RE 04-02-56.1 RESOLUTION 040256.1 WHEREAS, The Incorporated Governments of Dallas County are jointly creating a County-wide Advisory Board of Health in cooperation with the Commissioners Court and the County Judge of Dallas County, and WHEREAS, It appears to be to the interest of the Government and citizens of this City to actively participate in thisCounty-wide project, NOW THEREFORE BE IT RESOLVED: That the duly elected City Council of this city of Coppell in session on this 2nd day o.f April, acting on behalf of said City, do hereby accept and adopt the provisions of the attached 3-page instrument prescribing the composition and functions of the County-wide Advisory Board of Health. BE IT FURTHER RESOLVED: That this Council hereby nominates Mayor Walter Blanton of the City of Carrollton for membership on said Board. PASSED AND APPROVED this 2nd day of April, 1956. R. M,. Johnson ATTEST: Mayor, Townof CopPell, Texas / Roy Liberto, Secretary OUTLINE OF COMPOSITION AND FUNCTIONS OF A COUNTY-WIDE PUBLIC HEALTH ADVISORY BOARD To be created jointly by resolution of the twenty-four incorporated cities and towns and the Cpunty government, and to be composed of fifteen persons, to include: Six representatives - one each from: Garland, Grand Prairie, Highland Park, Irving, Mesquite, and University Park, each to be appointed by the County Judge, subject to the approval of the Commissioners Court from nominations by the governing bodies of the areas of each appointee. Two representatives for: Addison, Balch Springs, Carrollton, Cedar Hill, Cockrell Hill, Copioell, DeSoto, Duncanville, Farmers Branch, Fruitdale, Hutchins, Lancaster, .Richardson, Rowlett, Seagoville~ Sunnyvale, Wilmer - each to be appointed by the County Judge, subject to the approval of the Commissioners Court and from nominations by the governing bodies of the cities and towns represented, and each serving the interest of those cities and towns submitting his name. Five representatives from the City of Dallas, to be selected by the Mayor of Dallas and approved by the City Council, one to be a member of the City Manager's staff. One representative of the County Auditor's staff to be appointed by the County Judge, subject to approval of the Commissioners Court. An executive member , to be appointed by the Board~ subject to the approval of the Commissioners Court and the City Council of the City of Dallas, to serve at the will of the Board. It shall be the duty of the executive member to secure, preserve, and report accurate records of all proceedings of the Board; to receive proposals for Board consideration; to prepare, in cooperation with the chairman, agenda for all Board meetings, and to forward same to the County Judge, members of the Board, the Commissioners Court, Mayors and City Managers of all participating cities at least seventy-two hours prior to the date of such meeting, unless said meeting is called to meet a critical emer- gency situation, in which event, the purpose of such meeting shall be included in the call. The Chairman is to be selected from the Board membership by the Mayor of the City of Dallas and the County Judge to serve for a term of two years. Terms of members shall be established on a "staggered" basis - the first terms to be determined by lot - four one-year terms, four two-year terms, and four three-year terms. Thereafter, all appoint- ments shall be for any unexpired or three year terms. Thee Board's principal functions and responsibilities will be: 1. To inform itself of sound public health practices and procedures. 2. To counsel with and advise health, welfare, hospital and all other elected officials ard their appointees within Dallas County upon matters pertaining to public health services and protection, particularly those re- quiring coordinated administration ard joint interest. A member of the Dallas County Hospital District Board of Managers shall be nominated by said Board to serve as "Ex-officio" member of the County-Wide Advisory Board of Health, and upon receipb of notice of such nomination, the Dallas County Commissioners Court may make such appointment. Upon the motion of a majority of the participating governments, the Commissioners Court may appoint additional members to said Board. The first terms of all members in excess of twelve (exclusive of the Chairman and the Executive member), shall be determined by the said Court.
