The City Council of the City of CoPpell, Texas, convened in
regular meeting on the 3rd day of October, 1966, with the following
members present to-wit:
W. T Cozby, Mayor
C. L. Plumlee, Jr., Cmmciman
C. J. Dobeoka, Councilman
W. H. Wilson, Counciman
Thomas Sisk, Councilman
E. C. Gentry, Secrctary
Constituting a quorm where among the other proceedings had
was the following:
Mr. C E Hitchoock presented the council witt a petition
addressed to the Dallas County Grand Jury requesting an investigation
into a certain letter that was put out during thelast campaign of
the City Council and Mayor for the City of Coppell. The Council did
not take any action in the matter, but it was tabled. Mr. Hitchcock
then presented another petition requesting the Mayor to call an election
for the purpose of disannexing certain area described in the perition
by meets and bounds which consists of some 2/3 of the Coppell area.
This petition was accepted for further investigation.
Mr. Hall from the First Southwest Finance Company was
for the purpose of financial advice on the ordinance adopted
City of Coppell in connection with the issuance of bonds (Copy of
so-adopted ordinance attached.)
W. H. Wilson made the motion that they suspend the second reading
of the ordinance, motion seconded by C..J. Dobecka. Vote was unanimous.
Motion was made by C. J. Dobecka to pay the following bills and
was seconded by Thomas Sisk. Vote was unanimous.

Motion was made by C. J. Dobecka to.accept the street in the
Maynard Addition that had been filed for record some three years ago. Seconded
by C. L. Plumlee, Jr. Vote was unanimous.
Motion was made by C. J. Dobecka to pass Ordinance #39 Levying a tax
for the Year 1966 of $ .55 per $l00 valuation and providing penalty and interest
for delinquent taxes. Seconded by W. H. Wilson. Vote was unanimous.
Motion was made by W. H. Wilson to adjourn, seconded by Thomas Sisk.
Vote was unanimous.

MINUTES PERTAINING TO ORDINANCES ADOPTED
BY THE CITY COUNCIL OF THE CITY OF COPPELL,
TEXAS

CITY OF COPPELL
ON THIS, the 3rd day of October, 1966, the City Council
of the City of Coppell, Texas, convened in regular session at
the regular meeting place thereof in the City Hall with the
following members present and in attendance:
W. T. COZBY MAYOR
C. L; PLUMLEE, JR. )
C. J. DOBECKA )
THOMAS C. SISK ) ALDERMEN
WHEELICE H. WILSON )
and with the following absent: HARWELL ,
constituting a quorum; and among other proceedings had were the
following:
MAYOR COZBY introduced a proposed ordinance which was read
in full. Alderman WILSON made a motion that any rule
requiring ordinances to be read at more than one meeting be sus-
pended. The motion was seconded by A!derman DOBECKA ...
and carried by the following vote:
AYES: Aldermen Plumlee, Dobecka, Sisk, Wilson,
NOES: None.
Alderman DOBECKA made a motion that said ordinance be
finally passed and adopted. The motion was seconded by Alderman
WILSON and carried by the following vote:
AYES: Aldermen Plumlee, Dobecka, Sisk, Wilson,
NOES: None.
The Mayor announced that the ordinance had been finally

The caption of the ORDINANCE is as follows:
"AN ORDINANCE by the City Council of the City
of Coppell, Texas, authorizing the issuance
of $345,000 'CITY OF COPPELL, TEXAS, WATER
AND SEWER SYSTEM REVENUE BONDS, SERIES
1966,' dated May 1, 1966, of which the sum
of $150,000 shall be for the purpose of
constructing improvements and extensions
to the City's Waterworks System, and $195,000
shall be for the purpose of constructing or
purchasing, improving and extending a Sanitary
Sewer System in and for said City, as authorized
by the General Laws of the State of Texas, par-
ticularly Article 1111 et seqq., V.A.T.C.S.,
prescribing the form of the bonds and the form
of the interest coupons; pledging the net rev-
enues of the City's combined Waterworks and
Sanitary Sewer System to the payment of the
principal of and interest on said bonds; enact-
ing provisions incident and related to the sub-
ject and purpose of this ordinance; and declaring
an emergency."
MAYOR COZBY then introduced a proposed ordinance prescribing
rates and charges for services to be furnished by the Waterworks
and Sanitary Sewer System, which was read in full. Alderman
SISK made a motion that any rule requiring ordi-
nances to be read at more than oNE meeting be suspended. The
motion was seconded by Alderman PLUMLEE and carried
by the following vote:
__ AYES: Aldermen Plumlee, Dobecka, Sisk, Wilson,
NOES: None.
The Mayor announced that the ordinance had been finally
passed and adopted.
The caption of the ORDINANCE is as follows:
"AN ORDINANCE by the City Council of the City of ~
Coppell, Texas, prescribing the rates to be
charged for services furnished by the Water- ~
works and Sanitary Sewer System owned and
operated by said City; repealing all ordinances,
orders and resolutions in conflict; and declar-
ing an emergency."
MAYOR COZBY then introduced a proposed ordinance authorizing
the issuance of general obligation bonds of said City, which was
read in full. Alderman DOBECKA . made a motion that any
rule requiring ordinances to be read at more than .one meeting be
suspended. The motion was seconded by Alderman WILSON
and carried by the following vote:
AYES: Aldermen Plumlee, Dobecka, Sisk, Wilson, and Harwell.
NOES: None.

"AN ORDINANCE by the City Council of the City of
Coppell, Texas, authorizing the issuance of '~
$95,000 'CITY OF COPPELL, TEXAS, WATER AND '~o
SEWER SYSTEM BONDS, SERIES 1966, ' dated May 1,
1966, for the following purposes, to-wit: $48,000
for the purpose of constructing improvements and
extensions to the City's Waterworks System, and
$47,000 for the purpose of constructing or purchas-
ing, improving and extending a Sanitary Sewer Sys-
tem in and for said City; and authorizing the issuance
of $5,000 'CITY OF COPPELL, TEXAS, WATER AND SEWER
SYSTEM BONDS, SERIES 1966-A,' dated May 1, 1966,
for the following purposes, to-wit: $2,000 for the
purpose of constructing improvements and extensions
to the City's Waterworks System,and $3,000 for the
purpose of constructing or purchasing, improving and
extending a Sanitary Sewer System in and for said City;
prescribing the form of the bonds and the form of the
interest coupons; levying a continuing direct annual
ad valorem tax on all taxable property within the limits
of said City to pay the interest on said bonds and
to create a sinking fund for the redemption thereof
and providing for the assessment and collection of
such taxes; enacting provisions incident and related
to the purpose and subject of this ordinance; and de-
claring an emergency.
The MINUTES approved and adopted this the 3rd day of
October, 1966.
