COPPELL ECONOMIC DEVELOPMENT COMMITTEE
April 3, 2013
MINUTES
The Coppell Economic Development Committee met at 6:00 p.m. on Wednesday, April 3, 2013 at Coppell Town
Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. The following were present:
Scott Spray, Christi Greene, Jeff Varnell, David Apple, Don Carroll, Monica Diamond, Sue Bird, Bill Rohloff,
Jim Walker, Aaron Straach, Davin Bernstein, and Mindi Hurley.
Call to Order
1.
Bill Rohloff called the meeting to order at 6:04 p.m.
Approval of Minutes: February 6, 2013

The committee suggested amending the minutes to acknowledge Scarlett and the number of years she
served on the committee. Don Carroll made a motion to approve the minutes from February 6, 2013. Jeff
Varnell seconded the motion. The motion passed unanimously.
EXECUTIVE SESSION

Convene Executive Session
3.
A. Section 551.087, Texas Government Code – Economic Development Negotiations.
1. Economic Development Prospects west of Freeport Parkway and north of Interstate 635.
2. Economic Development Prospects south of Bethel Road and west of Freeport Parkway.
Bill Rohloff convened into Executive Session at 6:09 p.m. as under the above-stated article and discussed
Item 1 and Item 2. Rohloff recessed the Executive Session at 6:24 p.m. and opened the Regular Session.
REGULAR SESSION (Open to Public)
Review of Joint Meeting.

The committee discussed the joint meeting that was help with City Council and the Planning and Zoning
Commission in March. The committee felt the meeting was informative and productive. At the next joint
meeting, the committee asked to have some information on the consolidation of development related
departments and any other themes that are pertinent to all three groups involved in the meeting.
Incentive Policy Discussion.

Mindi reviewed the various categories of incentives that were proposed in 2012. Mindi explained to the
committee that each one of the categories would be reviewed over the next several months. This month,
the committee discussed Old Town Coppell with particular emphasis on incentives for retail and
restaurants. The committee asked for Mindi to bring back a suggestion for sales tax rebates based on
taxable sales volume.
6. General discussion and update on commercial and industrial projects.
Mindi discussed current projects and where they are at in the development process.
With no further business to discuss, it was moved by Don Carroll, and seconded Jim Walker that the
meeting adjourn. By unanimous vote, the meeting was adjourned at 8:21 p.m.
