CM 1964-02-03 The regular monthly meeting of the Town Council of the town
of Coppell, Texas, was brought to order by Mayor Bill Cozby
at 7:30 P.M. on February 3, 1964, in the City Hall.
The following Council members were in attendance:

Mr. J. R. McDonald
Mr. B. J. Harwell
Mayor Cozby invited Police Chief V. E. Wall to present his
business to the Council. Chief Wall stated that he had
ten Ordinances to be read, passed and approved by the Council.
Ordinance 1: AN ORDINANCE PROVIDING. F0R THE ESTABLISHMENT
OF THE POLICA DEPARTMENT: ALSO PROVIDING HEREIN A
SAVING CLAUSE AND DECLARING AN EMERCENCY.
A motion was made by Mr. Harwell to adopt said ordinance, and
the move was seconded Dy Mr. Waters.
Ordinance 2: AN ORDINANCE PROVIDING FOR THE ESTABLISH-
MENT OF THE CORPORATION COURT; ALSO PROVIDING HEREIN A
SAVING CLAUSE AND DECLARING AN EMERGENCY.
A motion was made by Mr. Johnson to adopt said ordinance, and
the move was seconded oy Mr. McDonald.
Ordinance 3: AN ORDINANCE PROHIBITING CHICKENS RUNNING
AT LARGE; REQUIRING ENCLOSURE; PROVIDING THAT ENCLOSURE
BE IN SANITARY CONDITION; PROVIDING A PENALTY; WITH A
PROVISION AS TO PARTIAL INVALIDITY; AND DECLARING AN
EMERGENCY.
A motion was made by Mr. Waters to adopt said ordinance, and
the move was seconded by Mr. McDonald.
Ordinance 4: AN ORDINANCE AUTHORIZING ARREST WITHOUT
A WARRENT OF A PERSON FOUND IN SUSPICIOUS PLACES; ALSO
PROVIDING HEREIN A SAVING CLAUSE AND DECLARING AN
EMERGENCY.
A motion was made by Mr. McDonald to adopt said ordinance,
and the move was seconded by Mr. Burns.
Ordinance 5: AN ORDINANCE PROHIBITING ANY PERSON FROM
BEING UPON THE PREMISES OF ANOTHER UNDER SUSPICIOUS
CIRCUMSTANCES AND FROM PEERING INTO WINDOWS OR DWELLINGS
AND FROM ENTERING DWELLINGS WITHOUT LEGAL CAUSE AND
ASSESSING A PENALTY AND DECLARING AN EMERCENCY.·
A motion was made by Mr. Johnson to adopt said ordinance, and
the move was seconded by Mr. Burns.
Ordinance 6: AN ORDINANCE FORBIDDING UNDESIRABLE PERSONS
TO ENTER THE TOWN OF COPPELL OR TO USE THE STREETS OR
SIDEWALKS THEREIN, PROVIDING FOR PENALTY AND DECLARING
AN EMERGENCY.
A motion was made by Mr. Burns to adopt said ordinance, and
the move was seconded by Mr. Johnson.
Ordinance 7: AN ORDINANCE PROHIBITING LOITERING ON THE
PREMISES OF ANOTHER; ASSESSING A PENALTY; ALSO PROVIDING
HEREIN A SAVING CLAUSE AND DECLARING AN EMERGENCY.
A motion was made by Mr. McDonald to adopt said ordinance,
and the move was seconded by Mr. Johnson.
Ordinance 8: Coppell Traffic Ordinance (short Title)
A motion was made .by Mr. Burns to adopt said ordinance, and
the move was seconded by Mr. McDonald.
Ordinance 9: AN ORDINANCE PROVIDING FOR THE SALE OF
UNCLAIMED PROPERTY; NOTICE AND MANNER OF SALE; RECORDS
AND DELIVERY OF PROCEEDS TO CITY TREASURER FOR THE
GENERAL FUND; DISPOSAL OF WORTHLESS PROPERTY AND
DECLARING AN EMERGENCY.
A motion was made by Mr. Harwell to adopt said ordinance and
the move was seconded by Mr. Waters.
Ordinance 10: AN ORDINANCE DETERMINING Tile NUMBER OF
INHABITANTS OF THE TOWN OF COPPELL ON FEBRUARY 3, 1964.
A motion was made by Mr. Waters to adopt said ordinance and
the move was seconded by Mr. McDonald.
Ail Ordinances were put to a vote and were passed and
approved unanimously.
Ail Ordinances providing for a penalty were to be published
in the official town paper. The Lewisville Leader was
designated as the official town paper.
Chief Wall also requested the printing of a revised ticket
book. The new book to be numbered. The request was granted.
Discussion was opened to the floor and the proposed water
and sewerage franchise was discussed. Discussion also con-
cerned proposed zoning of the town.
Mr. Burns made a motion to adjourn. The motion was seconded
and the meeting was adjourned at 10:00 P.M.
