer. For this reason the Committee is suggesting that the City Council
consider the February 26, 2013 date as a “make or break” day for letting the donors know if the
project is viable. Due to pressure from various donors to have an answer, the contractor who is

assisting with the project, Northstar Construction, has offered this date to the donors as the date that
a decision will be known.
The Friends of Coppell Nature Park have indicated that they desire to begin construction on April 1,
2013, if they are given Council approval. This date will cause a very accelerated schedule to get
things started, should approval be received.
Analysis:
The Friends of Coppell Nature Park have been working for at least nine years to promote a Bio-
diversity Center in the city of Coppell. They have developed a significant following of citizens,
organizations and educators interested in seeing this facility come to fruition. Fundraising has been
ongoing for years, in-kind donations have been procured, and a building design has been
commissioned, reviewed and approved by the city Planning and Zoning Commission and the City
Council in efforts to create this facility. If the facility is delayed at this point many in the
community will be disillusioned and those who have agreed to donate time and material will
undoubtedly begin to lose interest and pull their support.
Legal Review:
The legal team has reviewed whether the city has the ability to pass funding to the Friends of
Coppell Nature Park for this project. The opinion has been offered that this idea is legal, with the
proper agreement in place.
Fiscal Impact:
The fiscal impact of approving this item is not to exceed $900,000.00
Recommendation:
The Parks and Recreation Department does not have a recommendation regarding this item

Summary Brief for Coppell City Council
Feb. 26, 2013
I. Facility Usage:
The vision, as originally created by student committees, was to build an educational
facility at the Park to promote and provide hands-on environmental education. Its purpose is to
facilitate adult and youth education at all levels—from academic to professional to hobby. Solar
power, rain water capture, "green" construction, and environmental sciences---that vision is very
much in line with emerging trends by many cities as they try to expand conservation programs
and quality of life opportunities for their citizens.
A. For the City of Coppell, FCNP envisions the Center as a place where the facility can
provide:
1) The future expansion of city amenities for a growing population.
2) Expanded and new educational programs on behalf of its citizens to include
Boy & Girl Scouts, Master Naturalists, Master Gardeners, and Master
Composters. It will be a place where citizens congregate to learn about residential
and commercial applications of solar power, rain water capture, "green"
construction, composting, environmental sciences, native trees & plants,
Black Land Prairie & Cross Timbers eco-regions, animal habitats in the area,
fossils & geology from 90 million years ago, and water quality of the Trinity
River.
3) A physical focus of community service in our town. It will be a facility where
adults join with youth for seminars on rain water collection, green construction,
composting, capturing solar energy, drought-resistant gardening, and bio-diversity
study.
4) It will be a focal point where Eagle Scout service projects are utilized to
enhance the Education Center experience. Cobble stone walkways, benches,
decks, signage, and landscaped gardens will be added to the list of Service Award
projects.
5) In addition to an Education Hall, to be used for students and science
experiments, the center will provide multi-purpose space for civic gatherings,
receptions, meetings, weddings, and seminars.
B. Plus, CISD staff relates that thousands of area students will benefit each year by
having such a facility. Its presence and use will broaden science study—a main STEM
focus by our State.
1) On the elementary school level, the Center will support hands-on
curricula for food chain study, rock & fossil classification, plant & animal
interaction, and aquatic organism studies.
2) At the Middle School level the Center will provide a real world laboratory for
the study of the classification of species, ecosystem interaction, ecological
balance, conservation & preservation, and topography.
3) And, at the High School level, the Center will provide reality-based
applications for bio-diversity & habitat, stream development & erosion, water
quality, environmental impact & natural resource studies. Even the study of
engineering at CISD has benefited from hands-on applications of this vision.
Vonita White, FCNP board member and retired Assistant Superintendent of
CISD, has been involved with the nature park since it began in 2003. “Research showed
that students wanted to be involved in meaningful activities in the community,” White
said. “The park has been their place to make a difference and get involved in their
community. It has really been a philosophy of meaningful involvement for students,
teachers and the community.”
Linda Cook, Coppell ISD science coordinator, said the center will “increase
educational opportunities for learners of all ages. The building itself will incorporate
green technologies, which will further the message of sustainability,” said Cook. “The
center will provide a learning space for hands-on investigations and inquiry-based
research.”
“This type of facility will allow students to become really engaged in
environmental science in a place where they can see plants and animals interacting,” said
Sid Grant, Coppell ISD assistant superintendent for business services. “Instead of Internet
and textbook learning, students will learn hands-on.”
Plano-based SHW Group has worked as a Coppell ISD architect for more than 20
years, building many of the district’s schools and educational facilities. Mike Hall, SHW
Group designer, said the center will use local materials and mimic surrounding buildings
by using natural stone and wood in the construction of the center. “The building’s roof
will collect rain water while using solar panels to collect energy and to enable the
building to sustain itself,” said Hall.
C. Regionally, the Education Center will help make Coppell a destination of choice for
those who want to learn about nature and conservation. It will host and promote
residential and commercial environmental conferences while teaching and demonstrating
conservation techniques. In addition, North Lake College envisions our Center as a venue
for offering academic classes in the sciences plus field trips to study nature.
D. With the City’s blessing FCNP will serve as “docent” for the facility. Docent is a
term given to persons who serve as guides and educators for the institutions they serve,
usually on a voluntary basis---to help staff, to help schedule facility, to help teach, and to
help coordinate volunteer service and usage. The facility will enhance our educational
outreach to students, citizens, Coppell Seniors, CISD students, day care facilities, and
numerous church groups. Selected in 2011 as the area’s “Nature Park of Choice” by the
Gazette newspaper, the Park is now celebrated as a destination by people as far away as
Sherman, TX.
E. Community of Choice: The Education Center represents a concept of community
partnership hosted by FCNP on behalf of the City of Coppell, Las Colinas’ North Lake
College, and CISD. As evidenced by the project’s 10-year success, service learning is
creating a new model for community service and environmental education that extends
even to surrounding communities. The project has already touched the lives of thousands
of students and citizens. Thus, our region’s volunteerism has come full circle—involving
young and old. Academically and culturally, the Education Center’s value to the city and
community will be priceless for its area outreach.
II. Demonstration of broad community support for this facility:
a) As a beneficiary of the proposed City facility, CISD placed its proposed contribution
of $300,000 for the construction of education center on its 2009 Bond referendum AS A
SEPARATE ITEM on the referendum. The item passed by majority vote of the public.
b) During 2009 and 2010 the SHW group of architects invested their own funds in the
project to survey the Coppell community about what they wanted the facility to be. Civic
organizations, Park Department members, and numerous local citizens met on several
occasions to discuss the need, vision, and mission of this facility.
c) “The Coppell 300” campaign to help fund this facility has received funds from every
civic organization in our community; plus church groups, elementary school children,
local businesses, state and national elected officials, and even the Coppell Chamber of
Commerce.
d) More than 500 families are active at Coppell Nature Park. Our volunteers number
more than two thousand individuals.
III. Relevant points:
1) Expanded need for Coppell Park facilities—If the City feels that it will need additional
facilities in the future then this building represents great value—a chance to have a first-rate
facility at a reduced cost.
2) Situated at the northeast corner of Belt Line Road and I-635 lies Cypress Waters. Framing
and roof tops for multi-family are clearly visible now. Consisting of approximately 1000 acres
Cypress Waters will interconnect over 4.5 million square feet of commercial/retail space and
10,000 residences with schools, parks, trails and a lakeside town center. Affecting Coppell,
Cypress Waters will have 25,000 residents within a 5-mile radius of our city limits. Even though
the developer is creating some park amenities, it is questionable that these people are going to
Irving for soccer fields, baseball fields, nature parks, and recreational facilities.
3) We began raising funds for construction in mid 2011 and, as a result, some commitments have
been promised for almost two years. Thus, construction costs of the facility are being affected by
factors explained in our Dec. 11th Council presentation:
1) Life cycle of donations,
2) Inflation,
3) Coppell's affluent demographics hurting our grant apps,
4) Larger corporate cash donations going to high visibility projects in metro venues.
4) Volunteers of FCNP have been working to develop this Park for 10 years--We have touched
the lives of hundreds of youth. We have created a valuable City asset from flood plain. We have
added to the quality of life in our town. The Education Center will be the on-site anchor for
continued asset growth to the Park.
IV. The Bottom Line:
The Council was wise in asking for written bids as the adverse factors mentioned above have
begun to affect our project. The written bids are in, costs have firmed up. Written bids for
donations begin to expire at the end of February unless accepted, at the request of the
companies involved.
Total construction cost is $1,686,083. This does not include the land valued by City at $400,000.
Add the land to the project and you have an asset worth more than $2.1 million. Of the total
construction cost only $470,615 of the service donations we have raised will apply directly to the
actual construction of the building. So once donated services, materials, and labor are subtracted
($1,686,083 minus $470,615) you get a construction cost of $1,215,468. Also, FCNP has
$375,000 in cash raised for construction to subtract from this total ($1,215,468 minus $375,000)
which equals $840,468 shortfall for construction. Cost to the City for the project is 49.8 cents
per construction dollar for the project.
Construction plans have been completed and approved by the City. Construction is ready to
commence. We ask for your support.

City Manager Clay Phillips reported the construction on the cottages in Old Town Coppell have begun.
The Heritage Festival and Grand Opening will be April 13th. The move in date for 265 Parkway Blvd.
will be March 1st. Also, Vanbebber Road is now open. Finally, the Joint City Council Meeting with the
Economic Development Committee and Planning and Zoning Commission will be held on March 6th in
the Fire Training Room at Station #3. After that, there will not be any meetings until March 26th.

A. Councilmember Faught announced Spring Break for C-FBISD is March 11-15th. Barbara Bush
Middle School will be hosting a Gently Used Book Sale February 28th - March 1st. Finally, there will be
a Graduation Meeting at Creekview High School on March 8th.
B. Councilmember Mays reported on Wilson Elementary's 1st annual International Night held on
January 26th. Also, 19 high school band students qualified for the 5A All-State Band. Mr. Mays also
spoke about CISD's plans on updating security at the schools and served as Principal for the Day at
Mockingbird Elementary.
C. Councilmember Faught announced the Roaring 20's Casino Night will be March 23rd from 4-8 p.m.
D. Mayor Hunt said the next DRMC meeting will be March 27th. They are focusing on legislative items
both in Austin and Washington D.C.
E. Nothing to report.
F. Councilmember Mahalik reported on the Foundation's first quarterly meeting. The Executive
Committee is being led by Jerry Bates. The Foundation has various programs available, such as tattoo
removal for those who have left the gang lifestyle and $11 mamograms.
G. Councilmember Mays announced the new officers were installed at the meeting in January. Bill
Rohloff has been selected as President. The next meeting will be March 28th.
H. Councilmember Franklin said Tracy Eubanks, the Metrocrest Chamber of Commerce President, will
be taking on the role of Executive Director after Bunny Summerlin retires. Metrocrest Social Services is
also working with two churches in Coppell to feed the students at the Tom Landry Elementary School
and Wilson Elementary during the summer with the Sack Summer Hunger Program. The organization,
Coppell Cares, will be working with the First United Methodist Church to provide social services to
Coppell residents. Finally, the annual Keyholder's Breakfast will be April 23rd at the Marriott.
